Native American Culture and American Society
By D. J. McAdam
Attitudes in the Past
The attitudes of American society at large have changed drastically toward Native Americans during my lifetime, but I have a feeling that most of us who are not Native Americans still haven't gotten it right. When I was a boy, Native Americans - "Indians" - were the one-dimensional bad guys in cowboy vs. Indian movies. The plot was as predictable as it was lame: Indians would commit some atrocity on the nice white folks helpfully trying to bring civilization to an untamed land; romantically-portrayed cowboys would go settle the score, making the world safe for cattle-ranching and winning the undying love and admiration of the local schoolmarm in the process. The few deviations from this story line (such as the Lone Ranger's Indian sidekick) were notable for straying from the script. Still, we all wanted to be Indians. They were cool, knew how to survive in the woods, knew how to tread silently through a forest, dressed in loincloths, lived in tepees and carried tomahawks. And they played tom-toms.

More Novak slander
(From the Rapid City Journal) Political commentator Robert Novak , on Crossfire, demonstrating his ignorance and contempt for Native American issues in the plains states:
In 2002, (Republican candidate John) Thune would have been elected to the state's other Senate seat, but the election was stolen by stuffing ballot boxes on Indian reservations. Now, Tom Daschle may have to pay for that theft.
Methinks if he wants an example of a stolen election he would be better served to look at Florida 2000, when an estimated 20 thousand African American voters were improperly purged from the voter rolls and disenfranchised, changing the result of a slightly more important national election. About the allegation Novak referred to....
[Sen. Tim] Johnson['s] spokeswoman Julianne Fischer said: "For Bob Novak, a seasoned political commentator, to throw around such allegations is yellow journalism at its worst. Those that say the election was stolen have been proven wrong and are serving up sour grapes over what was a very successful grassroots effort." [Sen. Tom] Daschle['s] spokesman Dan Pfeiffer said, "The false allegations and efforts to intimidate voters on the reservations were a very dark moment in South Dakota politics."

eet the proud and noble race of people who populated the New World long before the coming of the white man. Here are the Native Americans, both North and South, and here also is their story. A story which ranges from the very dawn of man, to those dark days when the white man "found" this new world. Unfortunately for them, this was the beginning of the end of their way of life. Here you'll meet Crazy Horse and Montezuma as well as Sitting Bull and the Inuit. You'll find Cheyenne and Aztec, Apache and Inca, Sioux and Maya and all the other tribes. From the cold, snow covered lands of the far north to the cold and wind blown shores of Tierra del Fuego in the south, this is their story. It was their land before it was ours, and we owe them much..................

High school students at the DeSoto Area School District are learning technology career skills by assembling and trouble shooting computers in the ComTek club. The club utilizes a small business model to buy, build and support computers which they sell to the school, teachers and parents. They also maintain the school's student web server and sell web page design services. The Computer Technology Club is a "win-win situation" for the district and its student members, according to De Soto’s technology coordinator Duwayne Gronning. "Employment opportunities should be very good for these students," Gronning said. Of course, school takes precedence over the club, and students must complete their homework before they can engage in club activities. "It’s quite a motivational tool because they really want to come in and build the computers," said Gronning. Gronning advises those who might want to try such a venture at their school to "start small." "Start out with just one or two computers to see that you could do it. The only thing you have to purchase is a screwdriver to get this underway."

Native American Indian Spiritual Freedom in Prison
Original sketch by Black Crow
Randall Trapp, et al. v. Commissioner DuBois, et al., Massachusetts Superior Court (Worcester, Civil No. 95-0779); Appeals Court, No. 2000-P-1640
Trapp v. DuBois was filed on behalf of a group of inmates who are part of a Native American Spiritual Awareness Council in a Massachusetts prison. The Council maintains a weekly Circle and other practices associated with American Indian spirituality. At the time of filing, the Circle had already been in existence at the prison for more than five years. Plaintiffs' complaint alleged an ongoing pattern of substantial discrimination against and burden upon their free exercise of religion, willfully and maliciously imposed by various administrators of the prison system. Prison administrators subject the Circle to varying forms of harassment and intimidation. At one or another time, articles of spiritual significance (pipes, headbands, drums, etc.) have been confiscated as contraband. Inmates who are not members of federally "recognized tribes" were told they cannot participate in the Circle. The complaint was supported by an affidavit from the lead plaintiffs (Chief and Sub-Chief of the Council) and an affidavit from Slow Turtle , primary spiritual advisor to the Circle.

at www.kuac.org/inn Native Voice Communications is pleased to announce that Independent Native News is now a production of KUAC-FM in Fairbanks, Alaska. Radio stations should notice an improvement in internet delivery of INN. INN servers are now located at KUAC in Fairbanks, and mirrored in Florida.
INN has enjoyed rapid growth in the number of radio stations and listeners which has led us to search for a "radio station" home. KUAC, with its affiliation with the University of Alaska Fairbanks and its Journalism Department, will make INN a stronger product. This will help fulfill INN's commitment to its customers, including our newest stations in New York City, Chicago, and Washington, DC. With the move, NVC is pleased to introduce new INN host and producer, KUAC's Bonnie-Sue Hitchcock. Bonnie-Sue has a solid background in reporting and producing stories for public radio.

INTRODUCTION GENERAL REPATRIATION REBURIAL
Introduction
The Native American Graves Protection and Repatriation Act (NAGPRA) was signed into law in November 1990 by President George Bush. It protects burial sites on federal and tribal lands and creates a process for repatriating cultural items, including artifacts and human remains, to native tribes. In November 1993, museums holding certain native american artifacts were required to prepare written summaries of their collections for distribution to culturally affiliated tribes. In November 1995, museums were required to prepare detailed inventories of their Native American collection.

The members and affiliated entities comprising the Native American Heritage Initiative and the NDN Rights Project work to address civil rights and heritage issues related to the indigenous peoples of the North America. It is well established that where indigenous persons are subjected to dehumanization that oppression and denial of civil rights, and the inability to enjoy the same benefits that are available to other members of society that the oppression only gets worse unless action is taken to restore the rights and an equal position in society. Where racially hostile environments are present the Native American Heritage Initiative and the NDN Rights Project utilize various forms of community mediation, and dialogue development programs, where community mediation, and dialogue development programs fail to bring resolution to issues and concerns related to indigenous peoples the matters are addressed through the judicial systems through a network of member attorneys and other legal professionals.
