HIGHER EDUCATION FOR NEBRASKA’S FUTURE
Vision for Nebraska Higher Education
Nebraskans will reap many benefits from affordable, accessible and high-quality higher education. Nebraska’s people will value and support higher education institutions that are vital, vigorous and visionary. Each higher education institution will fulfill its role and mission with distinction by being responsive to changing academic, workforce, societal, economic, and community development needs. Together, Nebraska’s institutions will provide access to educational opportunities that meet the diverse needs of students and citizens while exercising careful and creative stewardship of available resources.
The Evolving Environment
Nebraskans often speak of the "good life" in Nebraska, made possible by good public K/12 schools, relatively safe and clean communities, a strong work ethic, and an array of higher education opportunities. Some believe this "good life" may be in jeopardy in the future, given the current demographic and economic realities within the State. This Plan charts a course for creative and proactive leadership in education and technology that can position this State for an exemplary future. Nebraska is a geographically large state with a widely dispersed population. Minority populations are the only segment of the population projected to show any long-term growth in the coming years and that growth will be gradual compared to the rest of the nation. Nebraska’s working-age population is projected to stop growing in approximately 2015. The only significant population growth will probably occur in the two metropolitan areas of the State. These demographic projections, combined with Nebraska’s traditionally low unemployment rates, its aging population, and its lack of net new migration, will exacerbate existing workforce shortages and threaten the State’s future economic growth.

OMAHA A lawsuit challenging Nebraska's education funding system as unfair to certain students can proceed, a judge said Monday. Douglas County District Judge Patricia Lamberty dismissed some arguments by a group of school districts, including Grand Island, that filed the lawsuit. However, she said the schools can proceed on claims that the funding formula violates the equal protection clause of the Nebraska Constitution. Under that claim, the school districts allege that the state's school funding formula doesn't treat students equally. Instead, the districts say, the formula unfairly deprives special needs students, such as non-English speakers, students with disabilities and those living in poverty.

Genoa is a small community 20 miles west of Columbus located in the Loup Valley in eastern Nance County. Genoa has an excellent school system. The city has a beautiful park and pool for recreation. There is also overnight camping. Genoa is considered a bedroom community with affordable housing.
Government:
Genoa is a second class city governed by a Mayor and City Council. These officials are elected by a popular vote of the citizens and serve four-year terms in their respective wards.
Emergency Services:
Genoa is served by the Nance County Sheriff's Department. Additional police services are provided by seven officers of the Nebraska State Patrol, Troop B, which is based in Norfolk, Neb. The city has a 30-member Volunteer Fire Department which handles the city and a 10-mile city radius. The fire department has six pieces of equipment, and is a member of the Mid-Nebraska Mutual Aid Association. The city has 24-volunteer Emergency Medical Technicians (EMT) and one emergency vehicle. These EMTs service the entire city and a 10-mile city radius.

