CTE Mission Vocational and adult education programs and services provide individuals (secondary, postsecondary, and adult) with the knowledge and skills needed to prepare them for employment in current and emerging fields to continue their education, or to be retrained for new business and industry practices. CTE governance structure Perkins funds are distributed through the Department of Education. The Department of Education also is responsible for administration of secondary and postsecondary CTE with the State Board of Education overseeing programmatic control of both secondary and postsecondary CTE. State Director Roles and Responsibilities CTE Connections to Secondary Education Recent CTE success story The Division of Vocational and Adult Education has consolidated the 180-day follow-up for postsecondary and adult students into one report. The web-based reporting tool combines three forms into one form. The new follow-up report will become a part of the Department's Core Data Collection System. The cost savings are approximately $350,000 over two years. Additionally, the change in reporting has also seen a 60% reduction in the amount of administrative time involved with the follow up data. The time is now being used to analyze the data. They are also providing more technical assistance to schools on how to use the data to improve instruction.

Notes from the April 17-18, 2002,
meeting of the State Board of Education REPORT ON REAUTHORIZATION OF ESEA – READING FIRST PROGRAM
Dr. Dee Beck, Coordinator of Federal Programs, presented a report focused on Reading First, a new program of the ESEA Reauthorization. Reading First targets K-3 reading and Missouri expects to receive $15 million this year. Up to 20 percent of the money will be set aside for statewide reading initiatives and the remaining 80 percent of the money will be distributed to local school districts that qualify, based on the number of students scoring in the bottom two levels of the 3 rd grade Communication Arts MAP. Districts applying to receive the grant will need to include reading components for job embedded professional development, research based instructional strategies and valid assessments in grades 1-3 in their proposal. DESE intends to convene a committee to recommend appropriate assessments. In addition, DESE will be stressing the use of a balanced reading program which includes phonemic awareness, word study, vocabulary, fluency and comprehension
