So Why Can't
Nevada Johnny Read? by Deborah Carson In Nevada, according to the 1998 National Assessment of Educational Progress, only an abysmal 21 percent of fourth graders and 26 percent of eighth graders read at or above grade level. Even under the more forgiving Terra Nova test, a mere 48 percent of Silver State fourth graders during the 1998-99 school term were able to read at or above grade level. What's going on? Why do Nevada kids have such reading problems? The answer can't simply be poverty or immigration or that English is sometimes being learned as a second language. Clearly 79 percent (or 52 percent) of Nevada's fourth graders aren't impoverished or immigrants. But that same empirical research also explains how and why Nevada kids are being so badly shortchanged: Reading is a matter of skills—skills that Silver State youth are not learning. "Good readers are phonetically aware," says the National Institute of Child Health and Human Development (NICHD). "Good readers understand the alphabetic principle. Good readers can apply these skills to the development and application of phonics skills when reading and spelling words. Good readers can accomplish these applications in a fluent and accurate manner." Why aren't Nevada kids learning these skills? Robert Sweet, a staff member of Congress' Committee on Education and the Workforce, testified before the 1999 Nevada Legislature's education committees after evaluating the state's reading curriculum. While the curriculum texts mention phonics, the NICHD standards are not actually being met, he said.

The two primary functions of the County Board are to:
  • Adopt rules and regulations governing the administration of the County Office of Education, and
  • Approve the annual budget prepared by the County Superintendent for the County Office before submission to the Superintendent of Public Instruction.
    The County Board of Education is also the governing board for county-operated Juvenile Court Schools, Community Schools, Regional Occupational Programs and centers, and the Special Education Local Plan Area for Placer and Nevada counties.
    Regular meetings of the Board of Education are held the second Thursday of the month at 7:00 p.m., and special meetings are called as needed. Regular meetings that fall on holidays are usually rescheduled. The public is welcome to attend these meetings, which usually are held at the Placer County Office of Education, located at 360 Nevada Street

    Dr. Jim Hager assumed the position of Washoe County Superintendent of Schools in Reno, Nevada, on January 1, 1999. He has served as Superintendent of Schools in Kent, Washington; Beaverton, Oregon; and Boulder, Colorado. Dr. Hager has been involved in public education since 1964 as a teacher, principal, Director of Secondary Education, Deputy Superintendent and Superintendent. He has also taught at the college and university level. Dr. Hager is the author and co-author of numerous books and journal articles on time management, staff selection and development, planning, principal effectiveness, teacher evaluation, hyperkinetic children, effecting change and effective schools.     Why Nevada?
    As most readers of this website are aware, this country has recently been giving more attention to, and acceptance of, the fields of alternative, complementary and integrative medicine. An Office of Alternative Medicine has even been established the the staid and conventional halls of the National Institutes of Health in Washington, DC. Certainly, the interest of patients, as noted elsewhere, has been progressing in this direction for quite some time. It has been only relatively recently that the scientific community has appeared to take some cautious steps in this direction.
    However, in spite of this surge of interest and increased acceptance, many, if not most, of the regulatory agencies in this country continue to maintain a negative stance against alternative and integrative methods of treatment, particularly in the realm of cancer therapy. This includes most of the state medical boards which issue and regulate doctors' licenses. Throughout most of the nation, physicians are frequently attacked and disciplined for using non-traditional methods of treatment, particularly in the care of cancer patients.
    Dr. Brodie practiced medicine in California for about 25 years, the last 8 years of which he was involved in natural, alternative and complementary methods of care for cancer. The latter activity resulted in 3 unsuccessful attacks on his California medical license, so Dr. Brodie made the decision in 1980 to move his practice to Nevada, where laws were, and still remain, more favorable to alternative practices. In 1983, the Nevada legislature established licensing boards in the fields of homeopathy, naturopathy, acupuncture and oriental medicine. Dr. Brodie served on the first Board of Homeopathic Medical Examiners.

    Dear Dr. Rheault: You have asked the Attorney General for an opinion regarding numerous issues raised by private and public schools within Nevada concerning use of passenger vans designed to carry 11 to 15 persons to transport pupils for school-related activities. You have asked the following questions: QUESTION ONE May a public or private school legally use vans designed to carry 11 to 15 persons that are owned or leased by a private school or public school district to transport students to school-related events on a less than regular basis if the van does not meet school bus standards pursuant to the State Board of Education regulations regarding school buses? ANALYSIS TO QUESTION ONE The answer to your question focuses on the definition of "school bus" and whether an 11 to 15 person van fits within that definition. The education chapters of the Nevada Revised Statutes do not define a school bus. However, state law defines a school bus in the chapters of the Nevada Revised Statutes related to traffic safety and driver's licenses and for purposes of this opinion we adopt that definition.

    A Tale of Parental Involvement
    by Mary Ann Polish Our Elko County Eagle Forum group decided that we must take an active part in educating the residents in our area about the Goals 2000 plan. Janet Weeks, Kay Dawn Jenkins and I accomplished this with very little help and effort. Early in the year when the State of Nevada Board of Education was advertising for parents who would like to sit on one of the several boards for Goals 2000, Janet applied. Even though she was not accepted, Janet and a few other concerned parents drove 220 miles to a regional meeting. The state board, sensing Elko County's discontent (we are famous for spurning federal rule), decided to hold a public meeting here in order to push the program through. This gift from the Almighty gave us the perfect opportunity to educate the citizens of Elko County. Through the use of a donated copy machine and paper, we printed copies of our "Goals 2000 Update." We used portions of a state brief on Goals 2000, the Phyllis Schlafly Report, and even some cartoons. Since Elko County is the largest county in Nevada, we knew we would not be able to take these flyers to every community. We enlisted the help of our Eagle phone tree, area church pastors, and the Christian Coalition to get the word out. The three of us concentrated on the Elko and Spring Creek areas. All this was done in a matter of three weeks. There are 6 elementary schools, 2 junior highs, and 2 high schools in the Elko area. Each day of the week (this was one week before the meeting), we divided ourselves among three of the schools. With the help of a few other Eagles and our homeschool teenagers, we placed flyers on the vehicles of all the teachers and gave one personally to every parent who dropped off a child for school. The flyer specifically asked them to please attend the meeting and voice their opinions.

    Chancellor, Oregon University System Update on Chancellor Jarvis Dr. Richard S. Jarvis was appointed the 11th chancellor of the Oregon University System in May 2002, and started in this position in August 2002. Chancellor Jarvis serves as chief executive and administrative officer of the Oregon University System, and is delegated to act on behalf of the State Board of Higher Education to ensure that the seven OUS institutions, through the respective presidents, carry out their responsibilities to provide quality higher education programs and services to all Oregonians.
