The Missouri State Board of Education has the authority to adopt and enforce regulations for the operation of all school buses used for the transportation of school children when owned and operated by any school district in Missouri. This rule establishes guidelines for the safe, efficient and economical operation of school buses.(Title 5 Code of State Regulations 30-261.010 Requirements for the operation of school buses). 1. How many local educational agencies that operate school buses would be impacted if the FMCSR's applied to their interstate school bus transportation (but not home-to-school or school-to-home) operations, e.g., interstate class trips? Ans. Don't have statistics. How many school buses and drivers working for local educational agencies are involved in the interstate transportation? Ans. Don't have statistics. 2. What requirements of the FMCSR's are not addressed by State or local school bus safety standards? For example, to what extent do local educational agencies require their interstate school bus drivers to undergo periodic physical examinations? Ans. School Bus Driver Qualifications. All school bus drivrs shall be duly licensed in accordance with Missouri statutes and public school district board policy. 1. Be in good physical and mental health; 2. Undergo a physical examination annually no more than ninety (90) days before the beginning of the school year by a medical examiner who is licensed, certified, and/or registered, in accordance with applicable Missouri laws and regulations, to perform physical examinations to determine whether they meet the requirements of section 302.272, RSMo, and present a signed physical examination certificate that they, in the medical examiner's judgment, meet or exceed those requirements to the employer. The term medical examiner includes, but is not limited to, doctors of medicine, doctors of osteopathy, physician assistants, advanced practice nurses, and doctors of chiropractic. A school bus driver whose ability to safely operate a school bus has been impaired by a physical or mental injury or disease, as determined by the public school district board of education, must submit a release by the attending physician prior to resuming school bus operation; and 3. Undergo testing for drug and alcohol use/abuse, in compliance with laws. Is there a systematic inspection, repair and maintenance program in place for school buses? Ans. Driver Operation. Perform and prepare written documentaiton of the daily pretrip inspection which is to be submitted to the transportation administrator. Pretrip inspection of vehicles shall include brakes, steering components, lights, signaling devices, emergency door, tires and safety equipment, as a minimum. Any defects or deficiencies that may affect the safety of vehicle operation or result in mechanical breakdown shall be reported immediately in writing and driver shall not operate school bus until the defect or deficiency has been corrected. 3. Are there limits to the number of hours that a driver may operate a school bus during school-related activities (e.g., field trips, etc.)? Ans. Driver Operation Not drive any school bus for more than A. Eight (8) consecutive hours. Hours will be consecutive unless the individual ceases operation of the vehicle for at least sixty (60) minutes; or B. An aggregate of twelve (12) hours in a twenty-four (24-hour period; Are there any limitations on on-duty time by local educational agencies? Ans. Yes. See the answer to questions number 3 above. 4. What would be the incremental cost (if any) for local educational agencies of complying with the FMCSRs for interstate trips, over and above the safety program and regulatory compliance costs that are already expended? Keep in mind that the FMCSRs include driver qualifications, medical qualifications, hours-of-service limits, and vehicle requirements (including inspection, repair, and maintenance provisions). Please describe the nature and extent of the impact upon operations and procedures. Ans. Not sure of the cost, however the overall impact on safety of the passengers should be the deciding factor. 5. What are the potential safety benefits of applying all or selected FMCSRs to interstate school bus transportation by educational agencies? Please provide data and information to support your position. Ans. Currently, the regulations are, in part, applied and enforced by the State's Department of Elementary and Secondary Education (DESE). The transportation of students is a small segment of the DESE's overall responsibilities. That with a lack of funds, resources, and expertise in the applicability Federal Motor Carrier Safety Regulations (FMCSR) creates an atmosphere of non-compliance with the FMCSRs. DESE is also responsible for enforcing the compliance of the FMCSRs. However, the enforcement is limited in scope and follow-through. Giving the safety oversight to the State MCSAP agency(s) currently charged with verifying and enforcing compliance would enhance compliance and enforcement. This would relieve DESE from "self-policing" and "self enforcing" compliance of the FMCSRs. The regulations would be applied and enforced in a fair, consistent, and uniform manner. 6. Should the FMCSA require that States receiving Motor Carrier Safety Assistance Program (MCSAP) funds adopt State laws and regulations that are compatible with the FMCSRs for intrastate school bus transportation by education agencies? Ans. Yes, see the answer to question number 5 above. 7. If the States adopt safety standards that are equivalent to the FMCSRs for interstate school bus transportation by local educational agencies, how would they enforce them? Ans. Enforcement would be handled through the normal channels of complaints and State SafeStat Lists worked by the existing MCSAP agencies. Would more personnel be required? Please provide cost estimates if available. Ans. Yes, at lease 14 more Inspectors, at an inital cost of approximately $750,000.00 the first year which includes equipment. Thereafter the cost would be approximately $490,000.00 per year. 8. Should the FMCSRs be applied uniformly for all providers of transportation whether they are local educational agencies, private schools, or contractors? Ans. Yes. The transportation of children should be included when verifying compliance and enforcing the FMCSRs. The purpose of the Regulations is to reduce crashes of commercial motor vehicles. The safety of a school bus filled with 45 to 60 students is just as crucial as any motor coach traveling the highways. 9. Should the FMCSRs be made applicable to all educational institutions beyond the secondary level that transport students to after-school type activities? Ans. Yes. 10. Should the FMCSA apply the FMCSRs to all interstate transportation of school children, even school-to-home and home-to-school? (see Question 1) Ans. Yes. Referring back to Missouri's school bus crash data for the year 2000; 4 fatalities and 797 injuries. Crashes know no boundaries. The applicability of the FMSCRs should apply to every avenue of the student transportation process.

Recycling Education
Welcome to the City of St. Louis Recycling Education Department! We have several educational programs and loan kits available for use with grades K-12. Each program has a specific audience, and is geared toward that age group. Please keep this in mind when selecting your programs. The Refuse Division can assist schools in the city limits with setting up paper recycling programs. Over 70% of a typical school's waste is recyclable paper such as envelopes, copy paper, school paper, colored paper, and manilla file folders. Contact the recycling department at 353-8877 for assistance with designing a collection system, planning a kick-off event, and educating staff and students about how to participate.
All materials are available at no cost (subject to certain rules and regulations) to schools located within the St. Louis city limits.
PROGRAMS Introduction to Recycling (1st - 5th grade) This program will give your students a general overview of the recycling process. They will learn the importance of protecting the environment, as well as what a natural resource is. They will learn how we recycle in the City of St. Louis, and how they can participate. Recycle Rangers (K-5th grade) Start your own recycling program! Students will learn how recycling paper can help the environment as well as the importance of reducing the trash they produce. And of course, they will learn how to become a Recycle Ranger!

This law, commonly referred to as IDEA, provides the basis for special education services in Missouri. The major purpose of the IDEA is to provide children who have special needs the supports and services they need to learn and progress in their schoolwork. It requires that each child receive a free and appropriate public education. The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.
