General Information
The Father of Public Schools
Born near Greenville, S.C., in 1790, Daniel Dunklin moved to Missouri, settling with his widowed mother at Mine-a-Breton, near Potosi, in 1810. Dunklin began his political career in 1815 with appointment as sheriff for Washington County by territorial Gov. William Clark. In the same year, Dunklin took as his bride, Emily Haley He built a small tavern in Potosi, and it soon became the general meeting place for the discussion of society and politics. In July 1822, a group of delegates from Washington County met at Dunklin's Tavern to nominate a representative to the state legislature. Dunklin was nominated and later elected, serving in the legislature from 1822 to 1823. Following his term, he spent the next four years in Potosi, living off profitable investments in the mines. He returned to politics in 1828, being elected as lieutenant governor. Four years later in 1832, Dunklin was elected Missouri's fifth governor. While Dunklin was governor, the Platte Purchase added additional land to northwestern Missouri. Gov. Dunklin is often called the father of Missouri's school system. He sought to establish public schools on a firm and stable basis. In 1835, the General Assembly passed a law establishing the public school system in Missouri. The law outlined the minimum school year, established the basic curriculum, and allowed for local taxation to support schools. In the field of higher education, Dunklin recommended in 1834 that a site for a state university be chosen and partially funded through the sale of land. Five years later, the University of Missouri became a reality.

Calling him "a man of great integrity, a man of great judgment and a man who knows the law," President George W. Bush announced his decision to nominate John Ashcroft to serve as Attorney General of the United States on December 22, 2000. Upon confirmation by the Senate, Ashcroft pledged to renew the war on drugs, reduce the incidence of gun violence and combat discrimination so no American feels outside the protection of the law. Ashcroft was born in Chicago, Illinois, on May 9, 1942. He was raised in Springfield, Missouri, where he attended public schools until enrolling at Yale University, where he graduated with honors in 1964. He received his J.D. from the University of Chicago in 1967. He began his career of public service in 1973 as Missouri Auditor and was later elected to two terms as the state's Attorney General. His ability to work with leaders of both political parties prompted his colleagues in the non-partisan National Association of Attorneys General to choose him as Chairman. Ashcroft was elected Governor of Missouri in 1984 and held that post until 1993. During his tenure, he balanced eight consecutive budgets and served as Chairman of the Education Commission of the States.

A decade ago when a circuit court judge famously declared that Missouri schools ranged from the "golden" to the "god-awful," state lawmakers overhauled the system for funding public schools to ease the financial disparity between rich and poor districts. Although they achieved that goal at first, the gap between the haves and the have-nots today is greater than it was in 1993. As a result, another lawsuit is in the works to challenge the system. Gene Oakley, who as superintendent of the Greenville School District at the time played a prominent role in the earlier lawsuit, said state mandates are one reason school districts are struggling financially and considering additional legal action. "They gave us money and required new standards. Now they've taken the money away and still require the new standards," Oakley said. "Something needs to be done about that." Oakley, the Carter County presiding commissioner, is retired from education but is advising the districts preparing to sue the state.

Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 170, RSMo, is amended by adding thereto one new section, to be known as section 170.018, to read as follows: 170.018. 1. This section shall be known as, and may be cited as, the "Missouri Standard Science Act." 2. As used in this section, the following terms mean: (1) "Analogous naturalistic process", a verifiable process which is either a present-day naturally occurring process similar to a past naturalistic process or the human-directed duplication of a process similar to a past naturalistic process. The verifiable process uses similar natural materials, mechanisms, and conditions as the past naturalistic process and produces an equivalent end result; (2) "Biological evolution", a theory of the origin of life and its ascent by naturalistic means. The first simple life was developed from basic elements and simple molecules through the mechanisms of random combinations, naturally occurring molecular structures, other naturalistic means, and millions of years. From the first simple life, all subsequent species developed through the mechanisms of random variation, mutation, natural selection, adaptation, segregation, other naturalistic means, and millions of years. The theory is illustrated by the evolutionary phylogenic tree. Theory philosophically demands only naturalistic causes and denies the operation of any intelligence, supernatural event, God or theistic figure in the initial or subsequent development of life;
