The history textbook project pops up somewhere every day in the world. Moldavia (Moldova) is today's special, being the subject of a long article in the New York Times (2/25/02). Romanian-speaking Moldavia was part of the USSR until the breakup. There was rejoicing when democracy and capitalism prevailed, but soon disillusionment with both spread. Disillusionment is a common political phenomenon. I was in Madrid in 1931 when the republic was proclaimed amidst unbridled euphoria. Disillusionment soon set in, and the result was civil war. We must beware of this phenomenon. Argentines are disillusioned. After a decade, the Communists returned democratically in Moldavia, and instituted educational reforms. The previous regime had abandoned Soviet-era textbooks and substituted the history of Moldavia in a Rumanian rather than a Soviet context. (I had written "Romanian", but the Eudora spell-check prescribes "Romania, Rumanian". Does that make sense?) Now the neo-communists went into reverse gear, reimposed the study of Russian and textbooks written in a Soviet context. The result has been massive street riots by students. This is a perfect example of the relationship between history textbooks and politics. Teachers are fighting, students are frustrated and confused. Ronald Hilton - 2/26/02

BACKGROUND: History and Demographic Characteristics Moldova's unique locality, at the perimeter of eastern and western cultures, has contributed to a long and difficult struggle against other countries and to the very difficult task for the indigenous Moldovan people to maintain their cultural and political sovereignty. During the Middle Ages, as well as in modern times, Moldova, like other principalities, carried out a policy oriented towards the maintenance and recognition of its independence, the defense of its territory, and the preservation of its frontiers. Being stategically positioned, Moldova was fought over and fragmented by the great im perial powers of Austria, Russia and Turkey for much of its history. This territory was the component part of country - Principate of Moldova from the beggining of the existence of Romanien states. One of the most glorious eras in the history of Moldova occured the reign of the government of Stefan cel Mare (Stefan the Great) between 1457 and 1504. During these years, Moldovans won brillant victories over Turks, Tartars, Hungarians, Poles and other invaders. This temporary succes, however, was no guarantee of the nation's future stability. In January 1918, following the collapse of tsarist Russian Empire, this region, comprised of part of the present territory of the Republic of Moldova and part of Ukraine, Bessarabia declared its independence from Russia when it was named the Democratic Republic of Moldova and reunited with Romania in March of 1918. The newly formed Union of Soviet Socialist Republics (USSR) in the end of 1922 refused to recognize this reunification, however, and in 1924 created the Moldovian Autonomous Soviet Socialist Republic (MASSR) in the territories to the east of the Dnestr River.

GUUAM (Georgia, Ukraine, Uzbekistan, Azerbaijan and Moldova) Group was formally founded as a political, economic and strategic alliance designed to strengthen the independence and sovereignty of these former Soviet Union republics. During the five years of cooperation GUUAM group became an important structure, which looking to enhance regional economic cooperation through development of an Europe-Caucasus-Asia transport corridor. It has also become a forum for discussion on various levels of existing security problems, promoting conflict resolution and the elimination of other risks and threats. Cooperation among delegations of Azerbaijan, Georgia, Moldova and Ukraine started in 1996 in Vienna, Austria, at the CFE Treaty Conference, where four states issued joint statements and proposed common initiatives. On October 10, 1997, the Presidents of Azerbaijan, Georgia, Moldova and Ukraine met in Strasbourg during summit of the Council of Europe and stated their mutual interest in developing bilateral and regional cooperation, European and regional security, political and economic contacts. st century.

