Any school that meets accreditation criteria and is eligible to participate in Federal Financial Aid Programs is eligible. This includes institutions like vocational colleges, trade schools, junior colleges, public, private, professional, graduate and undergraduate colleges and universities and even some foreign institutions.     The City
    Lincoln, the State Capitol of Nebraska, has an approximate population of 220,000. It is the home of the University of Nebraska-Lincoln, Nebraska Wesleyan University, Union College, Southeast Community College and several private vocational-technical schools. The business of the city centers around government, education, insurance/banking and light industry. History
    Lincoln High School was founded in 1871 and is the oldest of the five public comprehensive high schools in the city. The present building was opened in 1915 with major additions completed in 1927, 1957, 1985 and 1996. In over 130 years of service to the community, more than 40,000 students have graduated from LHS. The school colors are red and black and the mascot is the "Links". Size
    Lincoln High school serves approximately 2100 students in grades 10-12. 700 students live outside the Lincoln High attendance area and have applied for a permit to attend. It is one of the largest high schools in Nebraska. It has 165 certified staff members (over half have advanced degrees) and 100 support staff members who help with the operation of the building each day.

    Fact Sheet The Distance Learning and Telemedicine Loan and Grant Program (DLT) was created to encourage, improve, and make affordable the use of telecommunications, computer networks and related technology for rural communities to improve access to education and/or medical services. Background:
    The 1990 Farm Bill authorized the Distance Learning and Telemedicine Grant Program to provide grants to rural schools and health care providers. The 1996 Farm Bill reauthorized the Distance Learning and Telemedicine Grant Program and established a new loan component. The DLT helps rural schools and health care providers invest in telecommunications facilities and equipment to bring educational and medical resources that otherwise might be unavailable to rural areas. Program Initiatives: The program is intended to fund projects which are primarily "dynamic"; i.e., those systems which deliver critically needed educational and medical services in rural areas through structured interactive educational training and/or medical professional presence over distances. Intermittent services which cannot readily show usage or tangible results such as community bulletin boards, or Internet Home pages, may be considered as adjuncts to dynamic systems, but would not be suitable as a primary purpose under the DLT. The program facilitates "networking" of multiple dispersed sites over a geographic area, rather than a single stand-alone entity. Applicants must submit proposals, which, to the extent possible, maximize the number of geographically dispersed sites.

Although some are sold for salvage or scrapped, most can be repaired to look and drive like new. Automotive body repairers straighten bent bodies, remove dents, and replace crumpled parts that are beyond repair. Usually, they can repair all types of vehicles, but most body repairers work on cars and small trucks. A few work on large trucks, buses, or tractor-trailers. When a damaged vehicle is brought into the shop, body repairers generally receive instructions from their supervisors, who have determined which parts are to be restored or replaced and how much time the job should take. Automotive body repairers use special machines to restore damaged metal frames and body sections to their original shape and location. They chain or clamp the frames and sections to alignment machines that usually use hydraulic pressure to align the damaged metal. Unibody designs, which are built without frames, must be returned to precise alignment, so repairers use bench systems to guide them and measure how much each section is out of alignment.

    GENERAL INFORMATION REGARDING
    STATE EDUCATION RULES AND REGULATIONS Statutory Authority:
    The Administrative Procedures Act (Sections 84-901 to 84-920 of the Revised Statutes of Nebraska ) contains the main statutory provisions detailing how state agency rules and regulations are adopted. Under state law, the terms "rules" and "regulations" may be used interchangeably. The State Board of Education has the authority to adopt state rules and regulations for carrying out the State Board's constitutional responsibilities and those responsibilities assigned to the State Department of Education by the Legislature. State regulations that are properly adopted and filed with the Secretary of State have the effect of statutory law (See Nucor Steel v. Leuenberger , 233 Neb. 863 (1989).
    Nebraska Administrative Code: All Nebraska state agency regulations are compiled in the Nebraska Administrative Code (NAC). Each agency is assigned certain titles of the Code for its rules and regulations. The Nebraska Department of Education uses Titles 92 and 93. The Nebraska Department of Education administration regulations are contained in Title 92 of the NAC, and each of the Department of Education's "rules" are actually "chapters" of Title 92 of the NAC. Thus, the formal legal citation to the Department's "Rule 1" is "Title 92
