EXEMPT SCHOOL GENERAL INFORMATION
Statutory Authority. Section 79-318(5)(c) of the Revised Statutes of Nebraska (R.R.S.), authorizes the Nebraska Department of Education to establish rules and regulations which govern procedures and standards for private, denominational, and parochial schools which elect, pursuant to procedures prescribed in subsections (2) to (4) of Section 79-1601 R.R.S. , not to meet all state accreditation or approval requirements.
Statutory provisions for exempt schools are summarized as follows: Parents may educate their child at home by electing not to meet the State's approval or accreditation requirements as prescribed in Section 79-318 R.R.S

SCHOOLS in NEBRASKA
One of the first community actions in all the new settlements in Nebraska was to organize a school. It was important to all the families to educate the children. The first school district in Polk County was organized in 1871. A school district of nine square miles was organized in 1869 in the area of Ulysses in Butler County. Here a session of three months was held in the home of Dr. Thrapp. The next year another three month session was held and the following year a full nine month school. (from Ulysses Centennial 1867-1967)
According to an act of Congress one or two acres of land in a Precinct was to be set aside for a school. Celestean Delaet had homesteaded in Polk Co in 1872. A school was located north of his land but the families were not satisfied with the location. One night, Mr. Delaet and Henry Miller moved the little school house to Delaet's land , Sec 26 of Hackberry Precinct where the school remained, through several remodelings and rebuildings (from Shelby Centennial 1879-1979) It was called "Star". (This history of Star School was found among some old papers in my mother’s home in Shelby, written in pencil, author unknown. From the condition of the paper , the article appears to date back to the 1910-1920 era. The school was 2 miles south of Shelby and 1 and 3/4th miles east.)

The History of Exeter
It was the land that brought the settlers to Exeter, Neb., in 1870 - "free land." The Homestead Act of 1862 made it possible to acquire 160 acres of land, free of all charges except the filing fee. The site of the Village of Exeter was originally a land grant to Dr. H. G. Smith from the government of the United States , the Homestead Act of 1862. The railroad's advance west from Lincoln determined the site and name for Exeter. Few towns have been named in as unique a way as Exeter. The railroad proposed to build a line from Crete westward, with towns approximately eight miles apart and named in alphabetical order. It is believed that the name "Exeter" was suggested for this town by a family that came to the area from Exeter, New Hampshire . The name happened to fit in with the alphabetical system of naming towns along the Burlington railroad, so it was adopted. Thus these are the nearby towns of Crete, Dorchester, Exeter, Fairmont, Grafton, Hastings, Inland, Juniata, Kenesaw and Lowell. By 1878 the town listed 16 business houses, including a newspaper, a doctor and a hotel. There were three churches: Catholic, Baptist and Congregational. In 1879 the town was incorporated and Exeter celebrated its official centennial with a three-day celebration in 1979.

Taxes and Spending in Nebraska Users and Uses of Major State and Local Taxes PROGRAM DESCRIPTION OF CURRENT SPENDING LIMITATIONS ON LOCAL GOVERNMENTS IN NEBRASKA - LB 989, passed in 1998, extended and modified a lid on what is defined as restricted funds for most political subdivisions with the authority to levy property taxes. This is the current spending limitation on all local governments except elementary and secondary schools. LB 989 (1998) also modified the lid on general fund expenditures that applies to school districts. The law prohibits adopting a budget which contains restricted funds totaling more than the budgeted restricted funds for the previous year, plus a. b. c. one percent if approved by at least a three-fourths majority vote of the governing body, amounts approved by the voters.

Public Expenditures in Nebraska
Total State and Local Spending Overview
In FY 1999-2000, total state and local spending in the State of Nebraska from all sources amounted to over $5.8 billion dollars. Of that $5.8 billion dollars, approximately $1.5 billion was federal money and $2.344 billion from the state general fund. The remainding expenses of $1.96 billion were paid out of cash and local (property) tax funds. As mentioned earlier, certain major entities such as K-12 Education and Postsecondary education receive funds from multiple sources. This dramatically increases the difficulty by the taxpayer determining whether or not spending in general or after the affect of tax lids has stabilized. Many Nebraska taxpayers do not realize that shortfalls in funding by property tax lids were made up by subsidies from the general fund. In these cases, it is more convenient to examine the budgets of the individual entities. Appropriations become expenditures once the money has been spent. Evaluation of public expenditures is more difficult than revenues. A comprehensive evaluation of public expenditures makes it "necessary to examine all types of financial reports...to establish with any certainty how local tax dollars are spent." Most appropriations are recorded or tracked in certain funds or accounts as opposed to"purpose". Each of these funds may have combined or more often a separate state, local, or federal component. Many states are working towards a unified accounting system to more easily compare costs. This will be very beneficial or detrimental to those organizations that receive a greater or lesser portion of tax funds. Nebraska public expenditures may most easily viewed by their revenue sources and will be compared with other budget data that describes funding sources. For example, General Funds account for 40-50% of the total expenditures and are listed below in General Fund Appropriations where actual data is available. State records will list budgets in actual, appropriated, or governor's recommendation.
