Tax Environment Nebraska is an agricultural state, with one in four jobs still related to farming. In the past, the state was heavily dependent on its property tax, which has been a source of agitation to its citizens. But in the 1990s, the legislature imposed levy limits on property taxes and restructured revenue sources somewhat to limit increases in property taxes. The amount of revenue generated from the property tax has gone down relative to other taxes and the state now has a relatively balanced tax system. General Information
Friend, a community of 1,100 people, is located on Route 6, 12 miles south of I80 in Southeast Nebraska's Saline County. Besides farming and livestock, Friend includes retail sales and manufacturing. A public 9-hole golf course and country club are located on the East side of town. There is also a hospital, long term care facility, K-12 school, and municipal pool. Friendville was founded in 1870 by Mr. Charles E. Friend . In 1869 he left his home in Illinois and in the spring of 1870 he homesteaded the land where Friend is now located. He worked in Lincoln as a store clerk but later in 1870 he took an assortment of dry goods and returned to his hometown where he established and operated a flourishing dry goods store for many years. The Burlington and Missouri River Railroad reached Friend in 1871. The town at that time was no more than the homestead of Charles E. Friend. The government established a post office naming Mr. Friend as its first postmaster. He generously donated land for a school and church.

Genoa is a small community 20 miles west of Columbus located in the Loup Valley in eastern Nance County. Genoa has an excellent school system. The city has a beautiful park and pool for recreation. There is also overnight camping. Genoa is considered a bedroom community with affordable housing.
Government:
Genoa is a second class city governed by a Mayor and City Council. These officials are elected by a popular vote of the citizens and serve four-year terms in their respective wards.
Emergency Services:
Genoa is served by the Nance County Sheriff's Department. Additional police services are provided by seven officers of the Nebraska State Patrol, Troop B, which is based in Norfolk, Neb. The city has a 30-member Volunteer Fire Department which handles the city and a 10-mile city radius. The fire department has six pieces of equipment, and is a member of the Mid-Nebraska Mutual Aid Association. The city has 24-volunteer Emergency Medical Technicians (EMT) and one emergency vehicle. These EMTs service the entire city and a 10-mile city radius.

Which you choose is up to you and your parents, but if you are planning to apply to a college or university upon graduation, we strongly recommend the college prep program.
What's the difference between the college prep and general education programs? Both the college prep and the general education program require the same number of credits to earn a diploma. And both require the same subject areas (Language Arts, Social Studies, Mathematics, Science, etc). The courses in those subject areas vary by program. For example, the college prep program recommends that ninth grade students enroll in Multicultural Literature or Ninth Grade English 1 their first semester. General education students are encouraged to enroll in Effective Reader Skills.
The college prep program involves more writing assignments within the courses than the general education program. These writing assignments are designed to prepare students for the writing skills expected at the college level.

NASB Bulletin (Jan. 1993) The Americans with Disabilities Act is causing school districts around the state to look closely at their facilities and budgets. As part of the Act, schools are required to make their facilities accessible to students, employees, and members of the public with disabilities. Many school districts are finding that the cost of compliance is putting a strain on their finances. McCook Superintendent Harold Bennett says complying with the Act won’t be as costly as some other expenses the district has had to absorb. "It will not be as expensive as asbestos abatement was," he says. "We anticipated the cost of that project to be a fraction of what it actually was and that did become a major problem. We don’t think the ADA will be similar in scope." One reason the ADA blow is softened, Bennett says, is federal legislation that was passed in the early 1970s which required schools to make programs, though not buildings, accessible. Bennett says that McCook does have one junior high building that may require considerable modification but estimates for all buildings have not yet been determined. In Gothenburg, Superintendent Wayne Bell says his district has money left over from asbestos removal that can be used for ADA requirements but he is reluctant to use it since Gothenburg has no handicapped students. "We in Gothenburg always try to obey the law and if indeed it’s necessary that we need to put in an elevator or a chair lift of some sort if the need exists, we’ll be very happy to do so, but we’ll probably forestall that as long as we can."
