U.S. NAVY U.S. District Court, DC, 1998 SUMMARY Former Operations Specialist Second Class (Navy E-5) Jim Turner is taking legal action against the U.S. Navy for unlawfully proceeding against, demoting, and discharging him from active duty for alleged sexual misconduct in violation of the "Don't Ask, Don't Tell, Don't Pursue" statute and policy. In May 1994, because of unsubstantiated rumors that he might be gay, Jim was subjected by the command of USS ANTIETAM to two overlapping and rapid administrative proceedings in a highly charged and prejudicial shipboard atmosphere. Jim claims both proceedings were conducted unlawfully and without basic procedural protections. At the conclusion of the second proceeding, Jim was adjudged to have used indecent language and to have solicited a male shipmate for oral sex. For these alleged offenses, Jim was demoted and dishonorably discharged. The two witnesses who originally accused Jim of misconduct were reportedly unreliable individuals with histories of severe disciplinary problems. Both were known not to be credible or reliable persons at the time that they made their allegations against Jim. The Navy itself found the witnesses unreliable during the administrative proceedings. The third witness who accused Jim of misconduct did not come forward of his own volition and made no allegations against Jim when originally asked. Instead, he was coerced and intimidated by improper, illegal, and abusive conduct and questioning into providing false accusations and false testimony.

Washington As It Was, 1923-1959 On October 10, 1850 Georgetown in Washington, DC to Seneca , Maryland in 1831; then to Harpers Ferry in 1833; to Hancock in 1839; and finally to Cumberland in 1850. Ohio Company of Virginia (a land and trading venture organized by prominent Englishmen and Virginians) established trails and wagon roads along the Upper Potomac River Valley, linking it to the Monongahela River (a tributary of the Ohio River Virginia and Maryland side of the Potomac to bypass the river's five worst obstacles to transportationthe most serious one being Great Falls . A boat would be poled down the river and would detour around the rapids and falls by using the skirting canals and locks. The State of Maryland , however, had jurisdiction over the Potomac River and did not support the proposal. In 1784, after becoming a national hero, Washington tried again and finally received the support of both Virginia and Maryland, and, as the first president of the Potomac Company, he oversaw the building of skirting canals, locks, and channels on the Potomac River.
