Mr. Chairman, Excellencies, Dear Colleagues, We are gathered again, this year in Maastricht, to fulfill the responsibilities of the OSCE Ministerial. For Armenia, the OSCE is not one organization-among- many. It is the singular institution whose geopolitical realm and membership of 55 encompasses a more inclusive definition of Europe than anyone else's - the OSCE's understanding of security is more comprehensive more multidimensional, more indivisible than that of any comparable multilateral organization. By putting on equal footing the politico-military, the economic and the human dimensions, it assumes and presumes that norms, commitments and codes are fundamental elements in maintaining security. Dialogue, co-operation and search for compromise are its daily, common practices and instruments. The list of decisions and common statements we have gathered to adopt or to endorse speaks for itself. Of particular significance is our Economic Strategy. It achieves balance between the economic and the environmental, it relates gaps in economic performance between states and within states to emerging security risks and recognizes the role of governance, public and corporate, in consolidating reforms, particularly in the context of global and regional trends and challenges

Azerbaijani Policy
and the Karabagh Problem
Below is an excerpt from a press release issued by the Assembly of Armenians of Europe (AAE) on December 10, 2003, which reported on the European Parliament's approach to the Karabagh problem. It gives a detailed history of the injustices which led to the movement for independence, in order to explain why it is unworkable for Karabagh to return to Azeri domination.

Concerning the economic field, from 1923 to 1988 the Nagorno Kharabakh supplied raw materials (agriculture, viticulture, silk thread) to the Azerbaijani economy, since no industrial or manufacturing plant producing finished goods was built there nor any research centre was established. In the 50s the investment rate per capita in the Nagorno Kharabakh was 10 times less than the average in Azerbaijan - it was 2 times less from 1981-85 and 2.7 times less in 1986 (see the report "National Economy of AzSSR, dedicated to the 70th anniversary of the Great October").

    In response to requests from the Armenian government, the Assembly expanded its Summer Internship Program to Armenia in 1999. Interns are placed in Armenian governmental offices and inter-governmental agencies. If accepted, they will have the opportunity experience life in their homeland, gain valuable professional and unique work experience, and discover Armenia and Nagorno Karabagh. To date, we have placed interns in the Ministry of Culture, Youth and Sports, Ministry of Finance and Economy and Ministry of Foreign Affairs. Visits to various sites of interest in Armenia and Karabagh are arranged for the interns to develop a greater understanding and appreciation of Armenia and Nagorno Karabagh.

Ethnic Groups: Azerbaijani - 90%; Dagestani - 3.2%; Russian - 2.5%; Armenian - 2.3%; other - 2%.
Religions: Muslim - 93.4%; Russian Orthodox - 2.5%; Armenian Orthodox - 2.3%; other - 2%.
Diaspora: Iran (12 million, vs. 7 million in Azerbaijan), Ukraine, Uzbekistan, Kyrgyzstan, Kazakhstan, Turkmenistan, Afghanistan, Iraq, Turkey, Armenia, Georgia. Russia's objective was to extract wealth from the area, not to build the economic infrastructure of the country, and the economy stagnated. Towards the end of the century, tsarist leaders began a program of assimilation ("Russification"). The Azerbaijanis for the most part reacted with passive resistance. Following the 1905 Bloody Sunday massacre in St. Petersburg, however, riots erupted in Baku and spread throughout Transcaucasia. Riots continued through 1906 in what has been called the "Tatar-Armenian War", leaving resentments and hostilities that still endure. Towards the end of World War 1, Persia tried to reunify Azerbaijan by taking control over Northern Azerbaijan, but failed. Britain and the Ottoman enpire also at times occupied parts of the area. There was also a brief attempt at Azerbaijani independence (1918 - the Arak republic), before Northern Azerbaijan was incorporated into the Soviet state in 1920, and the Azerbaijan SSR was formed. Then, in 1922, the Transcaucasian Federation was established, uniting Azerbaijan with Georgia and Armenia. In 1923, the Nakhichevan region on the border with Iran was made an autonomous republic, and the year after, the Armenian enclave Nagorno-Karabakh was made an autonomous oblast within Azerbaijan. This gave Stalin a better opportunity to control the area by "divide-and-rule", but it has deeply embittered the relationship between Azerbaijanis and Armenians. The Transcaucasian Federation lasted until 1936, when Stalin reestablished the three separate union republics.
