by Devin Bent January 1, 1808, the legal importation of slaves into the United States ended, outlawed by act of Congress. The first temperance society met in Saratoga, and the U.S. began its long battle against what we substance abuse. That same year, James Madison was elected the fourth President of the United States with George Clinton of New York as Vice President. Tecumseh, a Shawnee chief of growing influence among the Native American Nations in the Ohio Valley , was forging an alliance with the British in Canada and establishing his capital at Tippecanoe. Madison took the oath of office in 1809 and made some bad choices in his Cabinet appointments. Population and Growth Bogue , pages 44, 110). The population would have grown by another 2.4 million despite the disruptions of the War of 1812. Bogue , Table 7-14A, page 352) in a country of 10 million people which was adding hundreds of thousands per year. The immigrant streams that were to diversify the nation were a thing of the future. In 1820, there were 30 immigrants from Italy, five from Poland, five from all of Asia, and one from Mexico.

4 May 1822 Richardson 2:14749 The Constitution of the United States was formed by a convention of delegates from the several States, who met in Philadelphia, duly authorized for the purpose, and it was ratified by a convention in each State which was especially called to consider and decide on the same. In this progress the State governments were never suspended in their functions. On the contrary, they took the lead in it. Conscious of their incompetency to secure to the Union the blessings of the Revolution, they promoted the diminution of their own powers and the enlargement of those of the General Government in the way in which they might be most adequate and efficient. It is believed that no other example can be found of a Government exerting its influence to lessen its own powers, of a policy so enlightened, of a patriotism so pure and disinterested. The credit, however, is more especially due to the people of each State, in obedience to whose will and under whose control the State governments acted. between the whole American people which has the same force and partakes of all the qualities to the extent of its powers as a compact between the citizens of a State in the formation of their own constitution. It can not be altered except by those who formed it or in the mode prescribed by the parties to the compact itself.

Editor's Note : President James Monroe (1758-1831) was an ideal second act to follow George Washington's still-talked of visit to Portsmouth, NH. A teenage veteran of the Revolutionary War , Monroe had been an aid to Washington. A lawyer, Senator and twice governor of Virginia, Monroe was special envoy to France under Thomas Jefferson. In an ironic connection to Portsmouth, Monroe was Tobias Lear's boss at the War Department when the British burned the nation's capitol in 1614, two years before Lear killed himself. Monroe's presidency (1817-1825) coincided with the "Era of Good Feelings" at the end of the war with Britain. He is best known, of course, for his Monroe Doctrine which stated that the American continent was out of bounds for European colonization. Jefferson described him as a man without a blemish, and Monroe - just like president John Adams and Thomas Jefferson before him - on the Fourth of July. - JDR]

At age 18 he was "a little over 6 feet tall, with broad shoulders and a massive, raw-boned frame." [

At the Battle of Trenton in 1776, a bullet grazed the left side of Monroe's chest, then hit his shoulder and injured the axillary artery (the major artery bringing blood to the arm). The artery bled profusely. Monroe's life was probably saved by the doctor who stopped the bleeding by sticking his index finger into the wound and applying pressure to the artery. Surgeons later attempted to remove the bullet, but could not find it. Monroe recovered from the wound in 11 weeks, but carried the bullet in his shoulder the rest of his life. [

Contracted malaria while visiting a swampy are of the Mississippi River in 1785, and became very ill. He had several episodes of fever later in life, which were probably flare-ups of malaria. [

In March 1815, Monroe developed a prolonged illness of unknown type. It was apparently due to the strain of his duties, which included both Secretary of State and Secretary of War during the War of 1812 (which lasted until early 1815). His health began improving in the summer of 1815, after he relinquished his responsibilities in the War Department. His appearance improved more slowly. [

He enrolled at the College of William and Mary in Williamsburg but found revolutionary activity more interesting than his studies. With a group of classmates, he raided the arsenal at the British Governor's Palace, escaping with 200 muskets and 300 swords, which the students presented to the Virginia militia. Six months after Monroe joined the Continental army, he was fighting at the side of George Washington in New York.

In 1802 , then-president Thomas Jefferson sent Monroe to Paris to assist in the negotiations of the Louisiana Purchase . Monroe's presidency was later labeled "The Era of Good Feeling", in part because partisan politics were almost nonexistent. The Federalist Party had died out, the Whig Party had not yet risen, and practically every politician belonged to what is now known as the Democratic Party . Monroe, the last American Revolutionary War veteran to serve as president, was almost uncontested in his two elections.

The failures of Jefferson's and Madison's foreign policy, as well as the futility of the War of 1812, had impressed Monroe. They had made him think about other ways to safeguard American rights. MONROE, JAMES
, fifth president of the United States. Monroe, who succeeded James Madison as president of the United States in 1817, was the last of the dynasty of Virginia presidents that began with Thomas Jefferson in 1801. Much of Monroe's career was closely associated with his two presidential predecessors. After reading law with Jefferson, he retained close ties with his mentor, and through Jefferson, he became friends with Madison. Jefferson's and Madison's more brilliant minds, broader interests, and greater impact on their times have overshadowed Monroe's place in the history of the early Republic. Nevertheless, he achieved a high degree of success in public life and enjoyed wide popularity. For Monroe politics was a consuming interest; he was a pragmatic man keenly sensitive to political currents. As Jefferson's retirement from office approached, Monroe allowed his name to be brought forward by Virginia friends as an opponent to Madison for the Republican nomination for president in 1808. Despite Monroe's differences with Madison, Jefferson succeeded in keeping the circle of friendship from being permanently broken, and in 1811 President Madison brought Monroe into his cabinet as secretary of state. For a time during the War of 1812, Monroe also acted as secretary of war. Harry Ammon
