When the floods subside, another crisis continues
Some of Caprivi's most vulnerable children. CAPRIVI, Namibia, 3 May 2004 —The spotlight of international attention shone briefly on Namibia this week when the Zambezi River flooded, displacing thousands of children, women and men from their homes, killing hundreds of cattle and ruining acres of crops. But there is another crisis in the region, far more damaging than the flood disaster—the spread of HIV/AIDS, which in Namibia has left tens of thousands of children without parents. The HIV/AIDS pandemic in Africa has caused Namibian life expectancy to drop from 61 years in 1995 to barely over 40 years today.

ISRAELI DATE-PALM SPECIALIST SHARES EXPERTISE WITH NAMIBIA E ran Korati, a date-palm expert from Israel, one of the most technologically advanced date-palm producing countries in the world, undertook a TCDC mission to Namibia, which has recently embarked on intensive date-palm production. The expert helped teach a two-day training course in Keetsmanshoop, in southwestern Namibia, entitled "Date Palm Technical Calendar". Training courses on different aspects of date cultivation have been held annually since 1996 and form part of a government-funded project to promote date production in Namibia. FAO provides technical assistance to the project. The Namibian Government views the date-palm as a crop with considerable potential, both for the domestic market and for export. Dates are a very good source of energy and nutrients and the arid Namibian terrain provides a growing environment for the crop which is largely free from major date pests and diseases. Located in the Southern Hemisphere, Namibia also has the advantage of being able to sell its fresh produce out of season in the Northern Hemisphere. The project has already planted about 80 ha with internationally Israeli expert Eran Korati demonstrating some aspects of date-palm cultivation
renowned date-palm varieties and has assembled a large gene pool collection. The government's broader strategy is to increase and diversify crop production in order to raise its contribution to the country's GDP (currently 10 percent). More than 20 farmers in the private sector have already purchased or are in the process of purchasing the plant material required to establish approximately 200 ha of new date plantations. The Namibian Government's date-palm project has been so successful that an effort is now being made to introduce the date-palm commercially in other countries of the subregion.

    Government revenue has been negatively affected by the stronger Namibian dollar exchange rate and adverse conditions in the primary sector
    Primary sector activities (agriculture, fishing and mining) dominate economic activity in Namibia. As a result government revenue depends largely on taxes on the profits of companies operating in these sectors. In 2003 various factors negatively impacted on the value added in primary sectors activities.
    The agricultural sector was subjected to widespread drought and lower beef prices. In addition, the stronger Namibian dollar exchange rate eroded export proceeds.
    While the fishing industry showed signs of recovery in 2003, operating conditions remained tough. Total Allowable Catches were under pressure while the stronger exchange rate also impacted on export revenue. As with other export sectors mining sector value added was negatively affected by the stronger currency as export proceeds dwindled. In addition, value added in this sector was dealt a blow by the closure of the NAMCO Diamond Mining Company.

    History: The coastal regions of Namibia were explored by the Dutch and Portuguese in the 15th century, by the English in the 18th century and by German missionaries in the 1840s. In 1884, the German government claimed the settlement at Luderitz as the centre of a protectorate which extended over the whole of what is Namibia, then known as South West Africa. A major uprising in 1908 by two of the indigenous tribes, the Nama and Herero, was put down by the Germans at the cost of 100,000 lives. During World War I, the territory was occupied by the South Africans, who were granted a League of Nations mandate to administer the territory after the end of the war. The history of Namibia from the foundation of the United Nations in 1945 to independence in 1991 was dominated by the repeated refusal of the South African government to convert their League of Nations mandate to administer the country into a UN trusteeship, or indeed to recognise that the UN, or any other organisation, had a legitimate interest in the region. In 1977, the five Western members of the Security Council began negotiations aimed at bringing about the implementation of Resolution 435, providing for UN supervised elections. Progress was very slow, but in 1988, the South Africans and Cubans agreed to withdraw their troops from Angola (see

