U.S. DOE Renewable Energy Mission to Inner Mongolia Rural Electrification and Large Wind Farm Development
A May 1996 report from U.S. Embassy Beijing
Summary: The Government of the Inner Mongolia Autonomous Region in China has large scale plans for the use of renewable energy technologies for development as well as large scale grid-connected energy. Wind and photovoltaic technologies are being widely deployed in remote rural villages and isolated households in hybrid systems with electrochemical battery storage. Large scale wind farm development is also proceeding at several sites in Inner Mongolia with special price incentives for stimulating investment. The renewable energy opportunities in Inner Mongolia are large for rural off-grid development and as well as for grid-connected power stations, with significant opportunities for the U.S. renewable energy industry. This cable is part of a series on sustainable development in China from the Environment, Science and Technology (EST) Section of the U.S. Embassy in Beijing.
Renewable Energy Policies of the Inner Mongolia Government
Inner Mongolia is a long narrow, 1.2 million square kilometers land mass in northern China, 880 thousand square kilometers of which is grassland. At present there are over 300,000 households in Inner Mongolia without electricity. According to Wang Ji Xang, Deputy Director of the Science and Technology Commission of Inner Mongolia and Lin Li, Director of the New Energy Office of Inner Mongolia, over 110,000 households in Inner Mongolia have been electrified using small wind.

Government
THE MONGOLIAN PEOPLE'S REPUBLIC was undergoing a major transition in the development of its government and political institutions in the late 1980s. Beginning in 1984, the country had embarked on a program to restructure its political and economic system in ways that engaged the entire population and made it responsible and accountable for the country's modernization. Much of the inspiration for this program came from the Soviet Union's examples of glasnost and perestroika Government Structure

Since that time, the International Development Association's (IDA) portfolio has developed from quick-disbursing balance of payment assistance and technical assistance to comprise operations supporting poverty alleviation, rehabilitation of infrastructure, and structural reforms primarily in the financial and enterprise sectors. IDA's main objectives in Mongolia are to support the Government in completing the transition to a market-led economy, to improve living standards and reduce poverty. To this end, IDA is assisting the Government to create an environment conducive to private sector-led growth, to tackle transitional and structural poverty, and to manage the country's resources strategically to improve long-term growth.
