The Montana Coalition of Home Educators came together in 1988 as a cooperative effort of many individuals, organizations, and support groups in the state. The goal was to bring homeschoolers together to protect Montana's home school freedom while maintaining the independence and autonomy of the individual families and the existing local and state organizations. To accomplish this goal, a loose network of these groups, individuals and organizations was formed. An executive committee was selected to serve as a central clearinghouse for information, to set up and maintain a communication network, to watch for political and legal threats to Montana's freedom, and to inform homeschoolers and suggest possible actions to meet those threats. MCHE was founded on the basic principles of responsibility and respect. Respect for the right and responsibility of parents to direct the education of their children was the motivation for forming a network for defending that right. Parents were encouraged to exercise personal responsibility for their families by determining for themselves what method of home education would work best for them. Respect for diversity and differences of opinions was encouraged. All parents and groups who wanted to be a part of the Coalition were encouraged to exercise their personal responsibility in defending home education freedom through public relations with legislators and local community, and by being involved with lobbying, hearings, letter writing and other actions needed.

Legislator Proposes School Funding Initiative
A Republican legislator from Roundup has proposed a ballot measure designed to increase funding for education without raising property taxes. Rep. Alan Olson submitted his measure, dubbed the Montana Education Funding Prioritization Act, to the Legislative Services Division late Monday. If passed by Montana voters, the measure would direct the state Legislature to use part of the coal severance tax trust fund to pay for schools. The coal-tax money would be in addition to the general fund revenue currently being allocated to education. Olson wants to see no less than $35 million from the coal severance tax trust fund allocated to schools every two years for the next 10 years. He also proposes that, if the coal tax trust fund grows larger than $700 million, half of the excess amount should be given to schools. The fund currently holds about $636 million, according to the lawmaker. Olson also believes the Legislature should dedicate not less than half of the state general fund’s portion of the severance tax collected on coal bed methane development to schools.

Education funding is key to good jobs and boosting our economy. We'd like to take a moment to clear up some misunderstandings from the Republican news conference this morning:
  • The $24.7 million "increase" listed on their charts is from the 2000 budget - a plan that is nearly four years old. The honest comparison is to look at funding proposals to current spending. We're puzzled where the $24.7 million number comes from - is it the $24.7 million that was cut from school funding the first week by going back to 2000 base funding levels? Is it the $24.7 million restored the next week?

New Scholarship Program for Montana High School Seniors Recognizes Challenges and Triumph
[Washington, D. C. (August 26, 2003)] The young people of Montana who want to go to college now have new help in reaching that goal. The Horatio Alger Montana Scholars Program is awarding $250,000 in scholarships across the state to deserving high school seniors. The program is made possible through the Dennis and Phyllis Washington Foundation and the generosity of Dennis and Phyllis Washington. Mr. Washington is Chairman of Washington Corporations and a member of the Horatio Alger Association of Distinguished Americans Inc, an organization comprised of Americans who have overcome adversity and humble beginnings to achieve professional and personal success. This new program is specifically aimed at students who have confronted and overcome adversity in their young lives. From across Montana, one hundred students will be selected to each receive a $2,500 scholarship and named as a 2004 Horatio Alger Montana Scholar. The scholarships can be utilized to pursue a higher education at The University of Montana, The University of Montana-Western, The University of Montana-Missoula College of Technology, Helena College of Technology of The University of Montana, or Montana Tech of The University of Montana. Each of these prestigious institutions have agreed to match the scholarship for a combined grant of $5,000 for each scholarship recipient. In addition to the scholarship, students selected as scholars are entitled to educational and financial counseling from the Horatio Alger Association.

Wednesday, January 21, 2004 Educators: State not adequately funding schools By ALLISON FARRELL - IR State Bureau - 01/21/04 HELENA — A lawsuit several years in the making began in state District Court Tuesday morning when lawyers for a coalition of educators argued that the state is not adequately funding public education in Montana.
Jim Molloy, lead attorney for the school groups, says different.
The plaintiffs, organized by the Montana Quality Education Coalition, want the courts to force the state to define quality education and then fund it.
Ron Whitmoyer, superintendent of the East Helena schools, told a tale of financial woe from the witness stand Tuesday.
Whitmoyer, the first of many witnesses the coalition plans to call during this three-week trial, testified that declining state funding found the community holding bake sales and garage sales to raise money after its mill levy failed in 2002.
Administrators also cut eight or nine teachers, reduced administrative staff, cut art classes and computer education, eliminated Spanish classes and the athletic program at the middle school, cut the vice principal, axed an early childhood program and eliminated a multi-age program for primary students, Whitmoyer added.

academic information GENERAL EDUCATION REQUIREMENTS Montana Bible College's unique program design necessitates the fulfillment of general education requirements at a university, junior college, or other accredited institution. Incoming students without these requirements are encouraged to fulfill them at nearby Montana State University.
Each B.A. program requires 26 general education credits. 6 other general education credits are built into the MBC curriculum, bringing the total of Gen. Ed. credits to 32. The 26 hours at MSU or another accredited college or university should be taken in the following areas:
English : 6 semester hours. One course in grammar and one in writing or composition.
Speech Communication : 3 semester hours on speech composition and delivery.
Psychology : 3 semester hours of general psychology.
Social Science : 6 semester hours. One course on the history of Western civilization; the remainder in the area of history, sociology, anthropology, geography or economics.
Science : 6 semester hours. Two courses in biology, chemistry, physics or mathematics.

ESRI's ArcView GIS Is Selected for Montana Education Initiative
State-wide K-12 License for Software Will Give All Students, Teachers Access to GIS
ESRI, the world leader in geographic information system (GIS) software technology, was chosen by the University of Montana's Earth Observing System (EOS) Education Project ( www.eoscenter.com ) to supply the first-ever comprehensive State-wide K-12 license for ArcView GIS. This license will provide GIS software and a digital atlas of our earth to every public K-12 school in the State of Montana. The EOS Education Project will work closely with the Montana Office of Public Instruction to facilitate the distribution of the technology. John Kuglin, executive director of the EOS Education Project, announced the State-wide software license at a press conference on the University of Montana campus on November 15 during GIS Day celebrations. "As an educator for 25 years, I am pleased to announce that the EOS Education Project will provide ESRI GIS software to every public school in Montana. This unique set of tools will allow teachers and students to capitalize on new and emerging Internet and computer technologies to solve real-world problems," Kuglin said. Space Imaging of Thornton, Colorado, a leading supplier of visual information products derived from space imagery, will provide some of the data sets for the initiative. "We continually work to increase awareness of the benefits of high-resolution, satellite-based earth imagery," said Brian Soliday, vice president of North American sales and marketing for Space Imaging. "This project allows us to take that awareness to a new level by bringing our technology to the hands of tomorrow's leaders."
