Arnold Lupus Missouri Flood Mitigation Project BACKGROUND The 1993 Midwestern flood was a record-breaker both in terms of river levels and duration. Of the nine Midwestern states affected, the State of Missouri was undoubtedly the hardest hit by the flood and state officials estimate that damages totaled $3 billion. Assistance to an estimated 37,000 Missouri families on that flood alone included $41.7 million spent in Disaster Housing (DH) assistance and $23.4 million in Individual and Family Grants (IFG) to those who were uninsured. An additional $40.1 million in low interest loans had been approved by the Small Business Administration (SBA) to cover disaster-related losses to homeowners and businesses. Add to these figures $7.8 million in disaster unemployment and $120 m illion in Public Assistance to repair damaged public facilities and the costs are obviously staggering. PROJECTS The Missouri Buyout Program received close to $100 million which flowed through the state to local communities.

Academic Departments Aerospace Studies: One of three such programs in Missouri, the Southeast Air Force ROTC has received the Air Force Outstanding Unit Award as one of the best ROTC units in the nation. The Department of Aerospace Studies offers prospective Air Force officers the opportunity to participate in a wide range of activities to increase their leadership and management skills. Chairperson: Major Michael Berry Minor: Aerospace Studies Communication Disorders: The Department of Communication Disorders provides students with a broad-based theoretical foundation in communication disorders at the undergraduate level. This includes a contemporary curriculum in normal processes of human communication as well as evaluation, treatment, and research into human communication and its disorders. Active learning experience is provided through a strong clinical training component within the University Speech and Hearing Clinic. The graduate program in speech-language pathology is accredited by the American Speech-Language-Hearing Association. Upon completion of the graduate program, students are eligible for state and national certification. A broad selection of career challenges is available for professional speech-language pathologists. There are minimalist and maximalist views, akin to the failed ideologies of complete laissez-faire and full government ownership in the economic realm. Between the extremes, which have failed in the moral as well as the economic realm, there is a proper sphere for government support of morality, and institutions that produce virtue and civilized citizens. Homeless families with dependent children are the fastest growing segment of the homeless population. In 1998, families comprised 38% of the homeless population. On any given night, approximately 100,000 children slept in emergency shelters, abandoned buildings, or on the street. A majority of these children are age six or younger. Among the causes and risk factors for family homelessness are: • The growing gap between income and housing costs in many parts of the country. • A sharp rise in the number of single–parent families living in extreme poverty from about 1 million in 1974 to 2.5 million in 1991. • Trauma and interpersonal violence — two–thirds of homeless women report serious physical assault by a partner, two–thirds experienced severe physical abuse as a child, usually by an adult caretaker, and 40% were sexually molested by age 12. • Childhood experiences, such as foster care placement and use of drugs by their mothers.

ACHIEVING THE AMERICAN DREAM Dawkins
USDA has declared June of 2002 National Homeownership Month. Homeownership has long been recognized as a key component of the "American Dream" and provides tremendous social and economic benefits to our society. Five families are working toward living that dream in Shelby County, Missouri. An event recognizing National Homeownership month was held in Shelbina on Tuesday, June 4, 2002.
Gregory C. Branum, USDA Rural Development State Director for Missouri and Master of Ceremonies for the celebration, said, "I can't think of a better way to "kick off" Homeownership month than to recognize the success of these deserving families," Branum said. "They have worked very hard for many months on building their own home through the USDA Self-Help Housing Program."
"I'm impressed with the dedication and commitment of the families to become homeowners," said Arthur A Garcia, Administrator of the USDA Rural Housing Service (RHS), shown here in the center of the photo, from Washington D.C. headquarters. "They demonstrate the success of working hard to achieve the American Dream." Also shown on the right, is Greg Branum, USDA Rural Development State Director for Missouri.
The Self-Help Housing Program provides low and very-low income people in rural areas the opportunity to build their own home. A group of families and individuals work together under the guidance of a construction supervisor hired by a nonprofit housing organization grantee, like North East Community Action Corporation (NECAC). They perform 65 percent of all the construction work. By working together for about eight months they complete the homes at the same time. The hard work becomes their down payment commonly called "sweat equity."

Outline of Need: Young families, single parents, good hard working people, all in need of decent, safe housing. Shelby County, Missouri, a rural area, offered little hope for new homes for these families. Unable to pursue conventional lending, yet credit-worthy, and willing to work hard for their homes, these families turned to the Rural Development Self-Help Housing program. How Rural Development Helped: The Rural Development Self-Help Housing Program provides low and very-low income people in rural areas the opportunity to build their own home. The North East Community Action Corporation (NECAC), partnering with Rural Development, assisted these families in building their own homes. NECAC provides the technical assistance and Rural Development provides the loan funds for the house and lot. The families and individuals work together as a team with family members and friends on weekends and evenings after work to build each other's homes. The work was done under the guidance of NECAC's construction supervisor, funded by a Technical Assistance Grant from Rural Development.