Jeff Kesting Shapers of the Modern Mind 3/3/99 Views on General Education Some people think that general education requirements are put forth by colleges and universities in order to keep students here as long as possible and to suck every last dollar they can out of each and every student. However, what many people and students fail to realize is that these general education requirements are shaping and molding people into more complete individuals, capable of handling themselves and being able to interact with a rapidly growing and diverse population. This project looks at the views on general education from the perspectives of prospective college students, current college students, former college students, and some people who never went to college and never experienced general education classes. When asked about general education, many prospective college students, mostly high school juniors and seniors, had very little information on general education and did not exactly understand the full details concerning them. I found out that high schools are not really introducing the ideas of general education, and that college recruiters do not overly stress these ideas either. So, after a bit of explaining, the majority of the students realized the basic concepts for general education, but they felt that many of the high school classes that they have taken, will have prepared them enough for some of these requirements already. These students also brought up the idea that some of the requirements seemed somewhat redundant and would become repetitive of what has already been taught and covered in high school courses. I then asked these students what they would like to see changed about general education before they enter college. These students felt that because these classes are required, they would like to see more emphasis placed on math, science, and computers due to the growing technology changes that are taking place in our society today, and that the college should look at revamping their general education requirements so that there is more variety and not as much repetition. When I talked to current college students, I received a mix of reactions. Some students feel that general education classes are a waste of time and that a lot of the material that they are being taught is material that they already know or is material that they will probably never use. These students would like to see a selection of classes related closer to specific majors taken, then they would be able to move on with a college degree in less time and without having to make such a large investment. Other college students, however, feel that the exposure to these different classes makes them more complete, and that they make college more interesting for students because you are not taking all business classes or all math classes everyday for four years. This allows for more variety in a student's workload and makes the college experience more worthwhile. But when asked how they would rate or change classes, most students fell in line with their majors, such as music majors wanted to stress more music, and similar results for biology majors, business majors, etc. However, there was a general consensus among all of the college students that I talked to that there should be more emphasis placed on communication classes and preparedness, as that is needed in almost every area of college and life afterwards. Next, I talked to a couple of former students who have went through general education requirements, and they felt that these classes enhanced their knowledge which they feel is essential for continuing education and life, no matter what field you are in. They contended that overall they felt more rounded as individuals, but in some cases they questioned the methods of instruction, saying that the instruction should be more hands on and more applicable to everyday problems. To them, too many professors just feel required to teach a certain general education class and that they are ready to move on to the next, not seeming to have a real drive behind their teaching methods. Thus, these former students would like to see more enthusiasm and excitement from both students and faculty. These former students would also like to see other forms of media introduced into the classrooms. With growing technology, different types of media could be utilized rather than just using standard textbooks. They also felt that too much emphasis was placed on math/science and not enough on written and spoken communications, including foreign languages, which are becoming more and more important all the time. These former college students also commented on the fact that they would like to see every area that the college has to offer be represented in general education classes, so that undecided students, and even totally decided students, are introduced to everything that the college offers and so that they can become as completely informed as possible. Finally, I spoke to a few individuals of different ages who never attended college. Similar to the high school students, they did not know much about general education, and so after explaining to them what general education all entailed, they came to a conclusion that a basic knowledge of a variety of areas was a good thing. Many of them had wished that they would have had a business or math class so that they could better understand what was going on around them. These people also thought that communication and the growth of computers should be stressed the most, but that every area should be covered or introduced to students so that they would not be confined to one area for the rest of their lives like they are. They said that sometimes they feel anchored down because they just do not have all of the experience that is required today to move ahead. General education provides the groundwork for a knowledgeable person, and without it, cooperation and interaction between a variety of people would be hurt. If I had to re-think the general education requirements, I would see to it that each department of each division was represented in some fashion or another in order to generate the maximum amount of knowledge possible, and so that students could be exposed to every possibility that the college or university has to offer. Also, I would place the most stress on communication, written and oral, because communication is the glue that holds us together and without communication and understanding, everything else would fall apart.

How can decision makers deal with the growing number of policy issues in the distance education arena? How can instructional managers comprehensively plan for the present and the future in a time of frequent flux and constant change? How can institutions structure a robust and proactive decision making environment around distance education? Are there policy making models to provide a foundation and to offer guidance to the decision maker in distance education? How can managers identify a policy making "zone?" We believe there are such models and we will briefly describe one of them, a Policy Analysis Framework. We will also outline a shorter version, which may be worthwhile to some practitioners at the beginning of the distance education policy path. Not included here are models of communication and computing assessment (Rocheleau, 1996), project management (task, time, and resources, Strauss 1997), instructional development models (Gustafson and Branch 1997), or delivery models (McLendon and Cronk, 1999). The focus is on distance education and management.

    No state in the Union has a greater investment in public media than Nebraska, and no state has done more to ensure that its facilities – and its thinking – are state-of-the-art. Nebraska Educational Telecommunications (NET) is the engine-room of this enterprise, largely financed by the state government and its educational institutions, but with many of its individual projects funded by federal grants.     To complete an associate of applied science, associate of arts or associate of science degree at Southeast Community College a student must successfully complete a minimum of 12 semester/18 quarter credits; one course from each of the general education core areas. A certificate program must complete one course from the core areas and a diploma program must complete one course in two core areas. Two exceptions are the Professional Truck Driver Training Certificate and the Food Service Training Certificate.
    The Southeast Community College General Education Team has approved the following courses as meeting the general education requirements. Students should work with their advisors to select the most appropriate general education courses for their program of study. Archives Social Studies SOCIAL SCIENCES GENERAL SOCIAL STUDIES An Experiment in Unfair Treatment/Prejudice Pauline Finlay, who teaches at Holy Trinity Elementary School in Torbay, Newfoundland (Canada), submitted this lesson, which offers a simple experiment to help launch a discussion of unfair treatment and prejudice/bias. (Grades 3-12) Outgroup Experiment Reveals Bias, Stereotyping Marcie Pachter, who teaches at Palm Beach Community College in Lake Worth, Florida, submitted this week's lesson, which includes an activity to let students experience the bias and stereotyping often experienced by people who are different. (Grades 6-12) Puzzle Boxes for Any Subject Submitted by Pauline Finlay This lesson can be done daily or used as a special weekly lesson. Students love the anticipation of a Puzzle Box: It's an opportunity to challenge students and reward them for using critical-thinking skills. (Grades 3-5, 6-8)
