NE Nebraska gets its name from an Indian word meaning "flat water" after the Platte River that flows through the state. It became the 37th state in 1867. Nebraska, once considered part of the American desert, is now a leading farming state. Nebraskans have practiced scientific farming to turn the Nebraska desert into a land of ranches and farms. Much of the history of the state is the story of the tough, strong-willed Nebraska farmer. In the 1860s, the first great wave of homesteaders poured into Nebraska to claim free land granted by the federal government. Many of the first farm settlers built their homes out of sod because they found so few trees on the grassy land. Tourists can now drive along highways that follow the historic Oregon and Mormon trails. Almost every county has a fair during the summer and many communities hold annual fall festivals. GOVERNMENT

MUNICIPAL GOVERNMENT
The City of Scottsbluff is a full-service city, operating under a council-manager form of government, with a $27 million budget and approximately 140 full-time employees. The community is served by five council members elected at-large to four-year terms. The mayor is selected by his/her council colleagues. Current council members include:
  • David Boeckner (Mayor, term expires 2002)
  • Gordon Rock (Council member, term expires 2002)
  • Raymond Gonzales (Council member, term expires 2004)
  • Keith Ellis (Council member, term expires 2002)
  • Fiona Libsack (Council member, term expires 2004)
The City Council conducts regular public meetings on the 1st, 3rd and 5th Mondays of each month at 6:00 p.m. The meetings are held in the City Council chambers at Scottsbluff City Hall at 1818 Avenue A. All council meetings are taped, and aired on Charter Cable public access channels 61 and 99 on the following Wednesday and Friday at 7:00 p.m. The city is organized into 11 departments which are described below.

FINANCIAL MANAGEMENT: A-
Healthy conservatism is generally a hallmark here. There is no debt, pensions are fully funded and procurement practices are excellent, with a new formalized training program in place for financial managers. The rainy day fund is equal to about 7 percent of general revenue, and another 3 percent of estimated revenue is kept in reserve when the biennial budget is put together. Nebraska has loosened up on some of its restrictive agency spending controls. Not so long ago, every travel expense or other payment, no matter how small, had to be approved by a pre-audit section of the accounting division. Now that process is limited to transactions over $1,500, which is somewhat more reasonable. In the past couple of years, the state has used its surpluses to relieve the property-tax burden. This could be a problem if it were a permanent change, but the tax credits have been made contingent on the continued health of the budget. The period ahead may put some pressure on that budget, because Nebraska is being required to take on some additional funding for schools, and because Medicaid spending is up sharply, a result of increased usage and a reduction in the federal matching rate.
