CSCDA Native American Tribes Development Projects Policy General Policies Economic Development Projects for Native American Tribes In order to approve a tax-exempt financing for Native American Tribes, the CSCDA Commission requires the following five findings:
  • The request for the financing is in a written, publicly adopted resolution from the California city or county which surrounds in whole or part the Native American Tribe land on which the proposed project is to be located. There is substantial economic benefit in the proposed project, such as high job creation or the use of the revenues for public benefits such as public health. There is a written agreement covering taxes and revenue sharing between the Native American Indian tribe and the sponsoring jurisdiction in which the proposed facility would be located. The nature, amount, and type of the taxes and of the revenue sharing will be left to the discretion of the local jurisdiction. It is the intent of this section to insure that both environmental and financial impacts of the proposed project are covered by this agreement. The sponsoring jurisdiction and the Native American Indian Tribe must secure the publicly adopted written approval of any city or county within a one-mile radius of the site and all cities or counties in whose planning sphere of influence the project falls.

These markers have very specific modes of inheritance and are relatively unique to populations with Native American Ancestry. There are 2 types of inheritance pattern categories that these markers follow, either a directly paternal linkage (i.e., male-to-male-to-male, etc.) or a directly maternal linkage (i.e., female-to-all her children.     Photo: Courtesy of the Smithsonian, National Museum of the American Indian Son of an Ottawa father and an Ojibway mother, was born on the Maumee River. By 1775 he had become a chief with great power of organization. He traveled widely urging the Indians, likely fought against Braddock in 1755. With his Ottawas, Ojibways and Pottawaton, he formed his conspiracy to overthrow the English rule by taking their forts. He almost successed. Forts Michellimackinac, Sandusky, Miami, Ouitanon, Presque Isle, LeBouef and Venango fell and many people were massacred. Forts Pitt, Niagara, Ligonier and Detroit held out and Pontiac's plan collapsed. He was pardoned by the English. In fear that he was about to organize further hostilities among the Illinois Indians, he was stabbed to death by a Kaskaskia tribesman at Cahokia. In retaliations, the Potawatanis practically exterminated the Illinois. Pontiac achieved his fame by his powerful organizing ability and by his six months siege of Fort Detroit. An Ojibwa girl told Major Gladwyn, Commander of the fort, of a strategy to be used by the Indians to get into the fort and take it. The English were ready and Pontiac failed. He was one of the most remarkable men of his race in American history.
