Teacher Education Home Contact Teacher Certification in Pennsylvania Approved Certification Preparation Programs In PA Pennsylvania has 93 colleges and universities that offer teacher education programs approved by the Department of Education. Students who secure the recommendation for certification by the college or university have met: all requirements of the approved preparation program, the qualifying scores on the appropriate Praxis tests and other requirements established by the State Board of Education. The program approval process is based upon general and subject-specific guidelines, rather than a minimum number of credits, set by the Department of Education and implemented by the preparing institution. Student Achievement:
Nebraska ranks in the Top 10 in the nation in student achievement, according to an American Legislative Exchange Council study that uses SAT, ACT and NAEP test scores and graduation rates.
Teacher Quality and Student Achievement:
A January 2000 study by Linda Darling-Hammond of Stanford University examined the effect teacher quality has on student achievement. The study revealed that high teacher certification standards coupled with years of teaching experience accounted for 90 percent of the variation in student achievement scores. Nebraska has very high teacher certification requirements and a corps of teachers with substantial classroom experience, translating to high academic achievement for Nebraska students.
Teacher Shortage:
Nationwide, some 2.2 million teachers will be needed in the next 10 years because of teacher attrition and retirement and increased student enrollment. But only 10 percent of college-bound high school graduates want to pursue a career in education. (ACT 2000)

Farris, Chairman October 24, 2003 The Myth of Teacher Qualifications by Chris Klicka, Senior Counsel for Home School Legal Defense Association Only the National Education Association and some of the other members of the educational establishment continue to defend teacher certification and high qualification standards for homeschoolers, in spite of the overwhelming research against the need for such teaching standards. Their vested interest in certified teachers may explain their blindness to the facts. Homeschoolers need to remain constantly informed. For example, a few years ago the Kansas School Board Association made an unsuccessful attempt to get House Bill 2392 passed which would have required homeschoolers to be certified. This report summarizes research and opinions of professional educators, confirming the absence of a positive correlation between teacher qualifications and student performance. There is also a clear trend in the legislatures and the courts away from enacting or enforcing certification and other teaching standards to restrict homeschoolers. Good Teachers = Good Students
On all achievement tests, Nebraska’s students perform well. That means Nebraska teachers are doing the job.
Strip away all the rhetoric about whether teachers should be paid more and you leave one fact: Nebraska students consistently rank among the very best in the country in all measures of achievement.
For instance, in 1999, Nebraska students as a whole ranked 13th nationally on the ACT. When compared with other states where 70 percent or more students took the test, Nebraska was first.
On the 1998 SAT tests, Nebraska ranked 10th. On the National Assessment of Educational Progress tests for fourth grade, Nebraska students ranked ninth in the nation in 1992 and 10th in 1996. On those same NAEP tests for eighth grade, Nebraska students ranked fifth in both 1992 and 1996.
And the coup de grace: Using a composite of the NAEP, SAT and ACT scores, the American Legislative Exchange Council ranked Nebraska schools fifth overall in terms of academic achievement.
