Nature of the Work About this section Back to Top Maintaining a strong national defense encompasses such diverse activities as running a hospital, commanding a tank, programming computers, operating a nuclear reactor, or repairing and maintaining a helicopter. The military provides training and work experience in these and many other fields for more than 2.5 million people. More than 1.4 million people serve in the active Army, Navy, Marine Corps, and Air Force, and more than 1.1 million serve in their Reserve components, and the Air and Army National Guard. The Coast Guard, which is also discussed in this Handbook statement, is now part of the U.S. Department of Homeland Security.

n Technology is used to solve many problems and to increase the quality of life.
n Sometimes it can cause extreme disasters.
n Research on human made and natural disasters shows both similarities and differences in human responses.
Properties of technological disasters
n human-made
n caused by human error
n duration is variable (may be acute or chronic)
n disasters that are chronic may not have clear low points (point at which things begin to improve)
n may require long-term coping
n accompanied by uncertainty
n more likely to threaten feelings of control (because we expect control over technology)
n expectations of other technological disasters (confidence is shaken)

UN International Search and Rescue Advisory Group (INSARAG) INSARAG is an inter-governmental network under the United Nations umbrella, which deals with urban search and rescue (USAR) and related disaster response issues. Its purpose is to provide a platform for information exchange in order to define standards for international USAR assistance and to develop methodology for international cooperation and coordination in earthquake response. INSARAG includes earthquake-prone countries as well as traditional providers of international assistance. Experience has shown that secondary effects of natural and technogenic disasters require additional specialist advice in conjunction with SAR response and other humanitarian aid missions. This is particularly important at the interface between wildlands and urban and other residential areas interface where wildland fires constitute a major problem for urban populations. Related hazards also include the smoke pollution caused by wildland fires which is threatening public health in urban and other residential areas. At the INSARAG Regional Group Africa/Europe meeting in December 1999 (Germany) a first proposal was elaborated to establish an INSARAG Fire Group consisting of three subgroups:

Mandate

WHO's constitution specifically mandates the organization in the field of humanitarian assistance in emergencies "to act as the directing and coordinating authority on international health work; to furnish appropriate technical assistance and, in emergencies, necessary aid upon the request or acceptance of governments." WHO is also mandated "to provide, or assist in providing, upon the request of the United Nations, health services and facilities to special groups, such as the people of the trust territories." The organization has also long been designated as the lead agency within the UN system for health-related aspects of emergencies, and should advise the other partners on coordination in this field. This health coordination role, as distinguished from operational support, makes WHO a key partner of OCHA and other emergency oriented agencies represented on the IASC.

MENTAL HEALTH TRAUMA CERTIFICATE
The Graduate Department of Counseling is offering a Mental Health Trauma Certificate, established in 2003. The certificate is designed to prepare mental health professionals to work as trauma relief workers and provide mental health services to trauma survivors. It is designed to provide mental health professionals (in pursuit of a master’s or higher degree, as well as those with a master’s or higher degree in a mental health field), with a foundation to understand the physiological and psychological impact that trauma has on the individual trauma survivor, their families, and the community.
The program allows great flexibility and an opportunity for participants to choose from a selection of courses to meet the needs and interests of the individual, with the opportunity to specialize in one of three areas:
  • School Trauma/Disaster (e.g. school shootings, suicides, gang violence, child abductions and other acts of violence) Community Trauma/Disaster (e.g. human-made disasters, terrorism, bombing, shootings, hostage situations, etc. and natural disasters earthquake, floods, fire, tornado, hurricane, etc.)
