We the People Forum on American History, Civics, and Service
The USA Freedom Corps, as part of its mission to promote a culture of service, citizenship and responsibility in America's communities, has worked with federal agencies to find ways government can support the teaching of American history and our democratic traditions. Today's "We the People" forum is part of that effort. On September 17, 2002, the 215th anniversary of the signing of the U.S. Constitution, President George W. Bush announced new government efforts to improve the teaching of American history and civics and make national treasures more accessible to teachers and students - including a "We the People" Forum on American History, Civics, and Service. At the forum, members of his Administration announced the National Endowment for the Humanities will ask Congress to provide $100 million over the next three years to support this effort, and the Department of Education is accepting applications for nearly $100 million in competitive grants this year to raise student achievement by improving teachers' knowledge of American history.

A holiday is day set aside by a nation or culture (in some cases, multiple nations and cultures) typically for celebration but sometimes for some other kind of special culture-wide (or national) observation or activity. A public holiday or legal holiday is a holiday endorsed by the state . Public holidays can be either religious, in which case they reflect the dominant religion in a country, or secular , in which case they are usually political or historical in character. Based on the English words "holy" and "day," holidays originally represented special days of the Christian church calendar. The word has evolved in general usage to mean any special day, or even non-special day on which school or offices are closed such as Sunday Consecutive holidays are a string of holidays taken together without working days in between. They tend to be considered a good chance to take short trips, for example. In late , the Japanese government passed a law that increases the likehood of consecutive holidays by moving holidays fixed on certain day to a relative position in a month such as the second Monday. May Day in the USA: A Forgotten History

Every year on May 1st, for over a century, workers around the world have marked Labor Day with rallies and speeches, picnics and celebrations, demonstrations and riots. Traditionally, these May Day events have provided a primary occasion for workers, especially in Europe, to collectively express their unity, their enthusiasm, and their commitment to social change. Today, the United States stands virtually alone among the industrialized nations in officially ignoring the historical and political significance of May Day for the Labor movement. When Americans do look past the occasional rites of spring, our responses are usually dominated by fearful Cold War images of May Day riots in Europe or tanks and mobile missile-launchers parading before the Kremlin. Few Americans realize that the seemingly foreign celebrations of labor held worldwide on May 1st actually commemorate historical events here in the United States. During the late 19th century, while corporate power was growing at an unprecedented rate, American workers faced a political and legal system that failed to recognize even the most basic rights of workplace safety, community sanitation, and child protection, let alone the right to organize and strike. On May 1st, 1886, the American Federation of Labor declared a national strike to demand an eight-hour work day and 350,000 workers across the country responded. In particular, the city of Chicago was virtually paralyzed; railroads, stockyards, and other businesses were forced to close. Two days later, police fired randomly into crowds of fleeing strikers, killing four and wounding many more. Angry workers began to call for armed retaliation.

The holiday of Cinco De Mayo, The 5th Of May , commemorates the victory of the Mexicans over the French army at The Battle Of Puebla in 1862. It is primarily a regional holiday celebrated in the Mexican state capital city of Puebla and throughout the state of Puebla, but is also celebrated in other parts of the country and in U.S.cities with a significant Mexican population. It is not, as many people think, Mexico's Independence Day , which is actually September 16. Setting The Stage The battle at Puebla in 1862 happened at a violent and chaotic time in Mexico's history. Mexico had finally gained independence from Spain in 1821, and a number of internal political takeovers and wars, including the Mexican-American War (1846-1848) and the Mexican Civil War of 1858, had mostly wiped out the national economy. During this period Mexico had accumulated heavy debts to several nations, including Spain, England and France, who were demanding payment. Similar debt to the U.S. was previously cleared after the Mexican-American War. France was eager to add to its empire at that time, and used the debt issue to move forward with goals of establishing its own leadership in Mexico. Realizing France's intent, Spain and England withdrew their support. When Mexico finally stopped making any loan payments, France took action on it's own to install Napoleon's relative, Archduke Maximilian of Austria, as ruler of Mexico.

By studying American holidays, it is possible to understand American culture better. In the United States, there are federal (national) holidays, state holidays, and annual events. On federal holidays, federal and state offices, banks, schools, and companies close throughout the United States. Most people have a day off . There are ten federal holidays now. State holidays are legal holidays in a particular state or states. State offices, banks, schools, and companies in that state close. For annual events, offices and stores do not close, and people work as usual. American holidays can be divided into four categories based on their content. Holidays for birthdays of famous Americans include the birthdays of George Washington (February 22), Martin Luther King (January 15), and Abraham Lincoln (February 12). Patriotic holidays include Memorial Day (May 30), Veterans Day (November 11), and Independence Day (July 4). Religious holidays include Christmas (December 25) and Easter; Thanksgiving (fourth Thursday in November), Valentine's Day (February 14), St. Patrick's Day (March 17) and Halloween (October 31) have religious origins.

The center is closed on most national holidays and on the Day after Thanksgiving Library Collection After two years of planning and renovating existing warehouse space, The Hazel Braugh Records Center and Archives, a state-of-the-art facility, was opened in October 1994 to house the corporate memory produced by the various units of the American Red Cross National Headquarters sector. The Center, holding 35,000 cubic feet of records, was designed around National Archives and Records Administration (NARA) specifications. The National Archives and Records Administration (NARA) holds Red Cross organizational records, dating from 1881 to recent decades. Groups of archival documents, processed and indexed at the Braugh Center, are given to NARA under a permanent deed of gift. In addition, a collection of still photographs from the early years of the American Red Cross, including the World War I era, belongs to the Library of Congress . More recent historical photographs are housed at the Braugh Center or held in the Photography Section of the American Red Cross National Headquarters, which can be reached through Imagenet in Crossnet.

National holidays symbolize events that are significant to the nation. Celebrating them provides us with a chance to better understand, and to reflect on, those nation-changing events that took place on that day. Unfortunately, we often celebrate national holidays on days that allow for a long weekend rather than on the day that is the anniversary of the event being recognized. This practice dilutes the significance of the holiday. Too often they have become simply a day off from work or school. Memorial Day is an example of this. It used to be always on May 30th. Then in 1971, Congress adopted the floating date for Memorial Day - the last Monday in May - to satisfy holiday schedules for federal employees. Explaining the significance of a national holiday to your children not only educates them and shows them you are aware of the history of our country but it provides a good incentive for each of us to better understand the reason for, and events associated with, the holiday. A nation's flag symbolizes that nation. Hanging the flag on a national holiday expresses a pride in our nation and makes a statement that we recognize the meaning and importance of the holiday. When others see our flag hung, it gives them "permission" to do the same and creates a small sense of community.

"Three years after the Civil War ended, on May 5, 1868, the head of an organization of former Union soldiers and sailors - the Grand Army of the Republic (GAR) - established Decoration Day as a time for the nation to decorate the graves of the war dead with flowers. Maj. Gen. John A. Logan declared it should be May 30. The first large observance was held that year at Arlington National Cemetery, across the Potomac River from Washington, D.C. The cemetery already held the remains of 20,000 Union dead and several hundred Confederate dead." ... "The ceremonies centered around the mourning-draped veranda of the Arlington mansion, once the home of Gen. Robert E. Lee. Gen. and Mrs. Ulysses S. Grant and other Washington officials presided.
