His dress plain and in the old style.... His manner was quiet and dignified. From the frank, honest expression of his eye ... I think he well deserves the encomium passed upon him by the great Jefferson, who said, 'Monroe was so honest that if you turned his soul inside out there would not be a spot on it.' " Born in Westmoreland County, Virginia, in 1758, Monroe attended the College of William and Mary, fought with distinction in the Continental Army, and practiced law in Fredericksburg, Virginia.

      • Studied law with Thomas Jefferson from 1780-1783
      Occupations
      • Served in the Continental army from 1776-1778. Accepted the post as the Military commander of Virginia in 1780. Became a member of the Virginia Council of State from 1782-1783. Monroe was a member of the Continental Congress from 1783-1786, during which time he rallied for the granting of western lands to veterans of the Revolution, pressed for free trade to be established along the Mississippi River, and wrote up a proposal for the Constitution that would give congress the authority to regulate foreign and interstate commerce. From 1790-1794, Monroe served as a Senator, proposing and obtaining the changing of an internal rule of Congress that would allow the public to attend Senate sessions, and opposing both Washington's Proclamation of Neutrality and the proposed creation of a standing army. Monroe served as the Minister to France from 1794-1796.

Monroe is best known for the "Monroe Doctrine." which stated that the United States would not allow European interference in the Western Hemisphere. He was the last Revolutionary War general to serve as President. Elected:
The Early Years
James Monroe was born at Monroe's Creek in Westmoreland County, Virginia, to a father of Scottish and a mother of Welsh descent. From the age of 11 to 16 he studied at the Campelltown Academy. When James was 16, his father died. That same year, 1774, he began his studies at the College of William and Mary. The fever of the Revolutionary War sweeping the country was not conducive to studies, and in 1775 he dropped out of school. He joined the Williamsburg Militia and eventually the Continental Army. Monroe had a distinguished career ,and rose in rank from Lieutenant to Lieutenant Colonel. He fought in the battles of Harlem Heights, White Plains, Trenton, Brandywine, Germantown and Monmouth. From 1780-82, he studied law under Thomas Jefferson. From 1783-1786, Monroe served as a member of the Continental Congress. In 1790, he became a US Senator from Virginia. Four years later he became Minister to France. In 1796 he was recalled by Washington for not publicly defending the Jay Treaty with Great Britain. From 1799-1802 Monroe served as the Governor of Virginia. In 1803 he assisted US Minister Robert Livingston in negotiating the Louisiana Purchase. From 1803-1807, Monroe was Minister to Great Britain, a job that he found increasingly difficult as he was not successful in convincing the British to abandon their policy of impressment of US citizens, the largest problem in US British relations.

JAMES MONROE
was born on April 28, 1758 in Westmoreland County, Virginia. He was one of five children of Spence Monroe and Elizabeth Jones who were both natives of Virginia. The Monroe’s lived on a small farm and young James walked several miles each day to attend the school of Parson Campbell, who taught him the stern moral code that he followed throughout his life. In 1782, at the age of 24, Monroe was elected to the Virginia State Legislature. He was the youngest member of the Executive Council and in 1783, was elected to the United States Congress that was meeting in New York City. He served in Congress for three years and during this time he became interested in the settlement of the “western” lands between the Allegheny Mountains and the Mississippi River. He was chairman of two important expansion committees – one dealing with travel on the Mississippi River and the other involving the government of the western lands. Congress was meeting at that time in New York City, and while there Monroe met Elizabeth Kortright, whom he married on February 16, 1786. The couple had three children: Eliza Kortright Monroe (1786-1835), James Spence Monroe (1799-1800), and Maria Hester Monroe (1803-1850).

    James Monroe was born in Virginia before the US became a country. He was one of severn Presidents from Virginia. He was an Episcopalian. Monroe served in the American Revolution. He is best remembered for the Monroe Doctrine. The White House was still being rebuilt when he became president. On January 1, 1818, the president and his wife held a public reception marking the reopening of the White House. The White House was painted white the year Monroe became president. James Monroe was President during the First Seminole War, 1817-1818 James Monroe ran unopposed for his second term.(1820) The U.S. took over Florida from Spain during his term. In the election of 1820, Monroe received every electoral vote but one. A New Hampshire delegate wanted Washington to be the only president elected unanimously. He became president after more than 40 years of public service. Long public service made him a poor man, and in 1830, he was forced to move in with his daughter. He died there on July 4, 1831. He was the third of five presidents to die on the Fourth of July. John Adams and Thomas Jefferson died five years before. Monroe died of heart failure.
