State Action for Education Leadership Project The State Action for Education Leadership Project is part of The Wallace Foundation's larger educational leadership initiative designed to prepare, support and sustain a leadership cadre in each state that can transform schools and school systems to produce improved academic performance for low-income youth. Through this project, state government and education leaders compete for grants to support research, analysis and preparation of legislative and administrative actions that will prepare, support and sustain a group of education leaders (principals and superintendents) in each state. Fifteen states have been awarded three-year implementation grants: Connecticut, Delaware, Georgia, Illinois, Indiana, Iowa, Kentucky, Massachusetts, Missouri, Montana, New Jersey, Oregon, Rhode Island, Vermont, and Virginia.

School choices abound in northcentral Montana Tuesday

Tribune Regional Editor Like educators across rural Montana, Havre School Superintendent Kirk Miller isn't taking voters for granted as school election day approaches. Property taxes in his district have increased 35 percent over the past 10 years, a fact that will no doubt weigh on property owners as they head to the polls to decide on high school and elementary levies. Miller explains every chance he gets that the state reduced its contribution to the district's budget by 10 percent during the same time period, because of declining enrollment. "I went to about 25 different community meetings and talked with well over 500 people," Miller said. "They know that we're trying all the time to balance the needs with their ability to pay and that we wouldn't be asking unless we needed it."

Rob brings over 20 years of experience in natural resource management and conservation to American Wildlands. He has worked for three different federal land management agencies and ran his own ecological consulting service. Rob has worked with American Wildlands for over eight years: first, as staff ecologist; then, as program director; and now, as executive director. He currently serves on the Yellowstone-to-Yukon Conservation Initiative's coordinating and science committees. He is recognized as a scientific expert in forest, fire and grassland ecology. Rob is also an avid hiker and basketball player.

Missoulian editorial missed the point
The Missoulian Editorial Board has misapprehended the nature of Judge Sherlock's ruling in the school finance suit (in its editorial entitled "Wrong school ruling isn't the last word, Missoulian, April 20). Like its earlier editorial from January 2003 when the trial began, the Missoulian's comments miss the entire point of why the third branch of government exists under our Constitution. One of the primary responsibilities of the court system is to enforce constitutional guarantees when violated. That is how, for example, government is held accountable for and prohibited from discriminating on the basis of marital status, gender or age. It is how the press, including the Missoulian, ensures freedom of expression and compliance with open meeting law requirements in government. It is also how the people ensured that constitutional language guaranteeing our children a basic system of quality public schools would be meaningful. The court has not usurped the Legislature's authority. It has carried out its constitutional role of maintaining an independent check and balance on the other branches of government. Without a judiciary as an independent branch of government, the other branches of government could inflict just about any injustice they wanted. That may be the Missoulian Editorial Board's vision of "the way things should be," but it is thankfully not what our Constitution provides.
