INTRODUCTION Family Court Services
operates programs to meet the diverse needs of youth, families and the community. Through these programs, Court personnel aim to provide youth and families with new ways to cope, experience their potential, and assist youth in abstaining from delinquent behavior. Habilitative and rehabilitative services include: clear expectations and provide assistance in developing abilities to make good choices; recognize and experience individual potential; and opportunities to develop academic, vocational and life skills. There are additional preventative programs in place, developed and operated in collaboration with agencies and volunteers that strive to build stronger families, more effective parents and thereby reducing risks for children. These programs offer a broad range of services directed toward community problems encompassing both children and families, addressing parenting skills, issues of substance abuse, sexual abuse, lack of employment skills and opportunities, and education concerns.

    Adoption Subsidy Program
    Program Description
    The basic goal of the Missouri Adoption Subsidy Program is to encourage the adoption of children with "special needs." More specifically, this program is intended to assist families that could not otherwise afford, through their own income and resources, to meet the cost of adopting a "special needs" child. Subsidy payments are made to meet the needs of the adopted child. Thus, while the resources and circumstances of the adoptive parents are considered in determining the services needed and the amount of the subsidy, no family is determined to be ineligible simply because of their income or resources. Adoption subsidy payments are available for an eligible child who is under the age of 18 at the time of the child's placement for adoption. Such paments may continue until the child is 18 or, in special situations, until the child is 21. In addition, if a child is placed in another state, or if a child moves from Missouri with his adopted family, the subsidy payments may continue.

Family Planning in Missouri Introduction: Need for Family Planning Services Unintended pregnancy, especially unintended childbearing, has important consequences not only for the individuals involved but also for the society as a whole. The individual woman may face decreased life opportunities and/or economic hardship as a result of an unintended pregnancy. In addition, higher rates of poor outcomes (low birth weight, infant mortality) and poor prenatal behavior (inadequate prenatal care and substance abuse) are associated with unintended pregnancies. Unintended pregnancies accounted for over half (57.3 percent) of all pregnancies in the United States in 1987. Half of these unintended pregnancies end in induced terminations and half result in live births. The proportion of births resulting from unintended pregnancies increased from 37 percent in 1982 to 44 percent in 1990. In Missouri the proportion of births resulting from unintended pregnancies may be even higher. Provision of family planning services to women at risk of unintended pregnancy thus becomes of vital importance. Missouri is close to the national estimated rate for both the percentages of all women age (13-44) at risk of unintended pregnancy (48.4 Missouri, 49.4 United States) and of all women in need of organized or subsidized contraceptive services (25.6 Missouri, 24.4 U.S.). In this report we look at family planning data reported by clinics funded through state general revenue (GR) funds and many clinics funded by Title V. Because of shortfalls in data completeness, minorities, who mostly reside in Missouri's major cities, are under represented in this file.

    The Missouri LIFT Initiative, Literacy Investment for Tomorrow (different from the federal LIFT act, Literacy Involves Families Together), provides professional development and technical assistance to all of Missouri's family literacy programs, including Even Start sites. LIFT also serves as the spearhead of the Missouri Family Literacy Initiative, which is working to coordinate the efforts of agencies and organizations providing services necessary for successful family literacy programs. ESL Family Literacy
    ESL Family Literacy is an administrative initiative of the Division of School Improvement and the Division of Vocational and Adult Education of the state Department of Elementary and Secondary Education. The initiative began in 2000 to fund four model family literacy programs. These programs are based on the Even Start model, but with a focus on serving families in need of ESL instruction. Currently the four sites serve Bosnian, Russian and Spanish speaking families. Funding comes directly from the Department of Elementary and Secondary Education's budget.     House Bill 1711
    , signed into law by Gov. Bob Holden on June 26, 2002, integrates family literacy into the state's public education system as a strategy to meet the educational needs of adults with low literacy skills and their children. HB 1711 encourages school districts, especially those that are low performing or unaccredited, to establish family literacy programs to serve families with children of all ages. It permits schools to use their general funds to fund family literacy programs. In addition, the bill defines family literacy in terms consistent with the federal, four-component definition. Family literacy personnel are included in a funding set aside for professional development. Beginning in Fiscal Year 2005, 1.5 percent, approximately $5.3 million, of the at-risk portion of the school funding formula will be used to fund family literacy programs in schools.     (formerly named SHAW ARBORETUM)
    Shaw Nature Reserve is open year round from 7a.m. till sunset. Visitor Center hours are 8 to 4:30 on weekdays and 9 to 5 on weekends. The Nature Reserve is open to hikers every day, but the Visitor Center is closed on some major holidays. Restrictions Shaw Nature Reserve, an extension of the Missouri Botanical Garden, includes 2,500 acres of natural Ozark landscape and managed plant collections. Located 35 miles southwest of St. Louis in Gray Summit, Missouri, it provides environmental education, ecological research and public enjoyment of the natural world. The Nature Reserve was founded by the Garden in 1925 when coal smoke from the city threatened the living plant collections housed at the Garden. Though the orchid collection was moved to the Nature Reserve in 1926, pollution in the city cleared before it was necessary to move the entire plant collection. The diversity and size of the Nature Reserve, combined with the considerable scientific and educational resources of the Garden, provide a unique opportunity for outdoor education. Besides providing workshops and natural awareness walks for thousands of children and adults each year, the Nature Reserve serves as an outdoor laboratory for the development and testing of a variety of innovative outdoor interpretive programs. More recently the Nature Reserve has become a focus for the study of fire ecology and habitat restoration.

At the undergraduate level, the Department offers a 4-year Generic BSN program for those with little or no college education to gain the skills needed to become a registered nurse, a BSN completion program for RNs with associate or diploma degrees, and coordinates a health care management minor for nursing and non-nursing majors. At the graduate level, the Department offers a MSN with specialization as a nurse educator or as a family nurse practitioner, and post-master's certificate programs in both specializations.
