WASHINGTON, DC 20006 August 11, 1980 MEMORANDUM FOR HEADS OF AGENCIES SUBJECT: Prime and Unique Agricultural Lands and the National Environmental Policy Act (NEPA) The accompanying memorandum on Analysis of Impacts on Prime or Unique Agricultural Lands in Implementing the National Environmental Policy Act was developed in cooperation with the Department of Agriculture. It updates and supersedes the Council's previous memorandum on this subject of August 1976. In order to review agency progress or problems in implementing this memorandum the Council will request periodic reports from federal agencies as part of our ongoing oversight of agency implementation of NEPA and the Council's regulations. At this time we would appreciate receiving from your agency by November 1, 1980, the following information:
  • identification and brief summary of existing or proposed agency policies, regulations and other directives specifically intended to preserve or mitigate the effects of agency actions on prime or unique agricultural lands, including criteria or methodology used in assessing these impacts.
    identification of specific impact statements and, to the extent possible, other documents prepared from October 1, 1979 to October 1, 1980 covering actions deemed likely to have significant direct or indirect effects on prime or unique agricultural lands.

The reports are also available from the authors. Findings from the past YAR reports suggest that there are a number of questions that are important for understanding project sustainability. These include:
  • Is the project meeting its original goals? Is the project maintaining or expanding rather than reducing efforts to meet its goals? Does the project have secure future funding?
There are a number of factors that facilitate program sustainability and are incorporated into this report. These factors include: Program flexibility, Adequate and qualified staff, Collaboration within communities and involvement by the communities, Adequate and long-term funding, and the Ability to demonstrate impact. Community Service Learning
Community Service Learning is a major focus of 4-H at present, and is being carried out partly through a nationwide Ad Council Youth Voices and Action Public Service Announcement (PSA) campaign. National 4-H Council is taking the lead in this important effort. The base 4-H enrollment in this topic before the campaign began was 83,672. The campaign has provided 4-H with $32 Million in free advertising on TV, radio, print media and billboards. It has resulted in four million "hits" on our Youth Voices and Action website, and is expected to greatly expand participation in this important learning experience.

As part of our efforts to support the national 4-H "Are You Into It?" initiative, the Michigan Action Team developed and implemented a statewide staff and volunteer training, information and resource initiative to help volunteers appropriately engage young people in a "Do, Reflect, Apply" process for community service. This included regional training to launch the initiative; newsletter, Web and resource material support with community service themes; training modules to help counties recruit more volunteers for community service and service learning activities; and project and subject specific training and state events focused on using learned skills to benefit others.

he Great Flood of '03 will be remembered for the crop devastation caused by the flooding of the Wabash River and many of its tributaries. As the flood waters recede, the totality of crop death is immediately evident in those areas where crops were totally submerged for a period of days. Click on images for larger popup versions. Less obvious is the damage to plants on the higher elevations within the flood plain that were only partially submerged, particularly those fields where pollination was in progress or that were in the early grain filling period following pollination. These plants withstood the onslaught of flood waters that rose to heights above the ear but quickly receded with little to no major structural damage to the plants. Unfortunately, these survivors along the fringes of the major flooding may have won the battle, but may lose the war because of the potential for the development of bacterial ear rot as a consequence of the exposure of the immature ears to the muddy flood waters. The following images illustrate the occurrence of bacterial ear rot in a corn field along the Wabash River in Vermillion County, Indiana. The field was adjacent to one that was totally destroyed by flood waters, but which itself had been briefly immersed up to and just beyond the ear shoots.

Bill Hampel, Senior Vice President, Research and Advisory The Research and Policy Analysis Department performs Market Research for Credit Unions and State Credit Union leagues, maintains a comprehensive Financial Data Base on Credit Unions and does a variety of Research on Financial and Economic issues of interest to the Credit Union movement. Hampel also writes Economic Analysis columns for several Credit Union Publications. Before joining CUNA, Hampel was an Assistant Professor of Economics at the University of Montana at Missoula. Before that he was an Instructor of Economics at Iowa State University at Ames. He has a Ph.D. in Economics from Iowa State. Hampel served as a staff member at Navy Federal Credit Union in Virginia during a one-year sabbatical in 1989-90, where he studied credit union operations and carried out a variety of consulting projects. He is a member of the American Economic Association and the National Association of Business Economists.
