In rural areas of Missouri, many schools have difficulty attracting teachers for specific subjects, yet students at these schools must still take courses in these subjects that are required by the state for graduation. An organization called GreaterNET has found a solution to the problem: offering courses to school systems via Interactive Television (I-TV). Located in Blue Springs, Missouri, GreaterNET is an independent, not-for-profit, member-based organization whose mission is to broker I-TV courses across Missouri and provide support services for K-12 schools involved in two-way interactive television. GreaterNET offers support services such as I-TV project management, training, grant writing, and technical consulting to its school and higher education institution members.
Ellen Ervin, executive director of GreaterNET, describes I-TV as similar to videoconferencing. "We use the same technology as corporations use when they have video conference calls. This technology allows students and teachers to interact live through television the same way," she said.

LightCore Wins $3.3 million Bid to Upgrade Missouri Research and Education Network CHESTERFIELD, Mo. – (Dec. 10, 2003) – The Missouri Research and Education Network (MOREnet), a unit of the University of Missouri System, has awarded LightCore a three-year, $3.3 million contract to provide high-speed bandwidth services. Installation work is underway and the project should be completed in the first quarter of 2004. MOREnet will use LightCore to provide high-speed backbone data services, including access to the Internet and Internet2, and videoconferencing services to Missouri's K-12 schools, colleges and universities, public libraries, health care, state government, and other affiliated organizations. LightCore will provide service via dual diverse ring-protected fiber optic routes into MOREnet's data centers in St. Louis, Kansas City, Columbia, Jefferson City, and Springfield. “When we looked at LightCore's network reach it almost appeared as though portions of it were built precisely for this project. LightCore has an ‘On-Net' presence in all the sectors that we needed to get to,” said Bill Mitchell, executive director of MOREnet. “In addition to submitting a compelling bid, it was also clear that LightCore was committed to our future. “A single reliable, carrier-class, high-quality network offers economies of scale, as well as more options than several smaller networks,” Mitchell said. “Network sharing allows MOREnet customers access to a broader range of services – giving each organization more than any one could afford alone.”

MOREnet's goal is to facilitate the creation of high-quality digital resources for Lewis and Clark materials for classroom use. MOREnet is working together with the eMINTS program, Missouri Department of Elementary and Secondary Education, Missouri State Archives, University of Missouri-Columbia's College of Education, University of Missouri-Columbia Department of Geography, Missouri Historical Society and others to make Lewis and Clark resources unique to Missouri digitally available through the MOREnet network.

The 108th Congress convened on January 7th, 2003, and continues until January 2005. Detailed information on the 108th Congress is available from the Office of the Clerk, U.S. House of Representatives ( http://clerk.house.gov/
In March 2003, the Census Bureau released new demographic and geographic data for the 108th Congressional Districts. This web page reviews the scope and use of these data resources and summarizes Proximity information resources that can be used to process, integrate these data with your own data, and interpret the data, and help with decisionmaking analyses. How and Where Have Congressional Districts Changed? Using the State of Missouri as an example, the above graphics show Missouri by 107th CD, 108th CD, and 107 superimposed on 108. County boundaries are shown in gray. It is evident that CD 09 has expanded to the south and southwest and contracted in the area north of St. Louis. Several other Districts have had similar changes. This pattern of changing district boundaries is typical of most states with more that one district. Using Census 2000 demographics it is possible to determine how the demographics of the overall district have changed resulting only from the changing geography. That is, these data show change resulting from change in geographic territory only not reflecting change in population growth or composition over time.

Clayton is a suburb of St. Louis, Missouri with a student population of approximately 2,000. The district has three elementary schools, one middle school and one high school. Accredited “with distinction” by the Missouri Department of Elementary and Secondary Education, each of its schools has received a “Blue Ribbon Award” from the U. S. Department of Education. Coordinating K-12 and Higher Education Systems to Support Student Achievement
Many local school-college efforts are operating across the country. These partnerships principally center around curriculum development (academic alliances), teacher preparation and professional development (clinical or professional development schools), and student support services (early outreach programs that include mentoring or tutorial supports). While the programs are encouraging, the vast majority still operate on the margin, in both schools and postsecondary institutions. Unfortunately, most have yet to be integrated into the structure and programs of the institutions. New Governance Structures. One strategy for coordinating K-12 and higher education systems is to create a governance structure that assigns direct responsibility for such coordination. In 1991, the Maryland Higher Education Commission and the Maryland State Department of Education jointly appointed and currently share a deputy secretary of higher education/deputy superintendent of education. The role of the office is to coordinate and promote the concept of a single continuum of education kindergarten through graduate school. The deputy is responsible for coordinating the complementary interests, programs, and authority of both state agencies for achieving shared state education goals.
