Missouri Historical Background In 1990, school districts, students, and taxpayers filed lawsuits, later consolidated, claiming that Missouri's school finance system violated the state constitution's equal protection and education clauses on both "equity" and "adequacy" grounds. The Committee for Educational Equality, a non-profit group, began in a rural part of the state and built an alliance of rural and urban low-wealth school districts. The St. Louis and Kansas City School Districts joined the litigation as intervenor-plaintiffs and four property-wealthy school districts joined as intervenor-defendants. The trial court, in Committee for Educational Equality v. State , No. CV190-1371CC, slip op. (Cir. Ct. Cole County January 1993), declared the funding system unconstitutional and held that the state must provide the same educational opportunity to children living in rich and poor districts. In response to the circuit court decision, the General Assembly passed and the Governor signed the Outstanding Schools Act of 1993, which increased school funding by raising taxes, improved funding equity, and instituted education reforms such as standards and assessments. Kaplan (Broadcast students)
This scholarship goes to a second year graduate student enrolled in the producer option of the Broadcast News Department. Daniel J. Kerlick Scholarship Fund (Advertising students)
One or more scholarships shall be presented, with first preference given to advertising students with the highest standards of vision, leadership and drive. These students shall seek to work for humanitarian reasons and have a strong desire to help others. Additional preference is given to those working to put themselves through school. If no eligible advertising major exists, other sequences may be considered. Klein (General scholarship)
Preference is given to graduate students showing financial need. Robert P. Knight (General scholarship)
One or more scholarships are given to full-time students, with preference for participants of AHANA or MIPA workshops. KODAK (Photojournalism students) One or more scholarships are presented to full-time sophomores or juniors accepted into photojournalism. Selection is based on experience, GPA, photo coursework, portfolio, creative and technical ability, initiative, extracurricular activity, ability to communicate, leadership and faculty recommendations. A recipient of this scholarship is considered a Kodak Professional Photography Scholar.

Missouri Must Invest In Its Education System To Compete Nationally
Non-Partisan Education Coalition Announces Its Findings From Education Funding Study Kansas City, MO.-The second phase of a comprehensive study to define what constitutes an adequate level of funding for Missouri's public schools has been released. It finds that an additional $913 million above what was spent in the 2001-02 fiscal year is needed to adequately fund schools. This cost of adequacy represents the amount of money it would take in order for Missouri's public schools to have the resources necessary to meet both state and federal standards for student achievement. The figure does not take into account the recent reductions in state aid to Missouri's public schools. The report also calls for additional funding for schools as state and federal mandates increase in the coming years. The study was commissioned in August 2002 by a non-partisan, informal coalition of education, philanthropic and business interests, the Missouri Education Coalition for Adequacy (MECA). Carter Ward, chair of MECA, explained, "We are convinced that in order for this State to be competitive in a knowledge based global economy, Missouri must ensure that its education system can raise the achievement of all students to high levels. This means that the funding must be adequate to ensure that Missouri's schools provide educational and support services needed by all of its children."

Block of General Education Credit for Transfer
Missouri’s public and independent two- and four-year institutions provide students with general education in support of academic degrees. As part of its statutory authority, the Coordinating Board for Higher Education has promulgated Credit Transfer guidelines. Included in these guidelines is a 42-hour block of general education credit for transfer. Several excellent institutions have expressed their commitment to working with transfer students but do not conform to the 42-hour block of general education credit as outlined in the CBHE Credit Transfer Policy. These institutions have indicated their commitment to work with transfer students to ensure a smooth transition from one institution to another. The following institutions have notified the CBHE Committee on Transfer and Articulation (COTA) that they have a 42-hour block of general education credit for transfer that is being implemented. The Journal of The Missouri Bar is the official publication of The Missouri Bar. Published six times annually, the Journal carries substantive articles on timely legal issues, as well as regular columns addressing such important areas as taxes and malpractice prevention. Notices of Supreme Court rule changes, upcoming meetings, continuing legal education programs and more may also be found in each issue. The Online Version of the Journal is available on this site. The Journal of The Missouri Bar is also the only state bar publication which carries advertising. Both display advertising and classified advertising appears in the Journal. In addition, the Journal qualifies, under state statute, as a forum for publication of notices of corporate dissolution. Published six times annually, the Missouri Bar Bulletin keeps lawyers abreast of news about state bar activities and programs.
