Access to affordable housing is essential to all Missourians. The Treasurer’s Office is committed to enhancing housing options available for Missouri families. Because the housing industry plays a key role in our economy, the Treasurer’s Office has developed a program utilizing the state’s deposit power to increase the availability of multi-family housing in Missouri. Program Objectives
The Treasurer’s Office will review development proposals by evaluating their potential impact on the community. The availability of outside financing opportunities will also be considered. Priority will be given to those proposals that improve a neighborhood by:
  • Preventing deterioration of existing multi-family housing units Renovating those units that have deteriorated Establishing units in areas with a need for affordable housing
Eligibility
There are two categories of borrowers eligible to participate in the MISSOURI FIRST Linked Deposit Program for Multi-Family Housing: Eligible Residential Property Owner
An eligible residential property owner is a person, firm or corporation that purchases, develops, or rehabilitates a multi-family residential structure.

The Department of Economic Development has several programs to assist for-profit organizations with housing projects: Neighborhood Preservation offers state income tax credits to homeowners and developers who construct new homes or renovates home in certain designated areas of the state. The Missouri Housing Development Commission provides funding for affordable housing to qualified nonprofit organizations and for-profit developers. Financing includes: Historic Tax Credit provides state income tax credits of 25% of eligible costs and expenses for the rehabilitation of approved historic buildings. The structure must be a certified historic structure and listed on the National Register of Historic Places or be part of a certified historic district. Not for profit entities and government entities are not eligible. The Community Development Block Grant Program offers two categories of funding to assist with construction and rehabilitation of affordable housing. Since a unit of local government, such as a city or county, is the only official eligible applicant for CDBG, a developer or for-profit organization would need to work with the community as a sub-applicant. According to the Missouri Revised Statute, "Hunger is the lack of sufficient nutritious food to maintain health or morale or achieve optimal human potential."     Elm Point Ea rly Childhood Center located in St. Charles has OPENINGS for children 2-5 years old. Elm Point provides affordable, accessible, quality childcare, family education and assistance to families in need of child care. Elm Point is licensed by the M issouri Department of Health to provide child care, preschool, and after school services to 148 children, ages six weeks to twelve years of age. The Council on Accreditation accredits Elm Point. Additionally, Elm Point offers a kindergarten readiness program.
    On Friday, June 11th at 10:00 a.m. teachers of Hilltop Child Development Center, as well as friends and family are invited to attend the pre-kindergarten graduation a t the Greater Penocostal Church in St. Louis. Following the ceremony the graduates and their family are invited to join the rest of the Hilltop Child Development Center students and staff for their annual picnic at Bon Oaks Park.     LFCS to Offer Marriage Preparation Classes
    Statistics predict that half of the 2.8 million weddings performed in this country each year will end in divorce. LFCS’ counseling department is putting together a new marriage preparation program, called RICHES, with hopes to reduce the divorce rate for those couples who participate. The first session began in February.
