  • Definition of a Non-immigrant A nonimmigrant is any alien whose reason for coming to the United States involves a temporary stay that will end when its purpose has been accomplished. Nonimmigrant visas are issued in accordance with provisions of Section 101(a)(15) of the Immigration and Nationality Act , as amended. Most students receive F-1 visas and enter the U.S. in F-1 status to pursue a full course of study in an academic institution or to engage in language training. Foreign scholars (professors, researchers) are usually in J-1 or H-1 status. Immigration Documents Much confusion exists over certain basic concepts and processes of immigration. The visa and the arrival-departure card (I-94) have meaning and importance. Visa Definition . A visa to enter the U.S. as a nonimmigrant is a stamped entry on a page of the passport. It enables the passport's bearer to request the immigration officer at the port of entry to grant him admission to the U.S. under conditions specified for the type of visa the bearer holds. This document does not guarantee entry since the alien must pass through inspection and show that he/she still qualifies within the status prescribed by the visa. Visa stamps cannot be obtained within the United States . Application for a new stamp must be made in person at a United States consulate or embassy outside the United States . The validity period of your visa stamp does not determine the length of time you may remain in the United States after you enter. Once entry is made, the visa is no longer of importance. How long the person remains in the United States is determined by the inspecting officer at the point of entry and is endorsed on the arrival-departure card.

Specifically, the complainant alleged that the College denied him the academic adjustment of a course substitution. OCR also has jurisdiction as a designated agency under Title II of the Americans with Disabilities Act of 1990 (ADA) over complaints alleging discrimination on the basis of disability that are filed against public elementary and secondary education systems and institutions, public institutions of higher education and vocational education (other than schools of medicine, dentistry, nursing, and other health related schools), and public libraries. Since the College is a recipient of Federal financial assistance from the Department and a public institution of higher education, it has responsibility for ensuring compliance with the regulations implementing Section 504 and the ADA.     The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
    There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

    Boating is one of America's fastest growing recreational activities. Over 50 million people each year go boating for fun and relaxation using over 10 million boats. Nebraska alone has in excess of 70,000 power boats. This does not include nearly an equal number of vessels that do not require registration such as canoes, row boats, sail boats and inflatables. Unfortunately, boating accidents continue to take their toll, with care lessness and inattention the leading causes. Many injuries and thousands of dollars of equipment damages as well as several lives could be saved each year if all boaters followed the rules and adhered to good safety practices. "As of March 15, 2003, a law was passed that requires any motorboat operator (including personal watercraft) under age 16 years of age must complete a Boating Safety Course and be in possession of a course certificate when operating the boat. You must be at least 14 years of age to operate a motorboat (including personal watercraft) in Nebraska. Starting January 1, 2004 this law will apply to any operator under age 18.

    Nebraska Board of Health Affirms "CCE Only" Regulation by Nebraska Board of Examiners
    Board of Health Unanimously Approves New Definition Which Only Recognizes CCE
    On January 28, 1991, the Nebraska Board of Health approved, by unanimous vote, a major change in the definition of an accredited college which was proposed by the Nebraska Board of Examiners in Chiropractic (please see "Nebraska Chiropractic Board Says No To SCASA" in the October 24, 1990 issue): 002.02 An accredited college of chiropractic means a school of college which maintains accreditation by the Council on Chiropractic Education and is approved by the Department upon recommendation of the Board. The proposed regulation must still be reviewed by the attorney general's office for authority and constitutionality before it can be reviewed and signed by the Nebraska governor. However, most people close to the issue believe that both events will occur with little or no hesitation. If this new definition does occur, Nebraska will join California and Florida as a state that has taken action to prohibit graduates of colleges accredited by the Straight Chiropractic Academic Standards Association (SCASA). While the awaited decision of the Secretary of Education (as to whether SCASA will be recognized as an accrediting agency) may make this a moot definition, the proposed regulation could play a very significant role should the Department of Education re-recognize SCASA.
