Missouri Enacts FDA Program
The family development account (FDA) program (more commonly referred to as individual development accounts, or IDAs), attached to Missouri Senate Bill 387, was signed into law this summer. The recently signed legislation allows families or individuals with incomes at 200 percent or less of the federal poverty level to establish FDA accounts. Deposits into an FDA by an individual or family are matched by public and private sources. Account holders may use the matched savings for homeownership and repair, small business capitalization and education. The new legislation also provides the state with up to $4 million a year in tax credits annually for contributors of FDA matching funds. Contributors receive a 50 percent tax credit on all monies given for FDAs, up to $50,000 per year. While this program is in the early stages of implementation, it is not too early for organizations to begin program planning. Coordinating Board for Higher Education
The Coordinating Board for Higher Education was authorized by an amendment to the Missouri Constitution in 1972 and established by statute in the Omnibus State Reorganization Act of 1974. The nine board members, one from each congressional district, are appointed by the governor and confirmed by the Senate. The term of appointment is six years. No more than five of the nine members may be affiliated with the same political party, and members serve without compensation. Coordinating Board members

Missouri FFY2004-2005 CSBG Program
Program Implementation

Governor Bob Holden has designated the Missouri Department of Social Services to administer the CSBG Program. The Department Director has placed the CSBG Program in the Family Support Division.
Eligible Participants
CSBG projects will serve those individuals whose family unit income falls at or below the official federal Health and Human Services poverty guidelines, particularly families who are attempting to transition off a State program carried out under Title IV, A, of the Social Security Act. In addition, when the board of directors of an eligible entity determines that it serves the objectives of the CSBG program, CSBG projects may serve individuals whose family unit income does not exceed 125% of the official poverty guideline. Eligible entities will provide acceptable rationale to the State and document the board of directors approval before expanding income guidelines to 125% of the official poverty guideline.
Eligible Providers
CSBG legislation specifies that at least 90% of CSBG funds go to legislatively identified eligible entities whose Board of Directors have a particular composition (at least one-third democratically selected representatives of the poor, one-third elected public officials or their representatives, and the remainder members of private groups and organizations). In Missouri, private not-for-profit community action agencies are eligible entities.

Mission

The mission of the Department of Consumer and Family Economics (CFE) is to contribute to the enhancement of quality of life of individuals and families, through a program of general and professional education, research, extension, and professional and public service which has the management and utilization of household and societal resources as its scope, and, as its purposes, to develop the stock of professional expertise, enhance the knowledge and competence of the general public and contribute to improvement of social policy and the societal context in which people live. History
Curricula in consumer and family economics have been central to the Human Environmental Sciences program since its beginnings in 1900 at the University of Missouri-Columbia as the Department of Household Economics. Principles relating to consumer and family economics in those early years were limited primarily to improving the expertise of students as future homemakers. This orientation was given application through the establishment of a household management house in 1917 that provided supervised practical experience for Home Economics students. Such supervised experience was provided in a series of houses and apartments until the construction of a Home Management Center in 1963 and remained a part of the curriculum of students until the Home Management Center was closed in 1974.
