Planning the Future
An NSF Planning Grant received by University of Nebraska Dr. Joan Giesecke
Associate Dean, Libraries
University of Nebraska-Lincoln
Lincoln, NE 68588-0410
joang@unllib.unl.edu
Introduction
The National Science Foundation (NSF) planning grant for $100,000 administered by the University of Nebraska and the Nebraska Library Commission, addresses two key barriers to the implementation of an electronic library in Nebraska: compatibility of network systems, and training for end users. Moreover the project is designed to identify and prioritize content that should be available through the network to support education, economic development, and life-long learning goals for Nebraskans. The grant period is November, 1994 through October, 1995.
Background
The planning project included the following key activities. First, to identify content for the digital library, a survey was conducted of librarians and other key stakeholders in Nebraska. The survey participants helped identify types of resources that should be available and outlined a process to use to prioritize the order in which these resources could be made available. The survey was distributed both in electronic and print form in January, 1995. Second, a survey was used to identify training needs for end users and for providers of information such as librarians and educators. An inventory of training programs already in place was compiled into a specially designed and searchable database. The elements of a model training program or series will be developed with information gathered from other states involved in training users of electronic information, and from the information gathered in the survey.

Nebraska Gets Planning Grant
The National Endowment for the Humanities (NEH) announced recently that it has awarded the Nebraska Library Commission $33,350 to develop a statewide preservation plan for Nebraska. The Nebraska Library Commission is serving as fiscal agent for this grant, which will be organized and administered through the Nebraska Documents Preservation Advisory Council. Formed in 1988, the Nebraska Documents Preservation Advisory Council is a cooperative preservation group which includes such agencies as the Nebraska State Historical Society, the Nebraska Records Management Division of the Secretary of State's Office, the University of Nebraska Libraries and NEBASE (Nebraska's OCLC network). Other members of the group are: the Nebraska Library Association, the Nebraska Humanities Council, the Nebraska Library Systems, the Nebraska Literary Heritage Association, the Nebraska Conservation Committee and PICKLE. The grant from NEH will enable Nebraska to identify its preservation needs and priorities for paper documents and records. Solutions to problem will be proposed based on surveys of records repositories and on ideas raised at strategic planning meetings. Forty (40) delegates from across the state have been invited to participate in the meetings. The first meeting will be held Oct. 3-5 in Lincoln at the Cornhusker Hotel. Among problems to be addressed by delegates is the brittle paper crisis facing repositories of Nebraska's written heritage. Based on surveys of libraries and county historical societies conducted in 1987 and 1988, preservation education and preservation microfilming are two recognized needs. The grant will assist the Council in seeking broader input and in publishing a plan of action.
