State Historical Records Advisory Board (SHRAB)
State Historical Records Advisory Boards (SHRAB): The Montana State Historical Records Advisory Board is dedicated to the preservation of Montana's records of enduring value, to sustaining records planning, and to promoting cooperative efforts among the state's record keepers.
Who We Are
The Montana State Historical Records Advisory Board (SHRAB) is one of more than fifty similar boards active in all the states, territories, and the District of Columbia. State historical records boards were established in 1975 by the National Historical Publications and Records Commission, the grant-awarding arm of the National Archives. The Montana SHRAB was organized in September 1976 with an Executive Order issued by Governor Tom Judge. The Governor of Montana continues to appoint the eight members of the Montana Board to two-year terms. By federal regulation, board members must have experience or interest in the collection, administration, and use of historical records and are dedicated to the preservation and use o Montana's documentary heritage. The State Archivist is a permanent member and serves as the state coordinator for the board. The board currently consists of the following eight members:

in Health Care Organizations
  • One of the most important keys to the success of a hospital, nursing home or other health care facility is a well-functioning Board of Directors. A well-functioning Board will not necessarily prevent all of the problems that can plague a facility, but will usually be able to effectively resolve such problems. A poorly functioning Board will most certainly complicate the problems that affect a facility, and will make their resolution much more difficult if not impossible.

  • Well functioning Boards are actually not very common, and every Board can improve. Two key elements of successful Boards are knowledge and commitment. Commitment is difficult to instill if it is lacking in Board members, but commitment often comes with improved knowledge about the functions of the Board, and enhanced skills in Board activity. Improving Boards involves several areas of education and skill-building: RESPONSIBILITY OF BOARD MEMBERS
    Each Board member has a responsibility to the community, to the hospital (or other facility) and to himself or herself. Balancing these responsibilities can be difficult, but is possible.

Program Coordinator: Sharon Kott sak@montana.edu Community Health Services Development The purpose of the Montana Community Health Services Development (CHSD) Program is to improve the access to health care and the quality of health care in Montana's rural communities. Since its inception in 1987, the Montana CHSD Program has assisted over 30 Montana communities. Although traditionally focusing on the health care provided by rural hospitals, the Program is expanding its activities to assist with broader community health care concerns, consistent with the "Health Communities" concept. To be successful, any program to improve local health care must be a "grass-roots" effort, arising from the concerns of the local community and not imposed by an outside organization. As a result, the Montana CHSD Program only provides assistance; the initiation of the local project, and the continuing interest, energy and hard work must come from the community. The local rural hospital is often the focal point for initiation of the Montana CHSD Program, but a more community-based approach may be appropriate. Each community has different needs and no single format or mix of services is universally effective. Indeed, a community may need only one specific service at a particular time. Therefore, the services delivered through the Montana CHSD Program are flexible and designed to fit the needs identified by the community in consultation with the Montana CHSD Program.

    At The University of Montana, early student tug-of-wars stretched over a side channel of the Clark Fork, and losers landed in the river. I don't think any students drowned, but later they just drew a line in the sand parallel to the riverbank to lower the stakes. Some politicians brag about drawing lines in the sand. In Montana politics. the lines have often been deep, destructive ruts, and the struggles have been "high stakes" indeed. For five regular sessions of the Montana Legislature and at least that many special sessions, I have observed the tug-of-war between the Legislature and the Board of Regents for control of the Montana University System. Many of my good friends are legislators, but I have always pulled on the side of the Regents and the University System. With the passage of HB 229 in the 1995 legislative session, the struggle for control is proceeding toward a final solution. This essay is my perspective on the issue of whether the Board of Regents should be abolished by the voters in November, 1996 and whether the constitutional autonomy now vested in them should be transferred to the office of the Governor with statutory guidance from the legislature. Let me extend for a moment the tug-of-war analogy. Perhaps in your youth you joined a group pulling on one side of a long thick rope. Sometimes you really got your feet under you and made a difference, and other times your team lost over and over in spite of strong comrades. I've been there and done that as a lobby ist for the Montana University System (MUS).

    Editorial Now that the legislature has passed the amended House Bill 229, the citizens of this state will be asked to make some important decisions about the governance structure of the Montana University System. House Bill 229 calls for a vote in the next general election (November 1996) on an amendment to Article X, Section 9 of the Montana constitution. The amendment will eliminate the Board of Regents and the Commissioner of Higher Education and replace them with a department of education, a director, and a state education commission. Article X Section 9 now reads (in part): Boards of education.

    The Montana Rural Education Association is an organization which is concerned about all aspects of the K-12 public education system in rural Montana. The organization is particularly concerned with the following basic educational premises:
    That equality of educational opportunity regardless of their geographic location is a constitutional right of all Montana students; That the state must provide a funding system which provides adequate funds for all students in Montana; That the "local control" provided to school boards in the Montana Constitution be realized in all aspects of school district proceedings; MREA supports the accreditation standards adopted by the Board of Public Education, provided sufficient state funding is available for implementation of the standards; MREA is opposed to the "forced consolidation" of school districts. Forced consolidation is legislative, administrative or executive action taken at the state or regional levels that mandates the consolidation of school districts.
