Parent Centers train and inform parents and professionals, help families obtain appropriate education and services for their children with disabilities, work to improve educational results for all children, resolve problems between families and schools or other agencies and connect children with disabilities to community resources that address their needs. Parent centers are funded by the U.S. Department of Education under the Individuals with Disabilities Education Act (IDEA). Each state has at least one parent center, and states with large populations may have more. There are approximately 100 parent centers in the U.S. Topical Areas IDEA 97, Rights and Responsibilities, Procedural Safeguards, Early Childhood, Transition (these are just a few of the topics covered by parent centers)

Resources are ranked within each topic; the first resource listed is the most useful and the last one is the least useful, in my opinion, based on depth and breadth of content, quality of links, ease of use, organisational structure, and general appearance. A resource ranked last may be a great resource for a limited audience, or it may be an OK resource that's meant for a large audience. I have not listed resources I found to be anything but great or good, except for national organisations. Suggestions are always welcomed.

In 1965, the Nebraska Legislature created the Educational Service Unit system to provide supplemental services to school districts. ESUs are service-oriented, nonregulatory agencies designed to achieve a better balance of educational opportunities for students regardless of the population, financial differences, or geographic limitations of school districts. The governing unit consists of an elected board In 2002-2003 Educational Service Unit 10 employed 107 staff members who provided services to students in the counties of Blaine, Buffalo, Custer, Dawson, Garfield, Greeley, Hall, Howard, Loup, Sherman, and Valley. Included in these counties are 40 K-6 districts, 32 K-12 districts, 3 Class VI districts, and 16 parochial schools. The area served covers approximately 10,550 square miles and includes an estimated 28,779 students in grades K-12.

Except as provided in section 79-202, every person residing in a school district within the State of Nebraska who has legal or actual charge or control of any child not less than seven years of age and not more than sixteen years of age shall cause such child to attend regularly the public, private, denominational, or parochial day schools which meet the requirements for legal operation prescribed in Chapter 79 each day that such schools are open and in session, except when excused by school authorities, unless such child has graduated from high school.     State Improvement Grant Applications Funded in 2000 Nebraska Abstract Basic Information Improvement Strategies Return to Main Page Nebraska Abstract or Conceptual Framework for State Systemic Change Following the most recent monitoring visit by the Office of Special Education and Rehabilitation Services and a series of stakeholder meetings, Nebraska stakeholders identified four areas requiring preservice and inservice attention in order to improve educational outcomes for students with disabilities. They include: 1. Behavior management/discipline 2. Instructional improvement 3. Transition services 4. Parent involvement. Although status, needs, and objectives are addressed in all four areas in this proposal, funds are being requested only for assistance with improving the infrastructure in local education agencies (LEAs) related to research-based behavior improvement and instructional strategies, and to assure parent involvement in the Improvement Academy. The project also addresses systemic changes in state policies to leverage funds to support staff development programs to improve behavior and instructional strategies, improvement of transition services, service integration, and personnel supply, however these objectives are supported by other funds. The Nebraska State Improvement Grant (N-SIG) has two goals.

    Migrant Education is a national program that provides supplemental education and support services to eligible migrant children each year. These services help children of migrant workers overcome the disadvantages they face, including disruption of their education. To qualify for the Migrant Education Program, a migrant child must have moved within the past three years across state or school district lines with a migrant parent or guardian to enable the child, the child's guardian, or a member of the child's immediate family to obtain temporary or seasonal employment in an agricultural, fishing, or food processing activity. Children three through twenty-one who have not graduated from high school are eligible for services.