    Namibia's Land Programs Posted: April 14, 2004 Since its independence in 1990, the Namibian government has argued that the redistribution of land in the former German and South African colony is critical to its emergence as an independent nation. "It will be recalled that the land possession pattern in our nation has been designed by colonialism to benefit a small group of minority settlers, at the expense of the majority," Prime Minister Theo-Ben Gurirab said in February 2004. "Therefore, the problem of land ownership was indeed central to the struggle for national independence."
    The roots of reform
    As Namibia emerged from its colonial past, it enacted several measures aimed at returning land to poor, displaced farmers. The government also saw the transfer of tracts of land from a few large, mostly white-owned, commercial farms to thousands of smaller farmers as a major weapon in its war against poverty. "It is the view of our government that acquisition of land is a crucial element in the entire spectrum of poverty alleviation measures, because the one who possesses and owns land has the key to the means to acquire wealth," Hifikepunye Pohamba, minister of Lands, Resettlement and Rehabilitation and lead official in the expropriation move, explained to the national parliament in March 2004. In its first constitution, enacted in 1990, officials made land reform a priority by including allowances for the seizure of land, with compensation, when it was deemed to be in the national interest.

    INTRODUCTION

    Namibia is a country of compelling beauty, abundant sunshine, and a feeling of unconfined space. With its un spoilt landscapes and large variety of game, Namibia is one of the larger countries in Africa, and draws an increasing number of visitors from various parts of the globe.
    A sense of freedom is generated by the wide horizons, the clear unpolluted skies and a population density which is among the lowest in the world. This feeling of tranquility and stillness combines with a landscape which is singular in it's colours, full of contrasts of light and shade. In addition, the diversity of it's people creates a rich blend of cultures and traditions.
    Namibia has a colourful and turbulent history. In the mid-19th century, German missionaries opened up the interior, paving the way for traders who came later. The annexation of the country by Germany in 1884 accounts for the distinctive German architecture and traditions.
    After a turbulent past, the country at last became independent on 21 March 1990, and is now peacefully approaching the twenty-first century.

    The Caprivi Strip is a narrow strip of land in the far northeast of Namibia, about 400 kilometres long. The East Caprivi bordered by the Kwando, Linyanti, Chobe and Zambezi Rivers is a region of swamps and flood plains. It was obtained from Great Britain by Germany in 1890 to give German South West Africa (now Namibia) access to the Zambezi River west of Victoria Falls. Originally part of Botswana then Bechuanaland the Caprivi was ceded by Britain to the Germans in a complicated land exchange deal designed to link German colonies from west to east Africa. During the 1970s and 1980s, the territory was used as a rear base by the South African army at the height of the apartheid era in its war against the Namibian independence movement, SWAPO (today’s governing South West Africa People’s Organisation), and as a support base for UNITA, the Angolan rebel movement then backed by the Western powers in the proxy war against Angola’s Soviet- and Cuban-backed government. The Namibian Government believes that the Caprivi separatists are being supported by the Angolan rebel movement, UNITA. The Caprivi is considered strategically important because it is a narrow panhandle extending out from Namibia's northern border contiguous with four other countries Botswana in the south, Angola and Zambia in the north and Zimbabwe in the east. It is also important because some of the arid southern African region's most important rivers, including the Zambezi and the Okavango, run along or through it. And as a popular destination for international tourists, the Caprivi brings in hard currency to the national coffers.

    2000 - 2003 SABC Namibia defends land expropriation decision May 20, 2004, 05:59
    Theo-Ben Gurirab, the Namibian prime minister, has defended his government's move to expropriate white farmers to redress an imbalance in land ownership. Gurirab has denied that his country is facing a land distribution situation similar to that of Zimbabwe. The Namibian government last week sent letters to ten farm owners telling them to make an offer to sell their property to the state.
    The Namibian Agricultural Union has expressed concern about the plans and Jan de Wet, the union's president, has requested an extension of the 14-day period given to the affected farmers to react.
    The issue of land reform has become more urgent because the country will hold presidential and parliamentary elections later this year, and many peasants complain they have not received the land Nujoma promised them at independence in 1990.
    Helmut Angula, the Namibian agriculture minister, earlier this year said minority whites owned 75% of arable land in the sprawling southern African country of 1.9 million people, but a land redistribution policy that tried to match willing buyers with willing sellers was not moving fast enough. The government said in February it would expropriate commercial farmland for redistribution to 240 000 landless blacks. Over the past 14 years, Namibia has resettled 300 000 smallholders and created 500 commercial farmers, data shows.
