History E Economic Ups and Downs At the war’s end most of Missouri was prosperous, although an economic slump in agriculture in 1921 soon ended the prosperity of the farmers. Nevertheless, Missourians launched an extensive road building effort during the 1920s that did what an early slogan demanded, “Get Missouri Out of the Mud.” While farmers suffered, most areas of the economy grew during the 1920s, but beginning with the stock market crash of 1929, the Great Depression spread across the Missouri economy. To offer some relief, state and federal construction programs were begun.

Missouri Education Official: Reading First Grant Is "Crucial" And "Will Help Those Who Need The Help The Most" Following are excerpts from an article in today's Kansas City Star: "Missouri's efforts to ensure that disadvantaged students can read well by third grade got a $108 million boost Thursday from the federal government. The Department of Education grant will go toward implementing the Reading First initiative over the next six years. Districts with a large number of struggling readers will compete for the money, which can be used to hire reading coaches and offer additional teacher training. Reading First is a phonics-based program that emphasizes vocabulary and comprehension skills for kindergarten through third-graders. The program is part of the federal No Child Left Behind Act, which calls for every student to be proficient in reading by 2014. Missouri will receive $29.2 million immediately, becoming the 43rd state to receive part of the more than $1 billion set aside for the program in 2003."

Elaine Quesinberry KANSAS CITY, Mo.-The U.S. Department of Education today announced that the state of Missouri will receive $29.2 million in federal reading grant funds to help schools and districts improve children's reading achievement through scientifically proven methods of instruction. In total, over six years, Missouri is set to receive approximately $108 million in Reading First funds, subject to the state's successful implementation and congressional appropriations. On behalf of Education Secretary Rod Paige, Department of Education General Counsel Brian Jones made the announcement today at the Satchel Paige Elementary School in Kansas City. Missouri Department of Education Commissioner Kent King joined Jones for the announcement.

Data Collection in Missouri
Missouri is most interested in data at the state level, and gathers institutional data to monitor state priorities for public higher education. The CBHE (Coordinating Board for Higher Education) has been able to modify its vision for higher education while also incorporating the governor's goals for higher education under the "Show Me Results" program, a government accountability initiative. The most recent strategic plan collects all of the goals for higher education under three broad values: access, quality, and efficiency. Within these areas, the CBHE and the Department of Higher Education collect data on the achievement of the statewide initiatives and goals by all the public institutions of higher education. Under the area of access, the CBHE gathers information on educational access and attainment of all Missourians. In terms of quality, the CBHE monitors four areas of information: student preparation, institutional environment, teacher preparation, and student performance. For efficiency, the CBHE engages in mission review and differentiation and examines the ways in which access and quality are achieved through technology-based delivery systems.

The Committee for Educational Equality filed suit in Missouri in January 2004 claiming the state's school funding system is unconstitutional. It was not the first time.
In the early 1990s, a small group of school superintendents in southwest and southeast Missouri initially organized the Committee for Educational Equality (CEE) to address the inequities and inadequacies of the state's school funding system. They enlisted 114 Missouri school districts in the committee.
The CEE filed the first lawsuit challenging the constitutionality of the system for financing Missouri's public schools, claiming it violated Article IX, Section 1(a) of Missouri's Constitution which states: "A general diffusion of knowledge and intelligence being essential to the preservation of the rights and liberties of the people, the general assembly shall establish and maintain free public schools for the gratuitous instruction of all persons in this state within the ages not in excess of twenty-one years as prescribed by law." In January 1993, Judge Byron Kinder ruled in favor of the CEE, ruling that public school facilities in Missouri ranged from "the golden to the God-awful." Kinder also said the Missouri Constitution requires that "a child living in a poor school district must have the same opportunity to receive substantially the same education as a child living in a rich district." Additionally, Kinder stated: "Money distributed outside of the formula compounds inequalities (and) those disparities are not because of differing student needs, but instead are associated with local property wealth or are simply irrational."

The academic program of Missouri Valley College has been formulated to promote the development of the student within the mission and goals of the College.
