Parent Centers train and inform parents and professionals, help families obtain appropriate education and services for their children with disabilities, work to improve educational results for all children, resolve problems between families and schools or other agencies and connect children with disabilities to community resources that address their needs. Parent centers are funded by the U.S. Department of Education under the Individuals with Disabilities Education Act (IDEA). Each state has at least one parent center, and states with large populations may have more. There are approximately 100 parent centers in the U.S. Topical Areas IDEA 97, Rights and Responsibilities, Procedural Safeguards, Early Childhood, Transition (these are just a few of the topics covered by parent centers)

How To Use This Guide
This guide can be used in many different ways. It was primarily written for students who are interested in attending postsecondary institutions. But parents, teachers and counselors can also benefit from various sections of the guide. Postsecondary personnel can utilize information in the Guide to help secondary personnel better prepare students for the transition to postsecondary education, develop networks with other campuses serving students with disabilities and better work with students who have disabilities, who are already on campus. A special thanks goes to all the two and four year institutions that took the time to complete the surveys sent to them regarding disability services on their campuses. Our community is located in the Kansas City metropolitan area and includes neighborhoods in both Kansas and Missouri. The population is 1,575,000. The population is 60% Caucasian, 30% African American, 5% Latino American, and 5% other racial/ethnic groups. Status of Parent Education There is no organized effort at the state or district level to prioritize parent education on sexuality and health issues. We did get the Missouri application for abstinence-only sexuality education dollars to include funding for parent education. To our knowledge, no one has applied for this money to support parent education. Sponsoring Organization and Service Area KC-WAIT's vision is a private and public sector partnership dedicated to the prioritization and long-term investments in the improved health and quality of life for adolescents. Our mission is to improve the health and well being of adolescents between the ages of 10 to 18 years by building community capacity through education, research, and exemplary practices to better address complex interrelated youth issues.

Financial Assistance
1. Supplemental Security Income The Supplemental Security Income (SSI) program provides cash benefits to needy individuals who are aged, blind or disabled. There is no minimum age requirement for eligibility under SSI. However, unlike ordinary Social Security recipients, SSI recipients must meet certain income and financial resources tests to qualify for the program's benefits. You are not limited on the number of applications you may make for these benefits. If benefits are denied on the first application, that does not mean that benefits will be denied on the second application. Furthermore, if benefits are denied, reduced or terminated, you have a right to request reconsideration and, if necessary, a hearing before an administrative law judge.

    Parents as Teachers
    Parents as Teachers is a unique parent education and readiness program based on the philosophy that parents are their children's first and most important teachers. Parent educators work with parents of infants and toddlers to assist them in anticipating their child's developmental milestones and help them to support and encourage optimal learning. Services include home visits, group meetings, developmental screening and referral to additional resources if needed. The Department of Education is an affiliate to the Parents as Teachers National Center, the training and technical assistance provider to PAT programs. In Missouri, where PAT originated, each school district sponsors PAT services. The Black Hills Parent Resource Network, which incorporates PAT, is a Parental Assistance Program directly funded for four years by USDOE with Title IV, Goals 2000 money . The Parental Information and Resource Center's purpose is threefold: to increase parents' knowledge of and confidence in child rearing activities, such as teaching and nurturing their young children; to strengthen partnerships between parents and professionals in meeting the educational needs of children aged birth through five and the working relationship between home and school; and to enhance the developmental progress of the children assisted under the program.