Historical Romanian-Speaking Regions in Southeastern Europe During the second half of the fifteenth century, all of southeastern Europe came under increasing pressure from the Ottoman Empire, and despite significant military victories by Stephen the Great (Stefan cel Mare, 1457-1504), Moldova succumbed to Ottoman power in 1512 and was a tributary state of the empire for the next 300 years. In addition to paying tribute to the Ottoman Empire and later acceding to the selection of local rulers by Ottoman authorities, Moldova suffered repeated invasions by Turks, Crimean Tatars, and Russians. In 1792 the Treaty of Iasi forced the Ottoman Empire to cede all of its holdings in what is now Transnistria to the Russian Empire. An expanded Bessarabia was annexed by, and incorporated into, the Russian Empire following the Russo-Turkish War of 1806- 12 according to the terms of the Treaty of Bucharest of 1812 (see fig. 14

During the summer, Moldova became the defendant in two cases lodged with the European Court of Human Rights (ECHR).
On July 5, the ECHR announced that it would examine the case in September. While signing the Convention on Human Rights, Moldova reserved the right not to bear responsibility for convention infringement in Transnistria. Whether Moldova will be found guilty or not depends on how the ECHR interprets the reservation. At the ECHR's request, Romania participates in the trial as third party to protect the interests of its citizen, Ilie Ilascu, also a member of the Romanian Senate. On July 26, Ilascu said he believes ECHR will find Moldova guilty, a move that will compel Chisinau to pay thousands of dollars in penalties.
On August 2, on the eve of the three-week period ECHR allowed the Moldovan government for considering possibilities to settle the case, Premier Vasile Tarlev called a special meeting of the cabinet. The government drafted a letter to the ECHR to inform the Court of Chisinau's desire to settle the case and to ask that the examination of file No. 45701/1999 be postponed for half a year. BMC's representative to the ECHR, Christian-Democrat deputy Vlad Cubreacov, welcomed the decision. On August 28, the ECHR responded that it was ready to postpone the trial if Chisinau submitted in writing by September 1 its proposals for solving the conflict.

I regret that those who have governed during the last 10 years and now are organizing actions of protest did not institutionalize the study of the history of Moldova when they were at power. If a state exists, it should necessarily have a history of its own. In what regards the history that has been studied during the last ten years, in my opinion, is one that belongs to Romanian ethnic and it may be studied not only in Romania or in the Republic of Moldova, but also in all the sates where Romanians live. EDUCATIONAL ADVISING CENTER IN MOLDOVA - History and Present.
The purpose of this article is to draw your attention both as readers and decision makers on the achievements and difficulties experienced while running an Educational Advising Center in Moldova, a former USSR republic. The story can be divided into three parts and their names may be well noticed in the title that we proposed for discussion:
  • What has been done in the Moldova EAC? How are things going now? What may be done in the future?
  • It is not difficult to answer these questions, especially the first two of them. Who does not know more about our history than we do? The Center started its activity in 1994 as a result of a partnership project between the United States Information Agency and the Open World House - an institution established by the Soros Foundation in Moldova. Open World House was an institution with a lot of facilities available to the public, so that the EAC was another place due to which people came and visited the organization. It offered from the very beginning information about study opportunities in the US and other countries. The educational advisers at the Center were the people who have been coordinating the Edmund S. Muskie/Freedom Support Act Fellowship Programs, as well as collaborating with other coordinators of such programs as US Government sponsored programs, Soros Scholarship Programs etc. Things were going well. People started to get used to the fact that there is a place where they can find everything about US education: starting with information resources about accredited US Universities and finishing with preparation materials necessary to take the required standard exams. A Web page was designed immediately when the Center was connected to the Internet. It was a very simple one, but useful. 10 visitors per day have been visiting the site continuously since then.

    Moldova Aid Project is a UK charity which sends humanitarian aid to a children's hospital and an orphanage in Moldova; a former Soviet state situated between Romania and the Ukraine.
    We have sent four lorries full of aid since 1997, our most recent in summer 2001. We are currently working towards sending our fifth lorry and building links between a Moldovan hospital and one in the UK.
    Among our achievements so far, we have:
  • Replaced the mattresses in several wards of Moldova's main children's hospital.
    Provided height adjustable beds, cots and computers for the hospital.
    Enabled disabled girls at the orphanage to learn craft skills and sell some of their work.
    Clothed needy members of the public, including children who were previously unable to attend school.
