The MIMH Child and Family Mental Health Services Research Division (CFMHS) was created in 1999 in response to a Department of Mental Health request that the Institute expand services to the children and families of Missouri. Its purpose is to provide high quality evaluation, research, T he unit conducts projects throughout the state of Missouri and currently has personnel located in St. Louis, Columbia, Kansas City, and Jefferson City, including an individual serving as a liaison from MIMH to the Missouri Department of Mental Health. This past year CFMHS faculty and staff have been very productive, and we have conducted a number of projects throughout Missouri. Primary among these important projects has been the evaluation of the Missouri S chool-based P revention, I ntervention and R esources Substance Abuse ( SPIRIT) I ni t iative. This is the first year for SPIRIT , an ambitious three-year substance abuse prevention project created and funded by the Missouri Department of Mental Health’s Division of Alcohol and Drug Abuse. SPIRIT is designed to implement evidence-based substance abuse prevention programs in five school districts throughout Missouri: Hickman Mills in Kansas City; Carthage; Knox County; New Madrid; and Jennings.

Bob Holden said today that early childhood programs will be a key beneficiary of funds from Missouri’s share of the national tobacco settlement. "My Healthy Families Initiative offers a comprehensive plan for how these funds will be used to ensure the health and well-being of Missouri families," Holden said.
  • $6.1 million to increase the number of at-risk families served by the acclaimed Parents as Teachers program; $3.5 million to increase access to child care for low-income working families; $1.6 million for the Early Head Start program; $1.1 million for grants to communities to meet locally identified needs so all children have access to quality early childhood services; $852,950 to expand successful community-based prenatal and early childhood nurse home visitation programs.

Adopt-A-Student program helpful for students, families Missouri Valley College students welcomed into local homes for holidays By Naomi Campbell January 15, 2003 The holidays are often thought of as a time to get together with family, but for some Missouri Valley College students, the trip home for the holidays would have been too far to travel. While other students went home for Thanksgiving and Christmas during the holiday break from college, students from countries such as Uruguay, Argentina and Jamaica had to stay on campus without plans to see their families.

Declaration of policypurpose of Missouri family trust. 402.199. 1. The general assembly hereby finds and declares the following: (1) It is an essential function of state government to provide basic support for persons with a mental or physical impairment that substantially limits one or more major life activities, whether the impairment is congenital or acquired by accident, injury or disease; (2) The cost of providing basic support for persons with a mental or physical impairment is difficult for many to afford and they are forced to rely upon the government to provide such support; (3) Families and friends of persons with a mental or physical impairment desire to supplement, but not replace, the basic support provided by state government and other governmental programs; (4) The cost of medical, social or other supplemental services is often provided by families and friends of persons with mental or physical impairments, for the lifetime of such persons; (5) It is in the best interest of the people of this state to encourage, enhance and foster the ability of families and friends of Missouri residents with mental or physical impairments to supplement, but not to replace, the basic support provided by state government and other governmental programs and to provide for medical, social or other supplemental services for such persons;

Success Stories: "Home at Last" for Five Proud Missouri Families
Outline of Need: Young families, single parents, good hard working people, all in need of decent, safe housing. Shelby County, Missouri, a rural area, offered little hope for new homes for these families. Unable to pursue conventional lending, yet credit-worthy, and willing to work hard for their homes, these families turned to the Rural Development Self-Help Housing program. How Rural Development Helped: The Rural Development Self-Help Housing Program provides low and very-low income people in rural areas the opportunity to build their own home. The North East Community Action Corporation (NECAC), partnering with Rural Development, assisted these families in building their own homes. NECAC provides the technical assistance and Rural Development provides the loan funds for the house and lot. The families and individuals work together as a team with family members and friends on weekends and evenings after work to build each other's homes. The work was done under the guidance of NECAC's construction supervisor, funded by a Technical Assistance Grant from Rural Development. The families performed approximately 65 percent of all the construction work. By working together for about eight months they complete the homes at the same time. The hard work becomes their down payment commonly called "sweat equity."

ACHIEVING THE AMERICAN DREAM Dawkins
USDA has declared June of 2002 National Homeownership Month. Homeownership has long been recognized as a key component of the "American Dream" and provides tremendous social and economic benefits to our society. Five families are working toward living that dream in Shelby County, Missouri. An event recognizing National Homeownership month was held in Shelbina on Tuesday, June 4, 2002.
Gregory C. Branum, USDA Rural Development State Director for Missouri and Master of Ceremonies for the celebration, said, "I can't think of a better way to "kick off" Homeownership month than to recognize the success of these deserving families," Branum said. "They have worked very hard for many months on building their own home through the USDA Self-Help Housing Program."
"I'm impressed with the dedication and commitment of the families to become homeowners," said Arthur A Garcia, Administrator of the USDA Rural Housing Service (RHS), shown here in the center of the photo, from Washington D.C. headquarters. "They demonstrate the success of working hard to achieve the American Dream." Also shown on the right, is Greg Branum, USDA Rural Development State Director for Missouri.

Holden Proposes $7 Million Boost for Acclaimed Parents as Teachers Program "Through Parents as Teachers, people who might not know the first thing about parenting when their child is born become actively involved in making the kind of choices that will prepare that child to be ready to learn and socialize with other children when he or she reaches school age," Holden said. "I want to use this money so we can reach more families to give their children a healthy start in life," Holden said. "This additional funding will increase the number of at-risk families served and increase home visits for at-risk families." Bob and Lori Hauser Holden utilized the Parents as Teachers program with their sons, Robert III and John D. The Holdens said the program helped them decide when to send Robert to kindergarten and offered insight on the boy’s recurring ear problems. Holden has set a goal of increasing the number of Missouri families who participate in the Parents as Teachers program to 75 percent before he leaves office. Currently, 47 percent of eligible families take part.

June 3, 2002 Report No. 2002-42 The following areas of concern were discovered as a result of an audit conducted by our office of the Department of Mental Health, St. Louis Regional Center. The St. Louis Regional Center (SLRC) is one of eleven regional centers established by the Department of Mental Health. The Department of Mental Health allocates portions of its department-wide appropriations to the St. Louis Regional Center to pay for the costs of services provided to Regional Center clients. The Regional Center purchases services for clients who live in personal residences and pays a portion of the costs for eligible clients who live in Community Placement facilities. Allocations are also used to fund specialized programs such as First Steps, Autism, and Choices for Families. There is a lack of control over the spending of allocations. Regional Center management indicated they compare the total allocations to the total costs of authorized services on a monthly basis. Since the Regional Center overspent program allocations by more than $2 million during the years ended June 30, 2001 and 2000, it does not appear that adequate steps were taken to control spending.
