Nebraska Partnership for Quality Teacher Education The Nebraska Partnership for Quality Teacher Education Project (NPQTE) seeks to improve the quality of teacher education across Nebraska to ensure that every K-12 student is taught by an effective teacher. This federally-funded project is complementary to the
Nebraska Catalyst Grant
, "Preparing Tomorrow's Teachers to Use Technology." The 3-year NPQTE project is directed at achieving four primary goals:
  • To strengthen certification and endorsement processes and ensure that they are fair and useful. To increase the accountability of Nebraska's teacher education programs. To recruit and retain teachers, particularly in Nebraska's high poverty urban and rural schools.
NPQTE Activities:
  • Revise teacher preparation program standards to include common exit requirements for new graduates in the areas of teaching knowledge and skill as well as subject matter content. Implement written student assessments for all levels of teaching knowledge and skill and for selected content areas. Teacher education programs will create formal processes for program revision which include teacher education faculty, arts and science faculty, and K-12 schools so that the revised programs will be based on the new standards.

DENVER, July 2, 2002 — Qwest Communications International Inc. (NYSE: Q) today announced that it has been awarded a multimillion dollar, multi-year contract to provide high-speed network access to the Crossroads Distance Learning Education Consortium (CDLEC) in Nebraska. "The Crossroads Distance Learning Education Consortium project will expand educational offerings between member K-12 schools in our immediate future. We will eventually have the capacity to make this an almost-statewide system, which goes well beyond our own local membership. In this era of declining budgets and tax support, sharing qualified and hard to find teachers in a variety of disciplines will provide students in rural Nebraska with access to classes that have not been available before," said Tom Carlstrom, superintendent of schools for the Humphrey Public Schools and president of CDLEC. "This technology, provided by Qwest and others, is a big boost to rural Nebraska and will tie communities together by offering educational opportunities to all learners." Under the contract, Qwest, together with other communications carriers, will provide high-speed access that will support interactive video and audio transmissions, as well as Internet access, thereby enabling the delivery of distance-learning educational initiatives to CDLEC members.

Educator Job Shadow Month encourages educators to foster employability skills, such as communication, problem solving and teamwork, in their students. Educators are urged to incorporate their experiences into the classroom. Throughout March, six school districts will participate in the program: Millard Public Schools, Ralston Public Schools, Bellevue Public Schools, Papillion-La Vista Public Schools, Omaha Public Schools and Westside Community Schools. The mission of the K-12 Career Connection Committee is to establish the Human Resource Association of the Midlands as a “community partner” with the various school systems in the Omaha area, thus enhancing each member’s ability to recruit “tomorrow’s employees.” Goals include: developing community partnerships, providing links for businesses with school-to-work programs, conducting a job shadow for teachers at businesses and piloting a comprehensive “career day.” For more information about HRAM, visit the organization’s website at www.hram.org.

    Distance K-12
For parents, particularly homeschoolers, distance education provides the opportunity to supplement a child's learning experience with a subject which might be out of the normal realm of expertise. For instance, if your daughter wants to take trigonometry but math was never your strong point, she could enroll in a distance learning math class. You could go beyond course supplements and use a distance program as your child's complete educational framework. Furthermore, since distance classes can either be high-tech independent studies taken whenever is convenient or a group class with a fixed schedule, you can choose which fits with your circumstances and your child's learning style.
    Accreditation
Accreditation is a different animal on the K-12 level than on the higher education one. Because of the varied state regulations concerning homeschooling (or any form of non-traditional learning) accreditation isn't critical as with colleges and universities. Furthermore, most of the regionals aren't particularly equipped to handle the uniquenesses of distance primary and secondary schools. To address this issue, the regional accrediting agencies have created a new accrediting agency called The Commission on International and Trans-regional Accreditation (CITA). (You can find a list of CITA and regionally accredited K-12 schools by searching the

(Nov. 4, 2003) – The Consortium for School Networking (CoSN), a national nonprofit organization that promotes the use of information technologies and the Internet in K-12 education, today introduced Emerging Technologies Report: A Guide to Wireless LANs in K-12 Schools. “Wireless local area networks have been around for some time, but only recently have the costs and benefits met at the magical point that propels a new technology into the mainstream,” the report notes. “New standards, faster speeds and decreasing costs are combining to make wireless networking an ever-more appealing solution for school campus connectivity needs.” The report, from CoSN’s Emerging Technologies Committee, examines the implementation of wireless LAN technologies in K-12 schools and identifies challenges, options, and lessons learned. Critical issues addressed in the report include standards and compatibility, planning and implementation, security, and total cost of ownership (TCO).

O maha prides itself on the excellence and breadth of its educational resources. A full range of educational opportunities is available in Omaha, from preschool through adult continuing education programs. Education is a community commitment in Omaha.
Established in 1991 as a national model, OMAHA 2000 is a community-wide effort of business, education, government, civic organizations, and families working together to establish an environment where excellence in education is the norm. More than 1,000 volunteers are currently active in programs designed to develop educational excellence in early childhood, the K-12 system, transition school-to-work, post-secondary and continuing education. The OMAHA 2000 Early Childhood Education Initiative, designed to support the development of high quality early childhood education across the entire metropolitan Omaha area, is one example of OMAHA 2000 at work. A model early childhood center was designed to demonstrate high quality curriculum, parental involvement and professional development. A new state-of-the-art center was dedicated in January 2000 and serves as a learning laboratory for colleges and the community as a whole.
The metropolitan Omaha area offers a total of eleven colleges and universities with a combined enrollment of 44,800. There are also over 40 vocational/technical schools in the area. Two major medical schools are located in Omaha at the University of Nebraska Medical Center and Creighton University, as well as two pharmacy schools, a school of dentistry, a school of Law and many other health-related professional schools.

    April 19, 2004 Session Adjourns
The 2003 session of the Nebraska Legislature adjourned sine die on April 15. ( Sine die is a Latin term meaning without picking a date for future meeting.) Without a special session, the Legislature will next meet in January 2005. Session Review
The primary responsibility of the Legislature in 2004 was balancing the state budget for the remainder of the budget biennium that ends on June 30, 2005. Facing a nagging budget deficit that reached $315 million during the session, the Governor and the Legislature were faced with the standard choices – spending cuts, tax increases, use of reserve funds, or some sort of combination.

    Big Trouble for Small Schools
(An analysis of state aid to Nebraska schools) Abstract
    Methodology

Amounts of state aid to schools for each school system in Nebraska as certified by the Nebraska Department of Education were compared for school years 1997-1998 and 1999-2000. The 1997-1998 school year is the "base year" for current school finance in Nebraska; LB 806, which set the current school formula (with minor modifications since), was adopted by the Nebraska Legislature in its 1997 session. Therefore, the state aid received by schools in 1997-1998 was the last under the pre-LB 806 state aid formula. The Legislature adopted LB 1114, which caps local property tax levies, in 1996. The combined effects of these two laws determine the amount of local and state resources received by individual school systems. In December 1997, the Center for Rural Affairs issued a report entitled Affects of LB 1114 and LB 806 on School Funding for 1998/99. This report analyzed the funding disparity between state aid in 1997-1998 (defined as a school system’s "need") and the certified state aid for school systems for 1998-1999 pursuant to the then-newly adopted LB 806. That report found that 64 school systems would lose more than 10 percent of state aid under LB 806 for 1998-1999. This report updates the 1997 report based on another school year’s experience with LB 806 and LB 1114. All data concerning state aid and enrollment is from the Nebraska Department of Education.
