State Certification Reciprocity and Interstate Agreements: Interstate Certification Compact
Effective March 1, 1996, Rhode Island adopted "Enhance Reciprocity" as a route to certification. This route provides that certification be granted to an applicant who holds a valid and comparable certificate from another member state, provided the applicant has complied with any requirements of the receiving state regarding degrees held, citizenship, and moral, ethical, physical, and mental fitness.
A copy, including any translation key, of a valid teaching support administrative , or vocational certificate from the member state is required. NOTE: This certificate must be a Level II certificate as defined in the Interstate Contract. NOTE: This certificate must be valid during the period for which reciprocity is sought and must also be valid in the teaching area for which certification is desired. If you are planning to move to another state, you should contact that state's certification office, as listed below. The number code following each entry indicates the types of testing which the state required at the time this information was published in the 1999 Job Search Hanbook. The key to the codes follows the state listing.
When you write or call the state certification office, indicate the type of certificate you are receiving from your current state, which national tests you have taken, and ask for application materials and procedures for obtaining certification in the new state. Another source of information about certification requirements will be the actual districts to which you apply.

  • Nebraska has a variety of certificates available to out-of-state applicants. A Temporary certificate may be issued when all or most requirements for a certificate can be met, except for the statutory requirements of basic skills testing, human relations trainign and special education competencies. Also, if an applicant already has a job offer from a Nebraska Sschool, a Temporary certificate may be issued.
  • A provisional certificate is issued when all statutory requirements are met but some academic deficiency exists. Usually, this is a requirement for recent college hours which applies to persons who have permitted their certificates to lapse or who are returning to the profession after an absence. Reciprocal agreements are available for teachers from a very few states. Contact Nebraska for more information on the various types of certification available.

    Accrediting Agencies and Associations Recognized
    by the Secretary, U.S. Department of Education
    The Secretary of Education is required by statute to publish a list of nationally recognized accrediting agencies and associations which the Secretary determines to be reliable authorities as to the quality of training offered by educational institutions and programs. The National Advisory Committee on Accreditation and Institutional Eligibility assists the Secretary in determining which accrediting bodies should be listed. Accrediting bodies that achieve recognition are reviewed at least every 4 years thereafter. The commissions of the regional associations and the national institutional and specialized accrediting agencies which are recognized by the Secretary have no legal control over educational institutions or programs. They promulgate standards of quality or criteria of institutional excellence and approve or admit to membership those institutions that meet the standards of criteria.
