Coordinating K-12 and Higher Education Systems to Support Student Achievement
Many local school-college efforts are operating across the country. These partnerships principally center around curriculum development (academic alliances), teacher preparation and professional development (clinical or professional development schools), and student support services (early outreach programs that include mentoring or tutorial supports). While the programs are encouraging, the vast majority still operate on the margin, in both schools and postsecondary institutions. Unfortunately, most have yet to be integrated into the structure and programs of the institutions. New Governance Structures. One strategy for coordinating K-12 and higher education systems is to create a governance structure that assigns direct responsibility for such coordination. In 1991, the Maryland Higher Education Commission and the Maryland State Department of Education jointly appointed and currently share a deputy secretary of higher education/deputy superintendent of education. The role of the office is to coordinate and promote the concept of a single continuum of education kindergarten through graduate school. The deputy is responsible for coordinating the complementary interests, programs, and authority of both state agencies for achieving shared state education goals. These responsibilities include the following:

BACKGROUND
Across the country, leaders in PK-12 and higher education are putting together powerful partnerships to prepare all students to meet high standards, and to ensure that teachers are able to teach so that all students achieve high levels. Twenty-four states are currently participating in statewide PK-16 effort. Partnership groups include leadership from postsecondary and PK-12 education, as well as business and community-based organizations (College Begins in Kindergarten. (2000). Myasthenia Gravis:
What is it?
Myasthenia Gravis comes from the Greek (Myasthenia - muscle weakness) and the Latin (Gravis - severe). It is a neuro-muscular disease characterized by spells of extreme weakness, but is really not a disease of either the nerve or the muscles. In this baffling affliction, it is the communication between nerve and muscle that is lacking. The healthy nerve cannot send its message to the healthy muscle because the myasthenic's body lacks a substance which acts like an electric conductor between the nerve and muscle.
Symptoms include:
  • Drooping eyelids
  • Double vision
  • Difficulty in smiling, speaking and swallowing
  • Weakness of arms and legs
  • When chest muscles are affected breathing is difficult
  • Ever-present, extreme fatigue MG can strike anyone at any age, though it is not contagious. It is a potential killer. However, with early diagnosis and proper medical treatment, the disease can usually be controlled, and in most cases, the patient can lead a normal life. Mission Statement The mission of the Myasthenia Gravis Association is to provide information and patient services to improve the lives of all people affected by MG and to promote research to find a cure and prevention of this disease.

    Arneda Logan of Fulton attended the local George Washington Carver School. She now is a shareholder in a community center that operates out of the one-time segregated school. While the 14th Amendment to the U.S. Constitution promised citizens equal protection under the law, the concept of "separate but equal" public facilities had been in effect since the late 1800s. In 1954, the Supreme Court confronted the question of whether racial segregation in public schools deprived minority children of equal educational opportunities. The case, Brown vs. Board of Education, involved an African-American girl in Topeka, Kan. who had to cross the town to attend a segregated school. Chief Justice Earl Warren wrote for the court: "We conclude that, in the field of public education, the doctrine of 'separate but equal' has no place. Separate educational facilities are inherently unequal."
