Home Since September 1999, Nebraska’s P-16 Steering Committee has been meeting to determine how to build the strongest seamless educational path for all Nebraska students. In addition, the State Board of Education and the University of Nebraska Board of Regents approved resolutions in support of this Initiative in 1999. Members of the P-16 Steering Committee were selected in order to establish a comprehensive representation of Nebraska’s educational establishment. The P-16 Steering Committee is charged with the responsibility of looking at ways in which the Pre-kindergarten through Grade 12 school system and higher education should be better coordinated. One of the ideas is that students would make a seamless transition from high school into postsecondary education whether it is trade school, community college, state college or university setting. A second major theme of the P-16 Steering Committee is to insure that Nebraska teachers are of the highest possible quality. L ibrary D evelopment S ervices NEBRASKA TRUSTEE HANDBOOK Chapter 6 Certification for Public Librarians and Trustees What is Public Librarian Certification? Many professions have established levels of education and training for those involved in their specific professions. Guidelines for Accreditation (1996) includes certification requirements for the administrative librarian among the guidelines required for basic library accreditation. The goals of the certification program is to: Improve library service throughout the state. Motivate public librarians to acquire, maintain and develop their skills. Recognize public librarians who update their knowledge and skills. Improve the public image of librarians and libraries. Provide guidelines for public library boards to use in selecting and retaining personnel. First Time Applicants Provisional Certification As soon as a director of a public library in Nebraska is hired, that person should apply for Provisional Certification in the Public Librarian Certification Program. The board of trustees may require that a potential director be certified before the hiring takes place. This would apply to other staff as designated by the director or board of trustees. If the applicant has a Masters Degree in Library Science (MLS) from an ALA accredited institution, the applicant would automatically be certified in the Public Librarian Certification Program after completing the application process. In all other cases, the Nebraska Library Commission, upon receipt of the application, will issue a one time three-year Provisional Certificate to the applicant until the time that the requirements of the certification program are met. The Provisional Certificate would expire at the end of three years and would not be renewable. A library director, possessing a Provisional Certificate, would mark the Public Library Accreditation guideline number twelve as “yes”.

November 13, 2000 — Nebraska teachers went back to work today with an extra spring in their step thanks to a statewide survey showing 75 percent of respondents support increased state funding to boost teacher pay. "What a wonderful morale booster for our public school teachers," said Duane Obermier, president of the 25,000-member Nebraska State Education Association. "This is a great way to start American Education Week – with a nice pat on the back for teachers across the state. This shows that Nebraskans truly understand the need to increase teacher pay." Citizens understand that a quality teacher is absolutely key to high student achievement, Obermier said. "Nebraska is ranked in the Top 10 in student achievement, yet in the Bottom 10 in teacher pay. Award Winners and Scholarships from the ACEAN 2003 Conference Four individuals were recognized by the Adult and Continuing Education Association of Nebraska (ACEAN) at the combined ACEAN/Missouri Valley Adult Education Association conference, which was held in April 2003 in Omaha. Distinguished Service Award- Dr. Vaughn Benson, dean of the School of Business and Industry at Wayne State College (WSC) received the Distinguished Service Award in recognition of his oustanding contributions to adult and continuing education in Nebraska. In 1983, when Benson became dean of the WSC Business Division, most adult and continuing education in northeast Nebraska was limited to noncredit and lower division course work provided by Northeast Community College. At WSC, upper division and graduate course work was primarily limited to summer classes and a few evening courses each semester. Benson worked with Northeast Community College to develop an agreement between the institutions that would allow students to complete a baccalaureate degree in business administration in Norfolk. The initial goal was to enroll 30 to 40 students in the program - within the first year there were about 100 working adults participating. Seeing the enthusiasm for these continuing education courses, Benson went on to offer baccalaureate degrees in accounting and human resource management in Norfolk and finally the entire master of business administration degree.

Peters told the group that the WNDLC Principals will be meeting on January 19, 2000 in Hemingford with hopes of pounding out a tentative Fall 2000 schedule. The group will focus on needs and try to match up schools with course needs with schools who can fill those needs. Some discussion followed on whether there was a need to have all schools go to a common calendar. Peters said that although the Principal's Council was able to come to a consensus on a common bell schedule, there was no agreement on a common calendar. The WNDLC Policy Manual says "that there will be no common calendar and students at receive sites will follow the calendar of the providing institution." That did seem to work for the fall semester when the community college started before a number of high schools and students had to start attending classes before their actual school year began.
