Facts about the Missouri State Board of Education
Major Duties Members According to the Missouri Constitution, "The supervision of instruction in the public schools shall be vested in a state board of education ..." (Article IX, Section 2a). This provision gives the State Board of Education general authority for public education, within limits set by the General Assembly. ( See Section 161.022 through 161.102, RSMo, for the Board's statutory authority.) The Board is made up of eight citizens appointed by the Governor and confirmed by the Senate. Members serve staggered, eight-year terms so that one term expires each year. No more than four members of the Board may belong to the same political party. No more than one member of the Board may reside in the same county or Congressional district. When terms expire, members continue to serve until being replaced or reappointed. The Board elects its own officers each year. The Board usually meets for two days each month in Jefferson City. Members receive $25 for each day of an official meeting. The Board's duties and responsibilities range from preschool to the postsecondary and adult levels. The Board does not have direct authority over higher education institutions. However, the Board sets standards for and approves professional programs for teachers and school administrators in Missouri's public and private higher education institutions.

CONCEPTS FOR DEVELOPING ANY FOUNDATION FORMULA
Adopted by the Missouri State Board of Education
February 20, 2004 EQUITABLE AND ADEQUATE A funding formula should guarantee that local and state sources of revenue together provide a relatively equal and adequate amount of money for every child’s essential education. COMPLEXITY While it is desirable for the formula to be easily understood, the diversity of the needs of students being served necessitates some degree of complexity in the formula. Numerous components may be necessary to appropriately recognize and provide funding for these needs. The components, or factors, should be widely recognized and easily understood. The calculation involving these components needs to be simple and reasonably easy to perform by school district officials and others. The formula must be flexible enough to adjust immediately to changing financial conditions and student populations so that, even over a period of time, the state and local dollars will be equitably distributed. MINIMUM LOCAL EFFORT The minimum local effort in support of the cost of essential education may be identified as a percentage requirement or a minimum property tax rate. Districts with low assessed valuation per pupil are unable to raise their tax rates to provide local revenue per pupil equal to other districts with lower tax rates but higher assessed valuation.

Contact your local president if you are interested in attending the 2004 leadership conference. Registration materials were mailed to local presidents in March and are available online To get the maximum benefit from the conference, locals are encouraged to bring a team of participants who can work together to help the local association be more effective upon their return home. Locals are particularly encouraged to identify and include among their participants minorities and young members who have never attended a Missouri NEA leadership conference before. Missouri’s public and independent two- and four-year institutions provide students with general education in support of academic degrees. As part of its statutory authority, the Coordinating Board for Higher Education has promulgated Credit Transfer guidelines. Included in these guidelines is a 42-hour block of general education credit for transfer. Several excellent institutions have expressed their commitment to working with transfer students but do not conform to the 42-hour block of general education credit as outlined in the CBHE Credit Transfer Policy. These institutions have indicated their commitment to work with transfer students to ensure a smooth transition from one institution to another. The following institutions have notified the CBHE Committee on Transfer and Articulation (COTA) that they have a 42-hour block of general education credit for transfer that is being implemented.     English as common language of the state. Section 1. The general assembly recognizes that English is the most common language used in Missouri and recognizes that fluency in English is necessary for full integration into our common American culture. Section 2. 1. The adult basic education programs administered by the department of elementary and secondary education shall include the provision of English language services to non-native speakers who need assistance in learning English. 2. The local entity designated by the department of elementary and secondary education to offer adult basic education shall seek the assistance of local political subdivisions, community-based agencies and organizations, migrant worker groups, refugee resettlement programs, schools, churches and others in making non-native speakers aware of the availability of English language services. 3. English language services provided through the adult basic education programs of the department of elementary and secondary education may include family and home-based curriculum and programs designed to enhance the English fluency of all family members and may include programs whereby family members teach each other the English language. Section 3. 1. Subject to appropriation from general revenue, the department of elementary and secondary education shall provide grants to assist local public school districts, community-based organizations and nonprofit agencies, including resettlement programs, to provide instruction in the English language to individuals residing in the community or district who have language background other than English and who need assistance in learning English. Preference in grants shall be given to communities and districts demonstrating the most need.
