To amend the Native American Languages Act to provide for the support of Native American language survival schools, and for other purposes. IN THE HOUSE OF REPRESENTATIVES

Mr. CASE (for himself, Mr. ABERCROMBIE, and Mr. YOUNG of Alaska) introduced the following bill; which was referred to the Committee on Education and the Workforce A BILL To amend the Native American Languages Act to provide for the support of Native American language survival schools, and for other purposes.
    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
    This Act may be cited as the `Native American Languages Act Amendments of 2003'.
SEC. 2. PURPOSES.
    The purposes of this Act are as follows:
      (1) To encourage and support, consistent with the policy of the United States as expressed in the Native American Languages Act (25 U.S.C. 2901 et seq.)
        (A) the development of Native American language survival schools as innovative means of addressing the effects of past discrimination against Native American language speakers; and

About 500 Metis people in North Dakota and scattered locations in Canada still speak Michif, a unique French- Cree creole using French nouns, Cree verbs, and some local vocabulary borrowed from Indian languages like Ojibway or Dene . Unlike most creoles, Michif shows little if any grammatical simplificationthe polysynthetic verb phrases of Cree are preserved in their full complexity. It's likely that Michif originated, not as a pidgin between Crees and Frenchmen trying to communicate with each other, but as a badge of identity and occasionally-necessary secret code among Metis raised in both languages (similar to Yiddish in Europe). Most Michif speakers today are fluent in neither Cree nor French. Children are no longer learning Michif, leading linguists to class the language as "moribund" (headed for extinction), but there have been efforts to revive its use as a cultural language in some Metis communities.
People: The word "Metis" has two different meanings in Canada any mixed-blood Indian ("métis" just means "mixed" in French,) who have their own Aboriginal status in Canada

    Endangered Language Revitalization and Revival
    Many American Indian languages are undergoing something called "revival" or "revitalization." What exactly, is this?
    Well, to understand the terms "revival" and "revitalization," first you have to understand the current state of these languages. Linguists have a variety of grim-sounding terms for languages with few or no native speakers. A language which has no native speakers (people who grew up speaking the language as a child) is called "dead" or "extinct." A language which has no native speakers in the youngest generation is called "moribund." A language which has very few native speakers is called "endangered" or "imperilled."
    Language revival and language revitalization are attempts to preserve endangered languages, and that is precisely what our website project is about. Of the 800+ Amerindian languages, five hundred are endangered or worse. Most of the others are in Central and South America in North America only Navajo usage is increasing, and even the relatively "healthy" languages like Cherokeespoken by 22,000 peopleare threatened by low percentages of children learning the languages.

We have a structural council patterned after the original seven clans as it once existed. Our members are of Cherokee and other tribal ancestral backgrounds. We are active in the Native American community and have close ties to the Western Cherokee nation politically and through the sale of crafts made by Cherokees of Oklahoma in our Craft Store. We have an Elders Society, A Women's Society and a Warriors Society, all of which actively function in developing and preserving our culture.
