Foreign Policy In foreign policy, the Baker Institute is focusing on regional conflict resolution, energy studies, emerging leaders in Latin America, transnational Chinese culture, and the role of religion and culture in both foreign and domestic policy. The Institute has also organized programs on counter terrorism, especially involving weapons of mass destruction, and on the United Nations and United States interests. These research programs have been complemented by the presence at the Institute of world leaders who have given their insights into major foreign policy issues. A list of these speakers is available on this website.
The Institute's involvement in regional conflict resolution issues on the Middle East, North Africa, and the Caucasus include study groups and second track diplomacy efforts on the Israeli-Syrian and Israeli-Palestinian negotiating tracks, as well as on the Nagorno-Karabagh issue. James A. Baker III is the Personal Envoy of UN Secretary General on the Western Sahara issue and the Institute hosted the fourth negotiating round between the parties. The Institute has also hosted study groups on United States policy toward the Gulf and sanctions policy.
The Institute's Americas Project has brought young emerging leaders in Latin America to week-long study groups to discuss and debate key North-South issues. This program is providing insights into the thinking of a new generation of potential leaders in the hemisphere.

THE PRESIDENT
Armenia is a republic with a presidential governing system. The president is the head of state. According to Chapter 3, Article 49 of the Constitution of the Republic of Armenia, "The President of the Republic of Armenia shall uphold the Constitution, and ensure the normal functioning of the legislative, executive and judicial authorities. The President of the Republic shall be the guarantor of the independence, territorial integrity and security of the Republic." The same person cannot hold the office of president for more than two consecutive terms. The people directly elect the President for a five-year term. The President's primary responsibility is the formulation of policy, the conduct of foreign and defense policies, and ensuring the normal functioning of state institutions. The first president of the Republic of Armenia, Levon Ter-Petrossian, was elected on October 16, 1991. In 1998, he resigned. Then-Prime Minister Robert Kocharian became Acting President. Extraordinary elections were set for March 16, 1998. Because no candidate garnered 50% + 1 of the votes, the first round of elections required a run-off between the top two candidates from the 12 original candidates. Acting President Robert Kocharian was elected President of the Republic of Armenia on March 31, 1998.

Hello, My name is John Avedian and I am this year's Armenian Students Association (ASA) President. I have lived in the Detroit, Michigan area my entire life, and currently reside in Rochester Hills, MI. In 2001, I commenced my studies at MSU and I am currently pursuing a degree in Management. In the spring of 2001, I represented Lansing area Armenian Students at our State Capitol building when our state government passed a bill recognizing the Armenian Genocide PDF ) on both the House and Senate Floors. My past involvement with the ASA includes co-founding the ASA in October of 2001, and serving as Vice President in the 2001-2002 Academic year. At that time I represented the ASA at numerous Armenian functions throughout Michigan, and helped the ASA flourish throughout its first year. During the summer of 2002, I was selected to intern in Washington D.C. through the Armenian Assembly of America for Congressional Armenian Caucus Co-chair Congressman Frank Pallone Jr.

    Ankara-Turkish Daily News Azeri President Haidar Aliyev was in Ankara again, and on this longer visit talked covered every issue with Turkish authorities. He spent five days in Turkey for lengthy talks with the top brass of both civilian and the military authorities. The visit came at an interesting time. While Iranian President Mohammad Khatami and Russian President Vladimir Putin were having talks in Moscow, Aliyev was in Ankara. It also came in the wake of an agreement among Iran, Greece and Armenia to bolster trilateral cooperation. Aliyev was warmly welcomed by President Ahmet Necdet Sezer and Prime Minister Bulent Ecevit. He addressed Parliament and characterized bilateral relations between the two countries as "strategic partnership."

PACE OFFICIALS ARRIVE IN ARMENIA YEREVAN, JUNE 10, ARMENPRESS: Gurgen Arsenian, the head of the United Labor Party parliamentary faction told Armenpress that the overwhelming majority of Council of Europe demands which Armenia has to respect lie within the responsibility of the executive bodies. Commenting on two senior officials from the Council of Europe's Parliamentary Assembly (PACE) commission monitoring the fulfillment of Armenia's membership commitments, Jerzy Jaskiernia and David Chupina, who are arriving tomorrow in Yerevan to get first-hand information on the ground, Arsenian said that with respect to PACE April resolution that came after the crackdown on the opposition, a range of steps were taken, particularly, many people arrested for participation in unsanctioned anti-government rallies, were released.
Galust Sahakian, the head of the Republican Party faction argued that on the whole Armenia is fulfilling these demands, particulalry, those calling for amendment of criminal and administrative offences codes, electoral code and constitutional reforms.
Levon Mkrtchian from the Armenian Revolutionary Federation (ARF) noted that the ongoing processes should not be linked to PACE resolution, as almost all political forces underscored the need of dialogue and acting within the frames set by the laws in order to diffuse the stand-off between the authorities and the opposition." This is not a process imposed on us from outside, but rather an indication of the level of our political maturity," he said.
