After about three hundred and fifty years of Dutch-Afrikaner and British domination, under the guise of various white supremacist ideologies, Black South Africans were able to vote - between April 26th and 28th this year. The Afrikaner Resistance Group, a right-wing neo-Nazi organisation planted over 17 bombs within the voting period, killing at least 21 persons, but that did not stop the elections. Nor were they prevented by Buthelezi of the Inkatha movement. In the wake of the global pro-democracy movement and persistent armed resistance, de Klerk and his cronies had little choice but to come to a negotiated settlement and put to rest the nefarious policy of apartheid. In this issue of Africa Update we focus on the South African elections to a large extent but we also pay attention to developments and issues from other parts of Southern Africa including Namibia and Mozambique.

NAMIBIA Namibia's reputation as a role model for press freedom in southern Africa, thanks largely to its liberal constitution, took another beating in 1999, as both domestic and foreign conflict had negative repercussions on local media.
In January, Prime Minister Hage Geingob admitted in a letter to the independent daily Namibian that the Ministry of Defense was deliberately withholding information from all domestic media concerning Namibia's involvement in the conflict in the Democratic Republic of Congo (DRC). The prime minister claimed that the Namibian press had published "distortions" about the conflict in the DRC and that news published in the Namibian also appeared on the Internet and was therefore accessible to DRC rebel forces.
In March, Nathaniel Maxuilili, a member of Parliament from the ruling South West African People's Organization (SWAPO), threatened to ban a popular Oshiwambo-language talk show for airing what he called "nonsense" about the country's involvement in the DRC. "If I ask the government to stop [the talk show], it will," said Maxuilili at a Defense Ministry press briefing (reported in the Namibian ), At the same press conference, Maxuilili also reprimanded journalist John Grobler for asking "silly questions" about the role of Namibian troops in the DRC conflict.

Constitution adopted 12 March 1990; amended November 1998 to allow the first President of Namibia to stand for a third term of office in the 1999 elections. Legal system based on Roman-Dutch law and 1990 constitution Legislative branch - Bicameral National Assembly. The lower chamber, the National Assembly, has 72 members, directly elected for a five-year term. Six additional non-voting members may be appointed by the president. The upper chamber, the National Council, has 26 members, indirectly elected by the Regional Councils from among their members for a six-year term. Elections - Last held- December 1999 (Presidential and Legislative).
Pre-colonial history
th and 14 th centuries the first conquerors, the Bantu-speaking Nama migrated to the region, pushing the Khoikhoi into the Kalahari desert. They established sedentry societies based on agriculture, pastoralism and mining. Closely linked to the Nama were the Damara. In the north of the country the Ovambo and the Kavango, mainly traders, established small, loosely federated kingdoms, while in northeastern and central Namibia the cattle raising Herero, who also migrated from central Africa, established a centralized state.

Caprivi: short history The Caprivi region has an interesting history. The inclusion of the strange shaped strip of land into Namibia (German South West Africa) was the result of negotiations between Germany and other colonial governments at the end of the 19th century. Before Namibia became German protectorate the area was known as Itenge and for a long time was ruled by Lozi kings, later forming part of British Bechuanaland Protectorate (Botswana at the present).
It was agreed at the Berlin Conference (1890) that the strip of land would be added to German South West Africa as an extension, allowing the German colony to gain access to the Zambezi River, Lake Tanganyika and Indian ocean via another German colony, Tanzania (German East Africa). The region was named after chief German negotiator at the conference, Count von Caprivi ( Count Georg Leo von Caprivi di Caprara di Montecuccoli).
Like many countries in Africa, a number of disputes about the precise position of Caprivi's borders arose over the years. After World War 1 it was again placed under British rule and administered up to 1929 as a part of British Bechuanaland Protectorate.
From 1940 to 1981 the administration was run by South Africa from Pretoria, from 1981 to 1990 it was ruled under the Administration for Caprivians as part of the South West Africa Administration. 1990 to 1992 marked the transitional period following the Namibian Independence. In 1992 Caprivi becomes one of the 13 political regions in Namibia with its own regional governor and six councilors.

Namibia has more kilometres of road per capita than any other part of Africa. The tar and gravel road network is well-maintained, and measures more than 32 000km.
Infrastructure :
The natural beauty of the country is matched by a well developed infrastructure. Transport is efficient, and accommodation is carefully maintained.
Namibia has more kilometers of road per head of population than any other part of Africa. The complete tarring of the main roads from Windhoek to the north, south, east and west makes travelling between the main centres possible in all weathers. Even the secondary roads which have gravel surfaces are graded regularly and well maintained. Altogether 27 towns and communities over a total distance of 32 760 kilometers can be reached by the road transport network.
The country's national airline, Air Namibia, has direct, non-stop flights between Windhoek and London in Boeing 747 SP aircraft. Regional flights in Boeing 737 SP aircraft connect Johannesburg, Cape Town, Harare and Lusaka. Domestic flights in Beechcraft 1900's, which are pressurized, air conditioned, turboprop aircraft, connects all the major towns in Namibia. Air Namibia, Air Zimbabwe, the SAA, Lufthansa and LTU provide international flights to Namibia.
Namibia's seat of government harks back to the German colonial era, and is known as the Tinten Palast or "Ink Palace". From here Namibia's legislative assembly governs this vast, sparsely populated country.

Landscape is a natural scene mediated by culture ... Landscape is a medium found in all cultures.
(Mitchell 1994: 5) Mr. Hahn is a lover of the wild and makes a close study of nature.
He specializes in photography and some of his nature studies are
exquisite samples of life in its natural setting. (Sports and Sportsmen 1929).

This paper argues that landscape photography was a medium used by colonial officials to express a whole aesthetic to their administrative purpose in northern Namibia in the inter-war period. It suggests that such aesthetics were important in manufacturing a cultural sense of the South African colonial presence on the northern frontiers. This cultural sense in turn fed into official discourses. I also wish to propose that men have recourse to landscape representation in specific and personal ways; that white colonial masculinity could use landscape to express a range of private or unacknowledged feelings about place and people and, through these, hint at an undisclosed, subjective self.
The regions of Owambo and Kaoko have tended to be treated discretely, leading to a compartmentalisation of their historical trajectories in writings about the north for the first half of the 20th century. Authoring this paper about Native Commissioner Hahn’s landscape photographs in Kaoko, in effect, requires some re-connection of the two regionalised historiographies. What I say about Kaoko here is heavily inflected with my own sense of what colonial developments and ideas were unfolding in Ovamboland, for it seems ear that Hahn brought his frustrations and fantasies about ‘native administration’ with him each time he made the trek into Kaoko from his base in Ondangwa. These preoccupations took on a particular sharpness by the 1940s.

Namibia: History
South Africa occupied the German colony of Sud-West Afrika during World War I and administered it as a mandate until after World War II when it annexed the territory. In 1966 the Marxist South-West Africa People's Organization (SWAPO) guerrilla group launched a war of independence for the area that was soon named Namibia, but it was not until 1988 that South Africa agreed to end its administration in accordance with a UN peace plan for the entire region. Independence came in 1990.

    Week One The past week we've spent many hours in transit and then three days in Windhoek with our supervisor, Vilho Shigwedha. We flew up to Oshakati on Friday and this weekend we've spent getting situated and playing with ten or twelve of the kids in our neighborhood. It's nice coming home to a horde of kids screaming 'Johanna!' from across the fence. It makes me feel like I'm really coming home. (By the way, the house UNAM rented for us is really over the top.
