Montana is one of 15 states that will soon receive a $600,000 grant from the Wallace Foundation to help schools develop effective leaders as part of the State Action for Education Leadership Project. "The relationship between effective leadership of today's schools and student achievement is well known," said Linda McCulloch, state superintendent of public instruction. Gazette State Bureau Montana's high performing school districts will be identified and tapped by the state to help other schools in need. Leaders from the state's most effective districts will help teachers, principals, superintendents, and trustees in struggling schools develop leadership skills through training, mentoring and networking. "The efforts of the first phase of this project have been very successful in elevating awareness about the need for strong school leaders," Gov. Judy Martz said. In 2001, The Wallace Foundation announced a three-year, $8.9 million grant to launch the State Action for Education Leadership Project, a national consortium led by the Council of Chief State School Officers that includes the National Governors Association, the National Conference of State Legislatures, the National Association of State Boards of Education and the Education Commission of the States. Working directly with 15 selected states, the program is leading a national effort to ensure that laws and policies in all 50 states strengthen the ability of superintendents and principals to improve student learning. The grant states are Montana, Connecticut, Delaware, Georgia, Illinois, Indiana, Iowa, Kentucky, Massachusetts, Missouri, New Jersey, Oregon, Rhode Island, Vermont and Virginia.

The Augenblick and Myers school funding adequacy study shows Montanans, for the first time, that it is possible to identify the cost of an adequate education in Montana’s K-12 public education school system. If this approach is further refined and implemented, the funding for K-12 public education in Montana will no longer be determined in a political way, based primarily on how much revenue is left over for K-12 public education, but in a manner that will reflect the cost of a particular set of goods and services, leading to a high level of student performance in Montana’s schools. This study not only includes the cost of meeting the Board of Public Education’s accreditation and performance and content standards, it also incorporates and addresses the costs of complying with the new "No Child Left Behind Act", passed with strong bipartisan support by Congress just last year. Key components of a quality education, needed to meet state and federal standards for K-12 public education, include:

    HRDC Board Membership
    There are fifteen members of the HRDC Board of Directors. One-third of the members are elected public officials currently holding office, or their designated representatives. One-third of the members are low-income individuals or representatives of the low-income sector in the community. The remaining one-third represents business, industry, labor, education and other major groups of interest in the community. Members are solicited from the respective sectors and are asked to submit a letter of application. Board members review applications and appoint members to fill vacancies. JOE MENICUCCI - BOARD CHAIR
    Joe has been the City Manager of Belgrade since 1990. He has previous experience working as a Community Development Director for the City of Polson, Montana. Joe spends much of his time supporting his community by serving on the Belgrade Transportation Committee, Gallatin County Transportation Committee, Belgrade Kiwanis and as the chair of the Belgrade Chamber Economic Development Committee. Joe also serves on the Board of Directors for the Montana Municipal Insurance Authority, Montana Rural Development Partners and Montana Economic Development Administrators.
