Bringing Special Education Students Into the Classroom By Joetta Sack The push for inclusion of the disabled leads to higher expectations. For much of the 20th century, the practice of educating disabled students in regular schools and classrooms was exceedingly rare, almost unheard of. Today, it's a common occurrenceand a sign of how far students with disabilities have come. Yet there's further to go, advocates for such students say. What is now called "special education" has made remarkable gains in the past 10 decades, but the next fightthe one for full educational equity for the disabledwill carry over into the 21st century. "The passage of [the Education for All Handicapped Children Act in 1975] was about getting the doors open and acknowledging that kids were supposed to be in school," says Judith E. Heumann, the U.S. Department of Education's assistant secretary for special education and rehabilitative services. "Today, there's a whole higher level of expectations for the kids," she adds.

Special Needs: Domestic Abuse, AIDS, the Disabled, the Elderly, the Homeless Numerous courts and bars have developed programs for groups with special needs. Advocacy for these groups is crucial as their needs are often exacerbated by lower income, thus further limiting their access to justice in the areas of employment, housing, etc. Fifty-seven courts or bar associations indicated in their 2001 survey responses that they support activities addressing special needs. Among the many programs are the following: "He Loves Me…Not," the Arkansas Bar Association video on the prevention of dating violence, was distributed to all high schools in the state. The state public television affiliate aired three, one-hour TV call-in programs, using the video in its entirety as a centerpiece. The Georgia Bar Association Young Lawyers Division Advocates for Special Needs Children Committee ensures that school districts are providing the education required by the Americans with Disabilities Act.

Four-year-old Veronica was paying attention the day a speaker from the Fire Department talked to her Head Start class about what to do in case of fire. The firefighter carefully explained that if the children ever smelled smoke at night, they should crawl along the ground, wake an adult and call 911. Several weeks later, Veronica woke up and noticed smoke coming into her home from the garage. Recalling the firefighter’s words, she crawled along the floor into her grandfather’s room. She awoke him and he started to jump up, but Veronica reminded him that they should crawl along the floor. They woke her mother and all three crawled to safety. Although the home was gutted by the fire, the family is alive and well thanks to Veronica’s quick thinking. The Education Division has two major programs: Head Start and School-Based. The mission of Head Start is to promote self-sufficiency by providing quality, comprehensive child and family development services. The city of Phoenix serves about 3,000 low-income children each year. The program has about 450 employees, including both city employees and those who work for Head Start’s 14 delegate agencies. Head Start’s dedication to racial, ethnic, linguistic and cultural diversity is reflected in its employees, who represent the rich heritage of Arizona. Head Start provides services in education, health, nutrition, parent involvement, social services and mental health. At least 10 percent of all openings are reserved for children with disabilities. Typically, at least 13 percent of the children in the program are disabled or have other special needs.

Times and Places Style of Play Special Events Other VIP Regions ... by e-mail VIP teams are composed only of players with special needs. VIP teams play arranged games with teams from the general AYSO program, and against other VIP teams when available. No geographic residency requirements. Practices and games are held in Concord, plus occasional road tournaments; but our players come from as far away as Orinda, Bay Point, Benicia, and San Ramon. No player is turned away. Full scholarships are available! Registration includes a complete uniform and a ball. The only equipment you need to provide is shin guards, shoes, and a smile! Our season runs from August 1 to early November. (We hope to start a "spring" VIP league in 2005.) Registration for Fall 2004 is being held at El Dorado Middle School, 1750 West Street, Concord. Remaining registration dates are Wednesday, April 21 (6 - 9 p.m.) and Saturday, May 22 (10 a.m. - 4 p.m.). Registration is $68 on these dates ($85 after).

L ance Burton believes in the importance of giving to others and he contributes to a variety of causes. The Shriner's Zelzah Temple Transportation Fund is the recipient of a portion of the profits from the Lance Burton Magic Shop. The funds go to buy 15-seat vans equipped with wheelchair lifts to take physically disabled children for help at the Shriner's Hospital in Los Angeles. Lance Burton also performs at the annual Shriner's Christmas party. Lance Burton's main charities are directed toward children. The donations from the taping of his NBC specials go to these charities. Aside from children's charities, Lance hosts an annual concert for The Animal Foundation. If you have a burned or crippled child, please call 1-800-237-5055, Shriner's may be able to help. He is also a celebrity member of Variety Club Tent 39 and donates to their cause of helping children with special needs. The Variety Club of Southern Nevada, Tent 39 is an active member of Variety Club International. They are dedicated to helping the Variety School for Handicapped Children in Las Vegas and assisting all children's charities. Tent 39 has been serving special needs children since 1950. Lance Burton is a special ambassador and donates Sunshine Coaches to Variety's causes. Variety Special School and John F. Miller School, care for 500 mentally and physically challenged children. Tent 39 also sponsors the Variety Day Home. Lance Burton visits the schools and supports them.
