The Least Restrictive Environment (LRE) is the educational environment providing the greatest exposure to and interaction with general education students and persons without disabilities and LRE enables a student with a disability to receive an appropriate education. It is grounded in the idea that the general education environment is appropriate for educating all students. It is also expected the entitled individual may need special assistance in the general education setting. The LRE decision is based on:
    The specific needs of the individual; Whether the entitled individual may need individualized assistance in the general education setting; and A review of the continuum of services.
The general education environment includes the general education curriculum, instruction, academic opportunities and settings that nondisabled students experience, as well as the nonacademic and extracurricular activities in which nondisabled students participate. 2004 Continuing Education and Training Grants
General Information
he purpose of these grants is to assist libraries in providing continuing education and training for Nebraska library personnel and supporters in order to provide improved library services. Successful applicants will show how the continuing education and training services they propose to provide will support the above purpose. These grants will support projects providing continuing education and training, developing the knowledge and skills of Nebraska library personnel to serve citizen information needs. Local community library staff know their own unique training and educational needs. This funding is designated for accredited public libraries, regional library systems, and consortia of accredited public libraries to develop, implement, and evaluate training and educational efforts to upgrade the skills of library staff and trustees. Priority will be given to training that reflects the following priorities:
  • Library Services for multicultural/diverse population Planning and evaluation Trustee Education Children and Young Adult services Personnel Facilities management Specialized training, which might include: advocacy, programming, promotion, and digitization

The Structure of Nebraska's Education System
Public Elementary and Secondary Schools. In the 1992-93 school year, Nebraska had 736 public elementary and secondary school districts and systems. Of this total, 729 were governed by a locally-elected school board. The remaining seven were state-operated systems, such as the Nebraska School for the Deaf in Omaha. Altogether, there were 1,385 publicly operated schools. In addition, 19 Educational Service Units (ESUs) provided a range of supplementary programs to public school districts. Nebraska ranks fourth among the states in the number of local school districts, trailing only Texas, California and Illinois. However, the number of districts in Nebraska has dropped dramatically since 1950, when the total exceeded 6,000. As recently as 1982-83, the state had more than 1,000 districts. Unlike other states, Nebraska continues to maintain a relatively large number of elementary-only (Class I) school districts. In 1992-93, there were 433 such districts, of which 412 had operating schools. Most were rural and had small enrollments, and many were significant distances from population centers.

About Wayne State College
Wayne State College is located in Wayne, Nebraska, the high plains in the center of the continental United States. Wayne is a small town of approximately 5,500 people. Major metropolitan areas are within an hours' drive of Wayne. Wayne is a community that values the academic environment and freedom from the troubles of larger cities.
The College was established as the Nebraska Normal College at Wayne in 1891, and was founded and operated by Professor James M. Pile until his death in 1909. In that year, the State of Nebraska purchased the property, buildings, and equipment and renamed it the State Normal College. In 1921 it was renamed the State Normal School and Teacher's College. In 1949, it was renamed the Nebraska State Teachers College at Wayne. The last name change was in 1963, when the State renamed it to its current name of Wayne State College.
The College's basic mission is twofold: it strives to develop students of a wide range of academic abilities through quality teaching and support, and it strives to assist with the development of its' service region through the delivery of public service programs and activities. The College is primarily an undergraduate institution, offering a comprehensive curriculum with equal emphasis on the arts and sciences, business and teacher education. Master's degrees are offered in education and business.

General Information
Friend, a community of 1,100 people, is located on Route 6, 12 miles south of I80 in Southeast Nebraska's Saline County. Besides farming and livestock, Friend includes retail sales and manufacturing. A public 9-hole golf course and country club are located on the East side of town. There is also a hospital, long term care facility, K-12 school, and municipal pool. And many church denominations are represented. Welcome to Friend, Nebraska, where there are miles of smiles! History
Friendville was founded in 1870 by Mr. Charles E. Friend . In 1869 he left his home in Illinois and in the spring of 1870 he homesteaded the land where Friend is now located. He worked in Lincoln as a store clerk but later in 1870 he took an assortment of dry goods and returned to his hometown where he established and operated a flourishing dry goods store for many years. The Burlington and Missouri River Railroad reached Friend in 1871. The town at that time was no more than the homestead of Charles E. Friend. The government established a post office naming Mr. Friend as its first postmaster. He generously donated land for a school and church.

The first click takes you to a section of the Goffe document that describes this site. Within or following his description, there is a link to the site itself. Thus you can go to any economics location from the Goffe pages. Goffe also describes the economics listserv discussion groups on the Internet (PolEcon, Femecon, Tch-econ, Econ-ed, etc.), along with the addresses to join.
