    GOVERNMENT AND POLITICAL CONDITIONS
    Namibia is a multiparty, multiracial democracy, with apresident who is elected for 5-year term. The constitution establishes a bicameral Parliament and provides for general elections every 5 years and regional elections every 6 years. Members of the 72-seat National Assembly are elected on a party list system on a proportional basis. Members of the 26-seat National Councilare elected from within popularly elected Regional Councils. The three branches of government are subject to checks and balances, andprovision is made for judicial review. The judicial structure in Namibia largely parallels that of South Africa and comprises a Supreme Court, the High Court, and lower courts. Roman-Dutch law has been the common law of the territory since 1919. Namibia's unitary government is currently in the process of decentralization.
    The constitution provides for the private ownership of property and for human rights protections, and states that Namibia should have a mixed economy and encourage foreign investment.

    Cities: Capital Windhoek (2001 census) pop. 233,529. Other cities Grootfontein, Katima Mulilo, Keetmanshoop, Luderitz, Ondangwa, Oranjemund, Oshakati, Otjiwarongo, Swakopmund, Tsumeb, Walvis Bay.
    Terrain: Varies from coastal desert to semiarid mountains and plateau.
    Climate: Semidesert and high plateau. People
    Nationality: Noun and adjective Namibian(s). Population (2002 est.): 1.8 million. Annual growth rate (2002 est.): 1.5%. The population growth rate is depressed by an HIV/AIDS prevalence rate estimated to be 22.3%. Ethnic groups: Black 87%; white 6%; mixed race 7%. About 50% of the population belong to Ovambo ethnic group, and 9% to the Kavango ethnic group.     Namibian Government Clings to Epupa Dam Despite Opposition, Alternatives by Lori Pottinger
    T he Namibian government has said it will not abandon its proposal for a large dam on the Kunene River despite a recent agreement between NamPower (the national power company), South Africa's national power company and Shell Exploration to develop a 750-megawatt gas plant from the offshore Kudu gas fields. The plant would make Namibia self-sufficient in power for the foreseeable future and even allow some export of electricity.
    NamPower Managing Director Leake Hangala told The Namibian that the move would not in any way affect the Epupa project. He said the dam would remain an "excellent" venture for Namibia despite the gas development. "The agreement will in fact enhance the Epupa project. We have seen that there is a market for both Kudu and Epupa," the NamPower chief said.
    At a January 28 meeting with Nampower and US officials, the Namibian government said it wants to develop both Kudu and Epupa, in part to take advantage of job opportunities Epupa would bring in the north. "Maximizing employment opportunities is clearly a factor in Nampower's thinking," a leaked US State Department memo stated. Kudu power would be strictly for export, according to the report, requiring a commitment from South Africa to be successful, while "Namibia would meet its own needs with cheaper hydropower."

IRN's Okavango Campaign The Okavango River rises in the Angolan highlands and flows over 1000 miles, passing through Namibia before entering Botswana and forming the Okavango Delta. The Okavango Delta is a 15,000-square-kilometer rich and varied habitat for thousands of mammals, birds, fish and other animals. It sustains tens of thousands of delta residents and a growing ecotourism industry. The Okavango River Basin is at a key juncture, with opportunities to promote sound management of its resources and threats posed by water extractions and hydropower development. The Namibian government plans to extract water from the Okavango River upstream of the Delta to supply the growing population in Windhoek threatens the future of the Delta, in addition to constructing a hydropower dam at Popa Falls, less than 50 kilometers upstream from Botswana. The Angolan government has proposed more than ten dams and other developments for the headwaters of the Okavango.

    Namibia, a large and sparsely populated country on Africa's southwest coast, has enjoyed more than a decade of stability under President Sam Nujoma, who led the long fight against rule by South Africa.
    Germany took control of the area which it called South West Africa in the late 1800s. The discovery of diamonds in 1908 prompted an influx of Europeans. South Africa seized it during World War I and administered it under a League of Nations mandate. OVERVIEW
    FACTS
    LEADERS MEDIA Namibians achieved independence in 1990 after a bush war of almost 25 years. Inter-racial reconciliation encouraged the country's white people to remain and they still play a major role in farming and other economic sectors. In recent years supporters of land reform have become more vocal. Mr Nujoma said he backed the seizures of white-owned farms in Zimbabwe, carried out with the support of President Robert Mugabe. Like its neighbours, Namibia's wellbeing is being threatened by the HIV/Aids epidemic and Mr Nujoma has made the fight against the disease a national priority.

    Critics fear a repeat of Zimbabwe's land seizures The Namibian government has taken the first steps in its plan to acquire white-owned farmland.
    At least three farm owners are reported to have received letters asking them to enter into negotiations for the purchase of their land. Earlier this month President Sam Nujoma said some "racist" farmers had been mistreating their black workers. Namibia has hosted advisers from neighbouring Zimbabwe to help plan the redistribution of farmland. The notices sent to a small number of farms on Wednesday said: "You are cordially invited to make an offer to sell the property to the state and to enter into further negotiations in that regard. In the light of the seriousness of the matter, I shall appreciate it if you would react within 14 days." The BBC's Frauke Jensen in Namibia said the government's intention was to agree on a price for the farms - but if the two sides could not agree, the government would probably expropriate the land and compensate the farmers unilaterally. The heading on one letter, to the owner of Ongombo West farm near the capital Windhoek, referred to the "intended acquisition" of the property, according to The Namibian newspaper.

    After the Independence of Namibia in the year 1990, Dr. Sam Nujoma, head of SWAPO - South West African People's Organisation - became the first President of the new state. SWAPO had led the Guerilla war against the South African Apartheid regime, which had persued a policy of racial segregation and discrimination. Namibia's independence was demonstrated with free elections in the year 1989. For the first time, the black majority had the right to vote. SWAPO came off at these elections as the strongest political power in the country. The Constitutional Assembly elected Sam Nujoma in unison as State President. In the second free elections in 1994, SWAPO reached a two-third majority and President Sam Nujoma was confirmed into office and after a change in the constitution, he was elected State President for the third time in 1999. The members of the parliament are elected every five years. In the elections of 1999 the governing SWAPO gained 55 of the 72 seats. As in South Africa, the opposition parties are politically weak and hardly relevant. The DTA (Democratic Turnhallen Alliance), the main party of the white minority, holds only 7 seats. Also the CoD (Congress of Democrats), founded in 1998, with its charismatic leader Ben Ulenga could secure only 7 seats in 1999. All the opposition groups together hold 17 seats.
