Public housing develops new role
By JOHN SULLIVAN of the Tribune’s staff Published Saturday, June 21, 2003 The Columbia Housing Authority has long offered public housing and Section 8 housing for families and individuals who meet financial or special needs criteria. That role has been expanding as the federally funded agency ventures into offering home ownership opportunities for low-income residents. The first step in that venture led to the failed Wyatt Lane Acres project, which would have built 36 homes valued at $90,000 or more in an existing residential neighborhood. The project would have allowed qualifying tenants to lease the houses with an option to buy after 15 years. Neighborhood opposition helped scuttle the project and fostered doubts among the authority’s board of commissioners about the palatability of such a program amid more traditional forms of home ownership. Board Chairman Marvin Kinney said after the proposed project failed to win approval, "My personal feeling is Columbia is not ready for affordable housing."

Search Temporary Assistance for Needy Families Information Memorandum U.S. Department of Health and Human Services No. TANF-ACF-IM-99-1 TO: STATE IV-A AGENCIES ADMINISTERING OR SUPERVISING AN APPROVED TANT (IV-A) PROGRAM AND OTHER INTERESTED PARTIES SUBJECT: The Department of Housing and Urban Development (HUD) Section 8 Welfare-to-Work Rental Voucher Initiative PURPOSE: To provide States and other interested parties with information regarding the housing voucher initiative contained in recent legislation, including the fact that HUD will be developing a competitive solicitation proposal. Further, given the requirement that Public Housing Agencies (PHAs) must develop their proposals in cooperation with TANF and Welfare-to-Work agencies funded by the Department of Labor (DOL), we are encouraging you to cooperate with PHAs in this important initiative. HUD's Section 8 Welfare-to-Work rental vouchers provide an affordability subsidy to families which will support local welfare-to-work activities. Because the rental subsidy follows the family, the Welfare-to-Work rental vouchers will enable families to move to decent housing that is closer to employment and training opportunities or service sites such as day care facilities, without requiring the family to incur an excessive rent burden. Welfare-to-Work rental vouchers could benefit a large portion of families striving to move from dependency to self-sufficientcy, including those that are hardest to serve. Further information on the Welfare-to-Work rental voucher program may be obtained from the Public and Indian Housing and Resource Center at 1-800-955-2232.

Overview
Mississippi county, Missouri is located at the confluence of the Mississippi and Ohio Rivers in the heart of the nation. It is the eastern most county in the state and is surrounded by 95 miles of Mississippi River frontage. According to the 1990 Census, Mississippi county ' s population experienced an 8.2% decline in population while the state averaged a 4.1% increase in population. The number of housing units declined by 4.6% while the state experienced a growth of 10.6% in housing units. Median value of a home in the county is $27,500 less than the state median home average. Mississippi County's median household income is $15,458, which is $11,213 less than that of the state. Poverty and illiteracy have been endemic to the City of East Prairie as well as in Mississippi County. The communities have agricultural based economies, but there are several small manufacturing firms in the county, each employing a substantial number of workers. The single largest industrial employer in East Prairie is C.B. Forms with 100 employees.

Family and Community Development Division The Family and Community Development Division is responsible for operating the outreach centers in the nine county service area. These centers serve as a central contact point for low-income clients to find available resources and provide direct emergency services. The division has expanded its operations by developing, constructing, and managing multi-family and single-family housing. Apartments are available in Windsor and El Dorado Springs. There are nine houses available for families in Clinton. All units are rent restricted and available for income eligible individuals and families. The Weatherization and Housing Repair programs are also operated within this division.
